    نوشته حاضر مروری است تاریخی بر نحوه تحولات فکری در ارتباط با علم، فناوری و نوآوری و نقش آنها در رشد و توسعه. بدین منظور، روایت تاریخی ابتدا برخی متفکران پیشرو شامل آدام اسمیت، جان استیوارت میل، کارل مارکس و جوزف شومپیتر را به تصویر می کشد که چگونه در ارتباط با نظام جدید اقتصادی و نقش علم، فناوری و نوآوری در آنها می اندیشیده اند. جریانی که پس از جنگ جهانی دوم ایجاد گردید مبتنی بر نگاه شومپیتر به دنیای جدید و نقش نوآوری و تخریب خلاق شروع به تکمیل نظریه پردازی نمود. مقاله در ادامه تاریخچه توسعه فناوری در دنیا را با یک نگاه نئوشومپیتری باز می کند و به سراغ تطور نظریات از پس جنگ دوم جهانی می رود تا خلاصه فهم ما از این مقولات در دنیای جدید و نقش دولت در توسعه آنها را بازتر نماید. در ادامه، روایتی، هر چند کوتاه از وضعیت علم، فناوری و نوآوری در کشور برای دوره بعد از انقلاب ارائه می گردد که به صورتی نقادانه، خلاء شکل گیری تفکر و نظریه پردازی را گوشزد می کند.

    فلسفه علم، علم را به مثابه نظامی از ساختارهای مفهومی و گزاره ای و فرآیندهایی همچون تبیین، حل مسئله، اکتشاف و ارزیابی مورد ملاحظه قرار می دهد و از صدق و کذب و معناداری و توجیه آن می پرسد و بحث می کند. سیاست گذاری علم، فناوری و نوآوری از سوی دیگر، حوزه ای مطالعاتی است که علم را به عنوان یک نهاد اقتصادی-اجتماعی-سیاسی تلقی و نسبت آن را با مقولاتی همچون رشد اقتصادی، رقابت پذیری، امنیت، اشتغال و رفاه می کاود و توصیه هایی را برای عملکرد بهتر نهاد علم از یک منظر اجتماعی صورت بندی می کند. این مقاله با تکیه بر مجموعه ای از مطالعات اسنادی و روش تحلیل مفهومی به مسیرهای ممکن همکاری میان دو حوزه فلسفه علم با مطالعات نوآوری و سیاست گذاری علم و فناوری می پردازد. نتیجه استدلال ها و تحلیل های مطرح شده در مقاله این است که علی رغم استبعاد ظاهری، این دو حوزه دست کم در چهار مسیر زایا می توانند همکاری کنند: ارائه تحلیل فلسفی از سازه های معرفتی و روش های رایج در مطالعات نوآوری، توسعه مفاهیم نوآوری و رشد اقتصادی برای دربرگرفتن ابعاد مسئولانه و اخلاقی آنها، کمک به درک ابعاد ایده پردازانه و خلاقانه فرآیند نوآوری با وام گیری از علوم شناختی و بالاخره کمک به شکل گیری نوعی نگاه نقادانه به فناوری از طریق بکارگیری منابع فلسفه فناوری. چهار مسیر فوق، چشم انداز همکاری میان دو حوزه مذکور را ترسیم می کنند.

    اخلاق سیاست گذاری شاخه ای از اخلاق کاربردی است که با تمرکز بر فرآیند سیاست گذاری می کوشد تحلیلی از انواع چالش های اخلاقی درگیر در این فرآیند و شیوه های رفع و رجوع آن چالش ها به دست دهد. مسائل و موضوعات مورد بحث در پیشینه اخلاق سیاست گذاری به غایت متنوع و متکثرند و تاکنون چارچوبی برای انتظام بخشی به تکثر موجود در این حوزه پیشنهاد نشده است. مقاله حاضر ضمن مروری بر این موضوعات متکثر از طریق اتکاء بر منابع نظری حوزه سیاست گذاری عمومی به طرح مدلی نظام مند از فرآیند سیاست گذاری می پردازد و این مدل را برای انتظام بخشی به موضوعات و تم های اخلاقی مرتبط با سیاست گذاری (و با تمرکز بیشتر بر سیاست گذاری علم و فناوری) به کار می برد. چارچوب توسعه داده شده در مقاله، مسائل اخلاقی مرتبط با سیاست گذاری را در پنج دسته اصلی طبقه بندی می کند: مسائل اخلاقی پیش از تصمیم گیری، مسائل اخلاقی پس از تصمیم گیری، مسائل اخلاقی مرتبط با ساختارهای اقتصادی-اجتماعی-نهادی موثر بر سیاست گذاری، مسائل اخلاقی ناشی از عملکرد گروه های ذینفع و بالاخره مسائل اخلاقی مرتبط با ایده ها و چارچوب های هنجاری در ذهن سیاست گذاران.

