Presenting The Model of Human Resources Development in the News Department of The Islamic Republic of Iran Broadcasting (IRIB) with Emphasis on Key Success Factors

Abstract:
The present study has been conducted with the aim of providing a model for the development of human resources in the news department of The Islamic Republic of Iran Broadcasting (IRIB) emphasizing the key success factors. In terms of the research approach, the heuristic blending method has been used. In the first stage, the meta-combined method was used, which is considered one of the qualitative methods. In the second stage, to investigate and validate the identified factors and to prepare the final research model, the survey method, i.e., surveying experts in the form of focal groups and applying questionnaire has been used. The first statistical population of the study were all written documents related to human resource management including 40 articles and works which were selected and analyzed based on valid criteria from among 175 articles and works. The second statistical population consisted of experts in human resource management, from whom 30 people were eventually selected, and due to the conditions and limitations of the Corona pandemic, provided comments and suggestions remotely. Using the seven steps of meta-combination, a conceptual pattern was identified in six conceptual layers, categories and codes. In each of the layers, concepts and topics were included, and finally 29 categories were identified. The research results showed the leading factors include managerial and policymaking characteristics in the dimension of strategic alignment, organizational structure and culture in the dimension of development prerequisites, and information technology and organizational processes in the dimension of development tools.
