Abstract:

The implementation of Information and Communication Technology (ICT) projects encompasses a wide range of stakeholders and, due to their innovative nature, encounters numerous risks. The synergy resulting from the simultaneous study of the risks and stakeholders of ICT projects, which was neglected in previous research, was the motivation of this study. The study is designed with an applied objective, providing insights that facilitate the management of vital risks concerning influential stakeholders. Therefore, first this research has identified the stakeholders and risks of ICT projects, then used the Delphi method to identify the risks associated with stakeholders. Findings from the intersection of risks and stakeholders in ICT projects have been analyzed with two approaches. The results indicate that in the area of stakeholders, project implementers play the most critical role in driving the success of ICT projects. In the area of risk, organizational risks represent the largest category, accounting for 34% of the identified risks, followed by financial risks at 31%.