    در این مقاله، جنبه هایی از ارتباط مطالعات اجتماعی با سیاست گذاری علم، فناوری و نوآوری بررسی می شود. علم، فناوری و نوآوری، زمینه هایی مطالعاتی برای پژوهشگران علوم اجتماعی و مدیریت بوده اند. فضای همرسی این دو، سیاست گذاری است. سیاست گذاری علم، فناوری و نوآوری به عنوان بخشی از سیاست گذاری عمومی، نیازمند شناخت معنای علم، فناوری و نوآوری در نهادهای اجتماعی، اقتصادی، سیاسی و اداری جامعه است. بکارگیری اطلاعات و درک فرهنگی و تاریخی جامعه در سیاست گذاری ضروری است چرا که جوامع انسانی، مکان مند و زمان مند هستند. یعنی نه تنها جا افتادن یک سیاست خاص در جوامع مختلف شرایط و پیامدهای متفاوتی دارد بلکه بر پایه تجارب تاریخی، در مقاطع مختلف برای یک جامعه نیز ممکن است معنای یک علم، فناوری و نوآوری خاص دگرگون شود. به این ترتیب، هم اجتماعی بودن علم، فناوری و نوآوری مهم است و هم پیامدهای سیاست گذاری در مورد آنها برای جامعه. در نتیجه، لازم است مواردی همچون اولویت گذاری آنها، اشاعه آنها در جامعه، ارتباط آنها با مردم سالاری و پیامدهای اخلاقی شان برای جامعه مطالعه شوند. پیش از سیاست گذاری، این مطالعات برای سیاست گذاری هوشمندانه تر و پس از آن برای ارزیابی پیامدها و بهبود سیاست ها لازم هستند.

    هدف اصلی این مقاله، بررسی تاریخی دوگان مرسوم اقتصاد نئوکلاسیک و اقتصاد تکاملی به عنوان دو مکتب اصلی علم اقتصاد در حوزه سیاست گذاری علم، فناوری و نوآوری و نقش این دوگان در اتخاذ سیاست های متفاوت توسعه فناوری است. مکاتب مذکور، رویکردها و چارچوب های تحلیلی متفاوتی را به کار می گیرند. در یک سو چارچوب های نظری اقتصاد نئوکلاسیک، با مفروضات بنیادی ای نظیر عقلانیت ابزاری و انتخاب عقلایی، امکان دستیابی به تعادل های بلندمدت، وجود بازار علم و فناوری و موارد مشابه دیگر پیکر بندی می شود. در مقابل، اقتصاد تکاملی که به صورت عام ناظر بر گستره ای از رویکردهای اقتصادی ناهمگن ولی منتقد مفروضات بنیادین اقتصاد نئوکلاسیک است در حوزه علم، فناوری و نوآوری دلالت های سیاستی خود را بر مفروضاتی نظیر عدم وجود یک تعادل بلندمدت در عرصه علم، فناوری و نوآوری و تمرکز بر موضوعاتی نظیر ظرفیت جذب و یادگیری به جای بازار علم و فناوری استوار ساخته است. مقاله پیش رو ضمن بررسی دقیق و تاریخی مفروضات نظری و چارجوب های مفهومی این دو دسته از مکاتب اقتصادی، سعی کرده دلالت های این تمایزات مبنایی را در عرصه سیاست گذاری بررسی نماید. نتایج حاکی از آن است که علی رغم وجود تفاوت های گسترده در خصوص مبانی نظری اقتصاد نئوکلاسیک و اقتصاد تکاملی، دلالت های سیاستی مکاتب اقتصادی مزبور در حوزه سیاست گذاری فناوری و نوآوری طی سال های اخیر به سمت همگرایی و مکملی بوده که این موضوع در ایران نیز به رغم وجود اختلافات نظری در عرصه سیاست گذاری تا حدود زیادی قابل مشاهده است.

