Sustainable Absorption of Human Drives for Development in Provincial Administrative System (Case: Yazd Province)
A governmental administrative system plays a fundamental role as a facilitator in the process of societal development. However, one of the most crucial drives of development today is human factors, particularly talents. The aim of this qualitative and descriptive developmental study is to analyze the influential factors on attracting and retaining sustainable human talents in the province of Yazd based on experts' opinions. Furthermore, it proposes a comprehensive theoretical model of interaction between these factors and elements while providing a clear picture of influential forces. In this regard, key concepts related to the motivation for their presence in the region are extracted through interviews with 28 national talents who are active in various fields such as science, art, economy, politics, sports, etc. These concepts are then adjusted within a theoretical data-driven framework to form a theoretical model. The research findings indicate that the central concept in the theoretical model of talent attraction in Yazd province is "urban environment," which, in interaction with other concepts such as "personal and family conditions," "culture," "governance system," "natural environment," "economic factors," and "talent management," leads to the formation of a comprehensive and sustainable system for attracting superior national human resources in the province
