Drawing a Roadmap for Excellence and Cultural streghnthening Based on the General Policies of the regime; an Official Communication from the Supreme Leader

The present research aims to develop a roadmap for excellence and cultural stregnthening based on the general policies of the regime, employing both qualitative and quantitative approaches, which are exploratory in nature and descriptive in terms of methodology. The qualitative part used a data-driven method, while the quantitative part employed structural equation modeling. The participants in the qualitative part included 30 university professors, managers, and cultural experts from Ardabil province, selected through snowball sampling method. In the quantitative part, a total of 279 cultural experts from government institutions in the province were included using stratified random sampling, with 162 of them being selected based on Morgan's table. The collected data, after undergoing continuous processes of open, pivotal, and selective coding, and utilizing MaxQDA software, were organized into 128 open codes, 67 concepts, 11 categories, and 6 themes according to a systematic organizational approach. The results obtained from the outputs of Smart PLS software and partial least squares regression analysis identified the index of "Revision and Reconstruction in Space Design and Service Optimization to Reduce Unnecessary Mixing of Boys and Girls" with a path coefficient of 0.830 as the most influential index. Furthermore, the research findings demonstrated that the concept of "Institutionalizing the Culture of Chastity and Hijab" was the most influential category in the developed roadmap.