    سیاست گذاری، کارکرد اساسی دولت و فرآیند مداخله به منظور دستیابی به نتایج و تحقق چشم انداز سیاسی آن است. مطالعه سیاست گذاری عمومی به دنبال توصیف و تبیین سیاست گذاری دولت ها و نحوه اثرگذاری و ایجاد تغییر در آن است. چارچوب ها و رویکردهای متنوعی با هدف تبیین و تجویز در حوزه سیاست عمومی معرفی شده که نقطه مشترک این رویکردها، توجه به پویایی نقش آفرینان، زمینه ها و تاثیرشان بر سیاست گذاری از ابتدای در اولویت قرار گرفتن یک مسئله در فضای سیاستی تا ارزیابی و بازخورد سیاست های پیاده شده درباره آن است. بر این مبنا حوزه علم، فناوری و نوآوری به عنوان یکی از مهم ترین مسائل عمومی که بر جامعه و رقابت پذیری ملی آن اثرگذار است متاثر از مداخلات مستقیم و غیرمستقیم دولت است. همچنین در عرصه سیاست گذاری علم، فناوری و نوآوری، مفهوم حکمرانی به علت پرداختن به نقش ها و تعاملات نقش آفرینان که منجر به سیاست گذاری می شود همواره در کنار فرآیند سیاست گذاری مورد توجه پژوهشگران و سیاست گذاران بوده است. این مقاله ضمن بررسی مبانی و مفاهیم سیاست گذاری عمومی و حکمرانی، دلالت های این دو حوزه نظری در فضای علم، فناوری و نوآوری را مورد توجه قرار داده و با مطالعه موردی بخش فاوا گوشه ای از کاربرد این مباحث را نیز به تصویر کشیده است.

    دوره حاضر که عصر اقتصاد دانش بنیان نام دارد با تغییرات سریع و فزاینده در دانش بشری و عرصه های مختلف اجتماعی، اقتصادی، صنعتی، سیاسی و فناورانه روبروست. مواجهه با چنین شرایطی، مستلزم هوشیاری و واکنش های پیش دستانه سیاست گذاران علم، فناوری و نوآوری نسبت به تغییرات و پیشامدهای آتی، پیشرفت های مختلف فناوری و تاثیرات بلندمدت آنهاست. هوشمندی راهبردی در سیاست گذاری از طریق فرآیند منظم جستجو و پردازش، خلق، حفاظت و اشاعه اطلاعات معطوف به تصمیم گیری و انتقال آنها به فرد مناسب در زمان مناسب، با ایجاد هوشیاری در سیاست گذاران نقش موثری را در این خصوص بازی می کند که به عنوان یک مفهوم علمی در پیشینه این حوزه تاکنون به صورتی منسجم در ایران مورد توجه قرار نگرفته است. مطالعه حاضر به دنبال واکاوی مفهوم فوق و ابزارهای آن بوده و در این راستا، ارتباط هوشمندی راهبردی با سیاست گذاری از سه منظر پنجره فرصت، روشنی اهداف و حقانیت شواهد تشریح شده است. همچنین ابزارهای مهم هوشمندی نظیر آینده نگاری علم و فناوری، پیش بینی فناوری و نیز ارزیابی فناوری به همراه جایگاه آنها در گام های مختلف سیاست گذاری تبیین شده است. در نهایت نیز به منظور تصریح نقش هوشمندی راهبردی در سیاست گذاری یک نمونه داخلی برای آن معرفی شده است.

    چندین دهه است که در سازمان های دولتی و خصوصی، برنامه های روشمند مطالعات آینده در مقیاس های بخشی، ‏منطقه ای و ملی در حوزه های مختلف علم، فناوری، نوآوری، فرهنگ، محیط زیست و... اجرا می شود و البته زمینه و چشم انداز این برنامه ها عمدتا بر حوزه علم و فناوری تمرکز داشته است. اکنون مطالعات آینده، رویکردی برای سیاست گذاری و تصمیم گیری دولتی و خصوصی در محیط سیاست علم و فناوری است که پاسخ سوالات راهبردی مربوط به علم و جامعه را در یک چشم انداز بلندمدت ارائه می دهد. برای بهبود ارتباط بین تحقیقات حوزه آینده با سیاست گذاری، باید به بررسی امکان ایجاد ارتباط بین این تحقیقات و ‏تجزیه و تحلیل سیاست از طریق نوع شناسی عدم قطیعت ها‏ پرداخت تا بر مبنای آن بتوان مشخص کرد چه زمانی چه نوع مطالعات آینده ای باید انجام پذیرند. در این مقاله با معرفی چهار سطح عدم قطعیت (شامل سطح یک: آینده مبتنی بر روند (آینده قطعی‏)، سطح دو: آینده همراه با ریسک ‏(آینده ‏محتمل‏)، سطح سه: تعدادی از آینده های باورپذیر‏ و سطح چهار: عدم قطعیت مبین آینده های ممکن)، تعاریف آینده شناسی، پیش بینی، آینده نگاری و آینده پژوهی به همراه منطق چگونگی تخصیص روش ها به هر یک از آنها تشریح شده است. ضمنا با محور قراردادن چرخه سیاست گذاری به عنوان چارچوب پایه فرآیند سیاست گذاری، کارکردهای آینده پژوهی، منطبق با هر مرحله و نیز نمونه روش های قابل استفاده در هر مرحله از چرخه سیاست گذاری معرفی شده است. این مقاله تلاش می کند مطالعات آینده را با توجه به زمینه و بافتار سیاست گذاری در حوزه علم، فناوری و نوآوری معرفی نماید.

