They have their own meaning systems and interests which have some commonalities and contradictions. There are many factors which influence the relationships between the two countries, causing vacillation in their bilateral ties, particularly after the victory of the Islamic Revolution. These factors are manifested in the behavior of the political actors in both the countries, which require geopolitical analysis. The present paper is an attempt to study the geopolitical behavior of these political actors and their impacts on the bilateral interactions from the viewpoint of superstructrualism.
