Designing and Explaining the Structural Empowerment Model of Human Resources with the Grounded Theory Approach
Career development and promotion of employees requires the adoption of strategies in line with the mission of the organization. Employees are known as the main factors of success and development of an organization. Organizations that can act intelligently in the development of their human resources, guarantee their survival and take important steps in line with their mission. The concept of empowerment is a structure to achieve individual and organizational effectiveness through policies, programs and professional development of human resources. The purpose of this research is to design and explain the structural empowerment model of human resources in the General Department of Education of Gilan province.
This research is a type of qualitative research that was carried out using the foundation's data theory approach. Targeted and snowball techniques, a total of 16 people were selected as participants in the research. The data was collected by semi-structured interview method. In order to obtain the reliability and validity of the data, two methods of review of participants and review of non-participating experts were used in the research.
Based on the data theory process of the foundation, the results of the analysis of the data obtained from the interviews, during the three stages of open, central and selective coding, led to the creation of a structural empowerment model of human resources of the General Department of Education of Guilan province, including 6 dimensions Main, 74 sub-dimensions and 201 characteristics resulted.
Based on the data analysis, the structural empowerment of human resources is a central category in the General Department of Education of Gilan province, which provides opportunities for career development and productivity of human resources in the organization, and in this regard, strategies have been formulated for this purpose.