    با وجود رشد هزینه کرد تحقیق وتوسعه در اثر گسترش رویکرد دانش بنیان به توسعه اقتصادی، به علت تنوع روزافزون و ماهیت میان رشته ای فعالیت های پژوهشی و نوآوری، هیچ کشوری قادر به پژوهش در لبه علم و فناوری در کلیه حوزه های پژوهشی نیست و در نتیجه اولویت گذاری از جایگاه ویژه ای در سیاست گذاری علم، فناوری و نوآوری برخوردار است. در این مقاله ابتدا ابعاد مختلف (تعاریف، انواع، مدل های نظری، فرآیند، تاریخچه، چالش ها و روش ها) اولویت گذاری علم، فناوری و نوآوری مورد مطالعه قرار گرفته و سپس تخصصی سازی هوشمند به عنوان به روزترین راهبرد مبتنی بر اولویت گذاری علم، فناوری و نوآوری معرفی شده و در پایان نیز با رویکردی انتقادی تجربه اولویت گذاری در نقشه جامع علمی کشور مورد ارزیابی قرار گرفته است. مطالعات صورت گرفته نشان می دهد که کلیه سازوکارهای اولویت گذاری با توجه به الگوی وابستگی به مسیر تدوین اولویت ها، چسبندگی تاریخی نهادها و منطق متفاوت و واگرای مداخلات دولتی به طور هم زمان مورد استفاده قرار می گیرند. با این حال ساختار کلی اولویت گذاری علم و فناوری کشورهای مختلف در حال همگرایی به سمت تاکید مجدد بر اولویت های کارکردی، رویکرد نظام مند به تدوین راهبرد و اولویت گذاری، ترکیب رویکردهای بالا به پائین و پائین به بالا و تقسیم کار بیشتر در اثر افزایش تعداد بازیگران موثر در فرآیند اولویت گذاری می باشد.

    نزدیک به سه دهه از شکل گیری مفهوم نظام های ملی نوآوری می گذرد و اکنون این نظام ها به طور گسترده مورد توجه سیاست گذاران و محققان حوزه علم، فناوری و نوآوری در سراسر جهان قرار گرفته است. در جریان رشد سریع و انتشار وسیع آن، اختلاف نظرهایی در مورد ریشه ها و مسائل اساسی آن ایجاد شده است: مفهوم نظام ملی نوآوری چیست و چگونه توسعه پیدا کرده است؟ هسته اصلی نظری آن چیست؟ چرا استفاده از آن برای سیاست گذاری نوآوری مفید است؟ رویکردهای مختلف به این مفهوم برای سیاست گذاری کدام است؟ چگونه نظام ملی نوآوری با سیاست های علم، فناوری و نوآوری ارتباط پیدا می کند؟ چگونه می توان این مفهوم را برای کشورهای در حال توسعه به کار گرفت؟ چالش ها و محدودیت های اصلی در کاربرد نظام ملی نوآوری چیست؟ مقاله حاضر تلاش می کند ضمن بررسی ریشه های این مفاهیم، تجزیه و تحلیل عمیقی از سوالات فوق ارائه دهد. در انتها نیز کاربرد مفاهیم توضیح داده شده برای ایران مورد بررسی قرار می گیرد.

