Investigating Popular Economy in Development Plans After the Islamic Revolution: Offering Suggestions for the Seventh Plan Law
Resistance economy is people-based and is not formed on the basis of the government. In this way, people in the community can take advantage of their talents and play a constructive role in their country's economy. According to the Supreme Leader’s guidelines on the components of popular economy, we can mention some of them such as maximum use of domestic capacities, delegating the implementation of economic activities to the people (cooperatives), regional balance, decentralization and paying special attention to the deprived classes of the society. After the Islamic Revolution of Iran, an important priority was set for establishing regional balances and eliminating deprivation and the continuous and strong presence of the people in the economy, and efforts were made in this direction, and one of the channels for implementing these efforts was development plans. Examining these development plans in terms of paying attention to the people in designing and shaping the economy shows that although people are considered one of the most important pillars in the basics of the development plans, as it should be on fundamental reforms and creating positive procedures in the plan, they have not been noticed. While this issue has been addressed more in the recent plan than in the previous ones, it is still restricted to expressing some generalities and articles about supporting cooperatives and issues related to privatization. Achieving this important goal requires structural and fundamental improvements in the content of the plans, and merely providing some general articles and clauses, and in most cases, referring the issue to the regulations by the executive bodies, cannot lead to realization of the goals.
