دیده بانی فناوری با ابزار «فناوری اطلاعات»

چکیده:	اطلاعات موجود در اختراعات (Patents) و مقالات منبع مناسبی از دانش مدون می باشند که نظارت بر روند تکامل این اختراعات «دیده بانی فناوری» نامیده می شود. هدف دیده بانی فناوری جمع آوری فرآیند و یکپارچه سازی اطلاعات فنی ای است که برای بازیگران عرصه اقتصادی مفید می باشد. دیده بانی فناوری هوشیاری و آگاهی را در تمامی سطوح علم و فناوری جهانی از طریق فنونی کارآمد حفظ می کند. فنونی قدرتمند مبتنی بر فناوری اطلاعات مانند متن کاوی، داده کاوی، فن کاوی و متن- داده کاوی که هم اکنون برای شناسایی و استخراج داده های مرتبط از متون علم و فناوری وجود دارند که خصوصا در استنباط عقلایی از داده های غیرمتجانس و از هم گسیخته مفید می باشند. طی فرآیند دیده بانی فناوری، شاخص های مهم دیده بانی شناسایی شده، اطلاعات لازم برای ردیابی آنها مشخص می شود و پس از تحلیل و پردازش این اطلاعات با ابزار فناوری اطلاعات نتایج به صورت گزارش توزیع و نشر می شوند و در فرآیند تصمیم گیری که مقصد غایی این فرآیند است استفاده می شوند. این مطالعه به شناخت هر چه بهتر و بیشتر ابعاد دیده بانی فناوری (Technology Watch Aspects) در حوزه های مرتبط کمک نموده است. هدف از ارائه این مقاله معرفی مهمترین ابزارها، روش ها، فرآیند و حوزه های مرتبط با دیده بانی فناوری می باشد. در ارائه ی نتایج مباحث در این مقاله سعی شده است حوزه های مستعد برای پژوهش های آینده معرفی شوند.

Technology Watch via Information Technology

Abstract:	Information is power, but knowledge is more powerful. Information in patents and papers are good source of codified knowledge. Everyday a higher number of businesses make use of information from patents (as a main indicator of technology) and papers (as a principal indicator of science) to see what products and systems are appearing in our globe. In an era of rapidly expanding digital content, overwhelming data available on the web and the high speed of S&T progress makes it difficult for experts to extract useful knowledge without powerful tools and they need to find new ways of reviewing and managing vast quantities of textual information. "Technology watch" is a collective voluntary process with which the companies work the information in an active manner. Purpose of "technology watch" is to gather process and integrate the technical information. TW has at least 3 Objectives Facilitating the innovation process; Easy and cost effective access to information and Answering to technological questions and problems. "Technology Watch" maintains awareness at all levels of global S&T through a combination of human-based overt and IT-based approaches for analyzing and tracking the myriad S&T outputs. Powerful IT-based techniques, such as text mining, now exist to identify and extract relevant data from the S&T literature and are especially useful in making sense out of disjointed and disparate data. Regarded by many as the next wave of knowledge discovery, text mining has very high commercial values.