    ریشه های مفهوم نظام های بخشی نوآوری به مطالعاتی بازمی گردد که حدود سه دهه پیش انتشار یافته اند، اما این مفهوم حدود دو دهه پیش به طور جدی معرفی و از آن زمان به بعد با روندی افزایشی در صنایع متنوع و در کشورهای توسعه یافته و در حال توسعه مورد استفاده قرار گرفته است. هر نظام بخشی نوآوری متشکل از چهار مولفه کلیدی است که یکی از آنها نهادهای رسمی (سیاست ها، قوانین، مقررات و استانداردها) و غیررسمی (باورها، هنجارها و ارزش ها) است و بقیه عبارتند از پایه دانش و فناوری، بازیگران و شبکه ها، و تقاضا. مروری بر مطالعات پیشین در کشورهای توسعه یافته و در حال توسعه موید آن است که انواع سیاست های دولت به ویژه سیاست های علم، فناوری و نوآوری تاثیر چشم گیری بر شکل گیری و تکامل نظام های مختلف بخشی نوآوری دارند. بررسی های این مقاله نشان می دهد که بخش های مختلف نیازمند سیاست های متفاوت و متنوع هستند و سیاست هایی که در یک بخش اثرات مثبتی به جا می گذارند لزوما در بخش های دیگر چنین اثراتی را به دنبال ندارند. در انتهای مقاله تاثیر سیاست های متنوع و پویای دولت بر شکل گیری و تکامل صنعت توربین های گازی مورد بررسی قرار گرفته و مرور این تجربه بیانگر آن است که دولت در طول زمان از طریق اتخاذ سیاست های مختلف به شکل گیری و تکامل این بخش کمک بسیاری کرده است.

    گرچه محققان و تحلیلگران سیاستی، مطالعات تجربی متنوعی را برای درک بهتر ساختار و پویایی نظام های نوآوری انجام داده اند اما سیاست گذاران در استخراج راهبردهای عملی، اغلب با مشکلاتی مواجه هستند. از میان رویکردهای مختلف به نظام های نوآوری، نظام نوآوری فناورانه رابطه تنگاتنگی با مفهوم سیاست گذاری نوآوری و توسعه فناوری و به خصوص سیاست های سیستمی پیدا کرده است. نظام نوآوری فناورانه ضمن تاثیر به سزایی که در فرآیند تغییرات فناورانه دارد الگویی را فراهم می کند تا مسیرهای وقوع نوآوری های فناورانه شناسایی شوند. در این مقاله، ضمن آشنایی با مفهوم نظام نوآوری فناورانه و ساختارها و کارکردهای آن، الگویی برای سیاست گذاری نوآوری و تحلیل پویایی توسعه فناوری ارائه می شود و البته به این منظور، اثر مفاهیم مختلف موثر بر فرآیند سیاست گذاری مانند عوامل بافتاری و چرخه عمر هم در نظر گرفته شده است. در انتها نیز یک نمونه از کاربرد مفاهیم فوق در تحلیل نظام نوآوری فناورانه فتوولتائیک ایران نشان داده خواهد شد.

    رویکرد نظام منطقه ای نوآوری یکی از رویکردهای مکمل نظام نوآوری است که به دلیل افزایش نابرابری و عدم توازن منطقه ای در سال های اخیر مورد توجه سیاست گذاران قرار گرفته است. هر منطقه دارای ویژگی های منحصر به فردی است که بر گشتار و تکامل اقتصادی منطقه تاثیرگذار است. از این رو، تجویز نسخه واحد سیاستی در سطح ملی، پاسخگوی نیازهای منطقه ای نخواهد بود و لازم است تمام عوامل اقتصادی-اجتماعی و نهادهای موثر بر نوآوری، علاوه بر نظام تولید و بهره برداری دانش، در هر منطقه مورد توجه سیاست گذار قرار گیرد. در این نوشتار تلاش شده مفاهیم اساسی نظام منطقه ای معرفی و به انواع مناطق و سیاست های نوآوری مناسب آنها مطابق پیشینه پژوهشی موجود اشاره شود. همچنین به یک مطالعه موردی در خصوص استان های مختلف کشور پرداخته شده است.

