An ultracombination model of knowledge acquisition for government organizations

Abstract:

Various models of different approaches to acquiring knowledge and using it have been presented, which cannot necessarily be proven to be superior to each other; But the failure of these models to solve the challenges and work issues of government organizations still remains. Therefore, the current article is trying to systematically examine the findings and related patterns using the metacombination method and analyze them based on the formation process and the output achievement. For this purpose, by referring to the available and prioritized reliable documents and documents in the Scopus, Web of Science and Google Scholar electronic websites in the period from 1980 to 2023, among the 317 primary documents, 27 suitable articles were selected for this topic. In the following, using the content analysis method, the concepts constituting the dimensions and components affecting the acquisition of knowledge in government organizations were identified and validated through a focus group consisting of 7 experts and experts from the Research Institute of Knowledge and Research of a defense organization in Tehran. The findings of the research showed the presentation of a new three-stage model of knowledge acquisition, "preparation and recognition of knowledge", "practicalization of knowledge" and "consolidation of knowledge", which compared to other proposed models, in addition to simple steps, a great emphasis is placed on the extraction of explicit, non-generalized knowledge, before Any re-doing of the process of acquisition of tacit knowledge of employees of government organizations.
