Improving the Islamic Republic of Iran Veterinary Organization (IVO) law based on the Driving Forces and Visualization of Future Strategic Developments

Protection of livestock assets, promotion of public health and provision of food safety and security of the society are the most important inherent duties of the veterinary services of the countries. In this regard, the emergence of emerging conditions requires that the legal capacity of veterinary organizations be improved. The question is what drivers and mental images of experts should be taken into consideration in the amendment and promotion of the veterinary organization law so that in addition to having the ability to solve current problems, it also has the necessary capacity to solve future problems? To answer this question, a documentary and analytical-descriptive approach was used. The process of legislation and formation of veterinary organization was investigated and content analyzed. By collecting the opinions of experts and stakeholders, their subjective themes were extracted from the current law. By monitoring the issue at the global level, mega trends, new developments and drivers of the law of the country's veterinary organization were determined and the necessary imaging of the future strategic developments was done. Finally, the alternative futures of the position of the veterinary organization were determined by putting together the mental themes of the stakeholders and emerging issues. Expanding the perspective of the legislator, considering future issues in policy-making and moving in the direction of a good governance will be the advantages of this type of strategic thinking. The results of this study can be used as a model for legal capacity building to solve future issues in other organizations.