    گرچه مفهوم بوم سازگان نوآوری محبوبیت فراوانی در میان پژوهشگران، مدیران و سیاست گذاران پیدا کرده اما هنوز توافق نظر چندانی روی تعاریف و تعابیر حول آن شکل نگرفته است. با این وجود، نگاه بوم سازگانی با تاکیدی که بر روابط میان کنشگران نظام نوآوری و هم وابستگی میان آنها برای آفرینش ارزش، نقش بخش خصوصی و بنگاه های کوچک، نقش فناوری های دیجیتالی، نوآوری باز و نیروهای بازار و سمت تقاضای نوآوری دارد می تواند مکمل مناسبی برای دیدگاه نظام نوآوری در دنیای امروز باشد و به تقویت و ترمیم نظام های نوآوری کمک کند. این مقاله ضمن معرفی دیدگاه های مختلف بوم سازگانی و تفاوت ها و شباهت های آنها با یکدیگر، اجزاء و مراحل چرخه عمر و همچنین سیاست های تقویت و ترمیم بوم سازگان نوآوری را بررسی می کند. به دلیل تاکید بر نیروهای بازار و نقش بخش خصوصی در دیدگاه بوم سازگانی، پژوهش های مربوط به بوم سازگان های نوآوری عمدتا دیدگاهی بنگاه محور دارند و کمتر از دید سیاست گذاری به مطالعه این مبحث پرداخته اند. در حال حاضر چارچوب جامع و مورد توافقی برای سیاست های تقویت بوم سازگان در دست نیست و لذا این مقاله اجمالا دیدگاه های مختلف نسبت به این سیاست ها را مرور می کند. از آنجا که موفقیت بوم سازگان ها به عوامل متعددی بستگی دارد این دیدگاه ها نسبتا متنوع هستند و شامل مواردی چون کمک به گذار بوم سازگان ها، ایجاد چشم انداز مشترک، ایجاد هم تکاملی، ایجاد نزدیکی جغرافیایی، تشکیل بن سازه و ایجاد ویژگی های مناسب در بوم سازگان می شود. در انتهای مقاله نیز بوم سازگان نوآوری داروهای زیستی در ایران به عنوان یک مورد از بوم سازگان نوآوری معرفی شده است.

    گذارهای فناورانه تحولاتی هستند که علاوه بر تغییرات فنی؛ ابعاد اجتماعی، فرهنگی، زیرساختی و نهادی را نیز دربر می گیرند زیرا فناوری های بالغ با تمام ابعاد فوق در آمیخته و نظام های اجتماعی-فنی  را در وضعیت قفل شدگی قرار می دهند. گذار به معنی خارج شدن از وضعیت قفل شدگی است و بنابراین سیاست گذاری برای حکمرانی و مدیریت چنین گذارهایی مستلزم توجه به همه این ابعاد برای غلبه بر خصوصیت وابستگی به مسیر نظام ها به سمتی است که اهداف مطلوب اجتماع را برآورده سازد. بدیهی است هر چه گذارها از خصوصیت نوآیندی فاصله بگیرند (مثل اغلب گذارهایی که به سمت اهدافی پایدار برنامه ریزی می شوند) سیاست گذاری برای غلبه بر قفل شدگی نظام های اجتماعی -فنی هم مشکل تر خواهد بود. برای توضیح نحوه وقوع گذارها و همچنین سیاست گذاری برای حکمرانی آنها، رویکردهای مختلفی مانند رویکرد چندسطحی، مدیریت راهبردی کنام های فناورانه و مدیریت گذار معرفی شده اند که در این مقاله در خصوص آنها بحث می شود. در نهایت نیز یک نمونه تجربه سیاستی از بکارگیری رویکرد مدیریت راهبردی کنام های فناورانه در کشور معرفی شده است.

    هدف این مقاله، معرفی و بررسی نهادهای موثر بر توسعه علم و فناوری و سیاست گذاری در خصوص شکست های نهادی است. مقاله حاضر ضمن بررسی مفهوم نهاد در حوزه اقتصاد و مطالعات نوآوری، نهاد را مجموعه ای از قیود انسانی و سازمانی شکل دهنده تعاملات، رفتار و عملکرد بازیگران مختلف جامعه تعریف و نهادها را ذیل سه دسته نهادهای فیزیکی (شامل سازمان های فعال نظام علم، فناوری و نوآوری نظیر دانشگاه، بنگاه و دولت)، نهادهای سخت (مانند قوانین، سیاست ها و استانداردها) و نهادهای نرم (مانند تعاملات، روال ها و هنجارها) دسته بندی نموده است. به علاوه وابستگی نهادها به بافتار اقتصادی، سیاسی و اجتماعی (چه به صورت عام و چه نهادهای موثر بر توسعه علم و فناوری) که در آن واقع شده اند از ملاحظاتی است که در خصوص بررسی نهادها مورد تاکید قرار گرفته است. از دیگر جنبه های تاثیرگذاری نهادها، تاثیر آنها بر عملکرد سطوح مختلف تحلیلی از جمله بنگاه، بخش های صنعتی و همچنین توسعه علم، فناوری و نوآوری است. مطابق یافته های این مقاله، نهادهای مالکیت فکری، آموزش، روال های یادگیری و تحقیق وتوسعه و نهایتا تعاملات و اعتماد بین بازیگران از مهم ترین نهادهای موثر بر توسعه علم و فناوری محسوب می شوند. شکست های نهادی که از ضعف در عملکرد نهادهای موجود و یا خلاء نهادی حاصل می شود و لزوم مداخلات سیاستی در خصوص شکست نهادهای موثر بر توسعه علم و فناوری نیز از دیگر موضوعات دارای اهمیت در تحلیل نهاد محسوب می شود که دلالت های سیاستی متنوعی را برای سیاست گذاران و تصمیم گیران به همراه دارد.

