Conflict and Cooperation Approach in the Helmand and Arvandroud Basins
Nowadays basins at risk, over the middle east water resources crisis, the islamic countries have conflicted which was caused by the adverse effects of the climate change along with the population growth, upstream activities, and dam building in the shared water resources. Geographical location of Iran on one hand has disputes made by the Helmand river water right allocation, and the other side of the coin is the management, the borderline determination, and the quality of water. The aforementioned have caused different events in forms of threat perception, conflicts and entangled cooperation in intergovernmental relations. In this study the question of how to manage the conflict and cooperation approach in Iran's foreign policy in the Helmand river and the Arvandrud river basins is figured. the analysis of the present research is based on the analytical _ descriptive method and based on the research of Aaron Wolf and et al, TFDD database, Michael Berchers theory, Copenhagen school 's security approach belives that Iran water interactions in the Arvandroud river and the Helmand river can manage water crisis through de- securitization and hydro_ diplomacy. Therefore, using the conceotual framework, and Iran – Afghanistan water disputes and Iran _ Iraq over the river are considered as a case study.
