Abstract:
In this new perspective, Hashmi Rafsanjani drew "construction" and "adjustment" as the two main axes of the construction government's decisions. Along with the economic adjustment policies, policies to support vulnerable groups were also approved as a complement to the economic program of the stabilization period in Rafsanjani's cabinet. These support programs were trying to remove the burden caused by the change of economic policies from the shoulders of vulnerable groups, a policy that expresses the view of the cabinet during the construction period on the need to de-harm economic development programs. But during the Pahlavi II era, Iran's economy is one of the sectors in which we have witnessed less effective and endogenous transformation during the past era. In a long period, Iran's economy relied on the agricultural sector and the production of traditional goods. If in some periods, the construction of some factories was considered, not only these productions were not localized, but they were scattered and concentrated in certain places. In this research, an attempt has been made to compare Iran's economic developments in the Hashemite and Pahlavi II governments based on the Douglas North model using the content analysis method.