    از زمان تاسیس دانشگاه بولونیا در اواخر قرن 11 تا  قرن 19 میلادی، نقش دانشگاه ها عموما بر محوریت کارکرد آموزش جریان داشته است. به تدریج با اهمیت یافتن سیاست علم در اوایل قرن بیستم، دانشگاه ها و پژوهشگاه ها وظیفه پژوهش را نیز عهده دار شدند. علاوه بر دو کارکرد محوری یادشده، کارکردهای دیگری نیز برای دانشگاه ها و پژوهشگاه ها مطرح شده که تحت عنوان ماموریت سوم شناخته می شوند. هم زمان با افزایش اهمیت سیاست فناوری و نوآوری از اواسط قرن بیستم، توسعه فناوری توسط دانشگاه ها از طریق سازوکارهایی همچون همکاری با صنعت و تاسیس شرکت های زایشی دانشگاهی مورد توجه قرار گرفت. در سال های اخیر با متداول شدن نگاه نظام مند به نوآوری و سپس نظریه نظام های نوآوری، نقش دانشگاه ها و پژوهشگاه ها در نوآوری و خلق ثروت نیز اهمیت بیشتری یافته است. اخیرا برخی محققان با مطرح کردن دانشگاه های توسعه گرا نقش دانشگاه ها و پژوهشگاه ها در توسعه نوآوری و کارآفرینی را فراتر از گذشته و به بیان دیگر ایفای نقش اجتماعی و اقتصادی بر اساس نیازهای جوامع پیرامونی خود دانسته اند. هم زمان با تحولات در نقش دانشگاه ها و پژوهشگاه ها، سیاست هایی نیز از طرف دولت ها برای تقویت کارکردهای آموزش، پژوهش و ماموریت سوم در کشورهای مختلف طراحی و اجرایی شده است. در این مقاله به ابعاد مختلف نقش و تاثیرگذاری دانشگاه ها و پژوهشگاه ها در نظام علم، فناوری و نوآوری و سیر تحولات آنها پرداخته و دو مطالعه موردی از فعالیت ها و اقدامات دو دانشگاه داخلی خصوصا در موضوع ماموریت سوم ارائه می شود.

    نظر به نقش پیشران دانش و فناوری در توسعه کشورها و کالای عمومی تلقی شدن دانش، بهر ه برداری اقتصادی از دانش و فناوری نیازمند صیانت پذیری آنها است. سیاست گذاری در خصوص این صیانت پذیری و شرایط آن حائز اهمیت بوده و در تنظیم این سیاست ها باید از یک سو تشویق به نوآوری در پدیدآورندگان و کارآفرینان، و از سوی دیگر تشویق جریان توسعه و انتشار دانش مورد توجه قرار گیرد. این سیاست ها بسته به وضعیت توسعه هر کشور متنوع و متفاوت هستند و از این رو هوشمندی دولت برای مداخله در نظام مالکیت فکری ضروری است. این مداخله هم در سطح اجزاء یعنی قوانین، سازمان ها و بازیگران و هم در سطح کارکردها است. در این مقاله پس از مقدمه ای مختصر، نقش دارایی های فکری در رشد اقتصادی و دامنه شمول و نقش هر کدام از شقوق دارایی های فکری ارائه خواهد شد. در ادامه، ضرورت مداخله دولت در سیاست گذاری و تنظیمات نهادی با توجه به رویکردهای مختلف از منظر نوع مداخله دولت بیان خواهد شد. سپس نظام مالکیت فکری به تفکیک ساختارها، قوانین و بازیگران آن تشریح و برخی راهبردهای مرتبط با زیرساخت مالکیت فکری ارائه و در پایان نیز وضعیت کشور در موارد پیش گفته به همراه دو مثال از حوزه های کاربردی و بااهمیت بررسی خواهد شد.

