Ensuring justice and equality of educational opportunities is a fundamental issue in promoting social justice and human development in any society. However, in many developing countries, including Iran, deprived areas suffer from a lack of educational opportunities and resources. Sistan and Baluchistan province, located in southeastern Iran, is one such region with a high level of poverty and a lack of adequate educational facilities. Therefore, this study aims to design a model for justice and equality of educational opportunities in deprived areas of Sistan and Baluchistan province using the grounded theory method. The findings of this study suggest that designing a model for justice and equality of educational opportunities in deprived areas of Sistan and Baluchistan province requires a comprehensive approach that takes into account the roles of the government, the community, and teachers. The model developed in this study provides a framework for promoting social justice and human development through education in deprived areas. The implementation of this model could lead to significant improvements in the quality of education and the promotion of justice and equality in educational opportunities in Sistan and Baluchistan province.
