Designing and explaining the jihadi human resource management model in Iran Water Resources Management Company

Jihadi management plan in the country's governance system requires self-belief, self-confidence, and reliance on divine help. Unlike the bureaucracy ruling the administrative system, Jihadi management puts flexibility and resourcefulness at the top of its agenda and tries to solve related issues. The current research has been conducted to design a jihadi human resource management model in Iran's Water Resources Management Company. The qualitative research method is based on grounded theory. Semi-structured interviews were used to collect information, and data analysis was done using the Strauss and Corbin method and the paradigm model. Sampling was done theoretically and with the benefit of targeted (judgmental) and snowball (chain) techniques, based on which 18 interviews were conducted with human resource management experts and senior managers of Iran Water Resources Management Company. The results of the analysis of the data obtained from the interviews during the process of open, axial, and selective coding with using MAXQDA2020 led to the creation of a Jihadist Human Resource Management model based on the grounded theory, including 6 main dimensions, 40 sub-dimensions, and 181 characteristics.
