Analyzing the theme of the selection model of competent managers in order to realize the governance affairs of the government

This research was carried out with the aim of designing a model for the selection of competent managers in order to fulfill the governance affairs of the government (case: Executive bodies of Kerman city). The research method was a qualitative type of thematic analysis. The experts of the study were the managers of executive bodies of Kerman city and members of the academic staff of Azad University. Experts were selected using selective and purposeful sampling method and data collection continued until reaching theoretical saturation. The data collection tool in the qualitative part was semi-structured interviews. Clark and Bran's six-step method was used to analyze the data. In short, the results showed that the model for the selection of managers in order to fulfill the governance affairs of the government in executive bodies consists of 551 codes, 26 basic themes and 6 main organizing themes. The components of the model include: selection (expertise related to the field of management, consultation with other managers and competent people and an experienced selection board), assessment and measurement (examination of individual characteristics, personal information, medical certificate, interview and written test according to the field) required), preparation of managers (gaining experience in a parallel post for a certain period, hierarchical and gradual selections, assignment from other organizations or cities, ability to learn and train), appropriate work history (checking qualifications, management skills, ability and power to do things related, managerial ability and expertise, personal research, work experience research and general background check), moral ability (accuracy, truthfulness,
