Dissection of the Problem Management - Ecological of Transfers between Watersheds
Climatic and geographical conditions of the vast country of Iran, the temporal and spatial distribution of rainfall, evaporation rate, population dispersion and industrial centers have led to the discussion of inter-basin water transfer. Regardless of the basic conditions and considerations of the basins, the implementation of water transfer projects will cause conflict between them. By reforming the integrated management of catchments, especially in the balanced distribution of supply and demand, taking into account environmental needs, as well as explaining the socio-ecological behaviors of farmers, we can continue the current situation, drying of wetlands, and social conflicts and other phenomena resulting from transfer projects. Water prevented. The present study, with a correct understanding of mismanagement in water resources management, describes various management and ecological issues of inter-basin water transfer. Other issues that have been studied include macro-management of resource consumption issues and balanced distribution of inter-basin water resource allocations, inherent water-related barriers and constraints in the development of industry, agriculture and population centers, deprivation of some communities and groups. Social pointed out. The results show that excessive load on water resources threatens groundwater resources and reduces the quality of these resources. At the same time, with the development of water transfer in catchment areas by active stakeholders, environmental problems have been added. Also, climate change, illegal and uncontrolled withdrawals upstream of the basins, changing the time and shape of precipitation have added to the problems of water resources capacity between the basins. Most of these problems can be solved with proper water cooperation, simultaneous and realistic management of supply and demand, organization of withdrawals and also no new loading on the water resources of the basins. Transparency of water data in the country, review of resources and consumption of basins based on the conditions of the water year and emphasis on productivity management are the solutions to these.
