The Formation of a Parliamentary System in the Context of Political Transition from the Qajar to the Pahlavi First

The aim of this study is to evaluate the consequences of the parliamentary system and constitutional transfer of power from the Qajar to the first Pahlavi historical context. With the outbreak of the revolution, governing structure with its traditional beliefs against changes in power relations underwent political turmoil. Failure to comply traditional order with new patterns, the lack of objective and subjective conditions caused turmoil in the government. Parliamentary system, as the first experience of Iranians did not mean anything considering their traditional political and cultural affinities. So it led to unbridled decentralization and instability. The present review is based on a descriptive - analytical method tries to explain the historical context of transition from the Qajar to the Pahlavi. The major findings of the study are: Reza Khan powered by the traditional structure of society after the constitutional balance, concentration and inhibition centrifugal forces, gained public confidence among the intellectual elites to create a centralized bureaucratic state. The ineffectiveness of the Qajar government in meeting the needs of a growing community, trying to preserve its territorial integrity and national unity and the normalization of crisis as a prelude to the ideals of constitutionalism, caused change and transition. So the main question of this article is: Which factors led to political and social instability and the Qajars fall in the years after the Constitutional Revolution? The hypothesis is: constitutional revolution caused an imbalance in the traditional system of Qajars and made big challenges for them. The transition to democracy and Qajars inability to fulfill the demands led them to extinction.
