Prioritization of Factors Affecting the Development of Rural-Agricultural Entrepreneurship in Sistan Region
Entrepreneurship is one of the effective factors in agricultural development, because it is able to play an effective role in improving the economic and livelihood situation of villages by creating new opportunities for employment and earning, evaluating the level of entrepreneurship and trying to develop and strengthen it. The process of development through providing its basic grounds is of particular importance. Since the Sistan region suffers from the inappropriate temporal and spatial distribution of water and faced with population growth, expansion of urbanization, and the development of agricultural and industrial sectors, the increase in water demand in this region is inevitable and water resources management is necessary to prevent. It is necessary to face the water crisis and possible tensions. Considering the existing capabilities of agriculture in the Sistan region, it is necessary to prioritize the factors affecting the development of entrepreneurship in the Sistan region to improve the economic status of the people in the region, and to pay special attention to economic activities in the form of agricultural entrepreneurship in the region. This study has been carried out with the aim of planning and prioritizing factors affecting the development of entrepreneurship in Sistan region.
Electra's multi-index decision making technique was used to analyze the data. This method is one of the multi-criteria decision-making methods that is capable of complex modeling in high-level systems. In this research, this method has been carried out in an 8-step process. Also, the statistical population included 45 experts from the Sistan region Agricultural Jihad Organization, and the required information was collected through a questionnaire in 2022.
The results of the prioritization of factors affecting the development of entrepreneurship in Sistan region showed that economic factors had the highest priority and environmental factors had the lowest priority. In this way, the factors affecting entrepreneurship and mastery, in order of rank, include economic factors with a mastery number of 4, educational with a mastery number of 3, psychological with a mastery number of 2, environment with a mastery number of 1, and social with a mastery number of zero.
The obtained results can be concluded that in prioritizing the dimensions and influencing factors, the economic factor has the highest effect and the environmental factor has the least effect on the development of agricultural entrepreneurship in the rural areas of Sistan. In general, it can be concluded that new plans and programs are necessary for economic development in the rural areas of Sistan, which is possible with the development of entrepreneurship and the empowerment of environmental policies. Therefore, the economic factors in the studied area have a noteworthy effect, according to the priority of the economic factors, an environment should be provided to facilitate the receipt of loans and national facilities for entrepreneurial farmers in the area.
