Investigating the Process of Upgrading Monitoring CriteriaAccording to Paragraph 4 of the General Policies of the Legislative System

Considering the necessity of supervising the proper implementation of the general policies in the Islamic system and achieving the goals of the Constitution, and the necessity of their implementation by the three powers and the role of proper management in political society, different monitoring methods should be applied for implementing policies in the country's legislative system. Examining the documentation and monitoring criteria, the main question arises that what effect will the paragraph 4 of the legislative system’s general policies have in the process of improving the criteria for monitoring the proper implementation of the system’s general policies? The present study seeks to move from the criterion of "non-contradiction" of the laws’ spectrum with general policies to the "necessity of compliance" through the descriptive-analytical method that finally comes to the innovation of "approving the necessary laws" to implement each policy. This shows the improvement of the criteria for monitoring the proper implementation of the system’s general policies, and thus, the passive monitoring of the adoption of laws and regulations in the “policy framework” and the demand for legislation and regulations will change into an active and effective monitoring in order to “policies’ implementation”.
