Abstract:

Public policy is a process that seeks to identify issues, provide policy solutions, make decisions, implement and evaluate. If instrumental rationality is the optimization of tools to achieve the ultimate goal, the study of policy-making suggests that society still has a long way to go to develop the structural mechanism necessary to achieve this desired goal. Islamic rationality is based on the rule of religious values over management and policy-making in the public sector, and given that in Islam the goal is the evolution of human beings in the direction of nearness to God, Islamic rule can not be without regard to this end, methods and methods Explain and formulate the policy-making process of public administration. The present study, with the aim of development and based on descriptive and analytical methods, explains, evaluates and critiques instrumental rationality in policy-making with emphasis on Islamic and religious rationality and concludes that Islamic rationality goes beyond and more complete than instrumental rationality models. It also pays attention to religious, epistemological and moral rationality in the policy-making process in the public sector.
