The political power of this fledgling government with neighboring governments, so the Safavid rulers decided to design a strategy based on ethnic and religious solidarity called the nation-state Since ethnic and religious heterogeneity is a structural feature of Middle Eastern countries, ethnic warfare and the use of subcultures in the region has been an important chapter in the history of these nations' conflicts, and the fact that the process It has become a security force and in many cases has not even threatened the lands of the political units in the region The present study, by analyzing the political crisis management of that time under the intended strategy, seeks to answer the question why today the countries of the Middle East are facing great crises in spite of many efforts? In response, is it hypothesized that rooting out these crises is not turning the threat into an opportunity to take advantage of this strategy called nation-building? The process has resulted in the gradual creation of ethnic and religious faults and, consequently, the rift between states and nations at the national and regional levels, which can lead to a revisionist reaction to the ruling order at the desired levels
