The Model of Smart Governance in Crisis Situations with an Emphasis on Urban Management in Line with the General Policies of the Islamic Republic of Iran

Abstract:
Smart governance is an indispensable approach to managing the complex social governance environment of the modern era. It enables the optimal utilization of capacities across all sectors, including government, private, and public, during crisis situations. The general policies of the Islamic Republic, as announced by the Supreme Leader, emphasize reducing vulnerabilities, identifying risks caused by incidents, and mitigating them through enhanced scientific and research studies, passive defense, safety measures, coordination, and facilitating crisis management against threats. Accordingly, this study aims to propose a model for smart governance in crisis situations. This research is applied in nature and employs a mixed-methods approach for data collection and analysis. The research adopts a descriptive survey method for the quantitative section and utilizes the Delphi method for the qualitative section. To identify the indicators, a panel of 14 experts comprising academic and urban governance specialists with specific qualifications was assembled. The statistical population for the quantitative part of the research includes 80 employees from Tehran Municipality. The quantitative data were collected through a questionnaire. Data analysis was performed using the partial least squares (PLS) method with the aid of SmartPLS software. The Delphi method was employed to validate the selected indicators. The findings reveal that the primary dimensions of the smart governance model in crisis situations include responsiveness, accurate crisis understanding, human factors, technological factors, management and politics, technical evaluation, and infrastructure development. Furthermore, the factor ranking results indicate that technical evaluation is the most significant, while responsiveness is the least significant.