    شرکت های فناور نوپا به عنوان محور کلیدی اقتصاد دانش بنیان برای توسعه فناوری و نوآوری در اقتصاد کشورها ایفای نقش می کنند. چابکی و توجه به فناوری ها و راهکارهای نوین دانش بنیان، آن ها را نسبت به شرکت های سنتی متمایز می سازد. این شرکت ها با توجه به نوع حوزه فعالیت و اندازه شان دارای ویژگی هایی مرتبط به خود هستند که سیاست های حمایتی آنها را متفاوت از سایر شرکت ها می نماید. به طور کلی سیاست های حمایتی از شرکت های فناور نوپا در چهار دسته حمایت های تامین مالی، معافیت های قانونی، حمایت های توسعه بازار و حمایت های توانمندسازی مدیریتی و سازمانی تقسیم بندی می شوند و سیاست گذاران بر اساس ویژگی های شرکت های فناور نوپا اقدام به طراحی ابزارهای سیاستی در ترکیبی از چهار دسته فوق می نمایند. به هر میزان که نظام حمایتی، جامع تر و دقیق تر به نیازهای شرکت های فناور نوپا پاسخ دهد امکان تحقق نتایج موفقیت آمیز افزایش می یابد. در این مقاله به اهمیت و ویژگی های رشد شرکت های فناور نوپا به همراه سیاست های حمایتی به منظور تحقق این رشد و توسعه پرداخته شده و در ادامه نیز برخی سیاست های حمایتی مورد استفاده در کشور بیان شده است.

    فرآیند توسعه و تجاری سازی فناوری، فعالیتی هزینه بر است. از این رو، تامین مالی علم، فناوری و نوآوری با روش مناسب، در زمان مناسب و از طریق منابع مناسب اهمیت فراوانی دارد. روش های تامین مالی بنگاه های نوآور در مراحل مختلف دوره عمر بنگاه، متفاوت است و از منابع شخصی تا بانکی، سرمایه گذاران خطرپذیر، تامین مالی جمعی و بازار سهام را دربر می گیرد. بازیگران مختلف، روش های متفاوت تامین مالی را به کار می گیرند و در کنار یکدیگر نظام تامین مالی نوآوری را شکل می دهند. در این مقاله، پس از معرفی اجمالی منابع تامین مالی شرکت های نوآور در مراحل مختلف دوره عمر شرکت، بازیگران نظام تامین مالی نوآوری بررسی شده و در مرحله بعد، ضمن بررسی روندهای جهانی حوزه تامین مالی نوآوری و نیز روندهای تامین مالی در کشورهای در حال توسعه، نگاشت نهادی نظام تامین مالی نوآوری ایران ارائه شده است.

    در هردو اقتصاد نئوکلاسیک و تکاملی بر اهمیت مجاورت مکانی در تسهیل فرآیند نوآوری تاکید شده است. اقتصاد نئوکلاسیک با تمرکز بر صرفه های تجمع مانند کاهش هزینه ها و صرفه مقیاس و اقتصاد تکاملی با تاکید بر مزایای هم جواری بنگاه ها مانند سرریز دانش، لزوم طراحی سیاست ها و ابزارهای مبتنی بر هم جواری را مطرح می کنند. در ساختارهای مبتنی بر مجاورت جغرافیایی، تیم ها، هسته های فناور، شرکت های نوپا و شرکت های صنعتی در جوار هم مستقر می شوند. تیم ها و شرکت های مستقر در این ساختارها، ضمن برخورداری از زیرساخت مشترک با هزینه کمتر، از هم افزایی ناشی از سرریز دانش و فناوری بهره مند می شوند. در این مقاله، ابتدا اهمیت هم جواری جغرافیایی در نوآوری از دید نظریه های مختلف بیان و سپس ساختارهای متنوع مبتنی بر مجاورت جغرافیایی از جمله شتاب دهنده، مرکز رشد، پارک علم و فناوری، شهرک علمی-تحقیقاتی، شهرک فناوری و نیز شهرک صنعتی، متناسب با مراحل دوره عمر شرکت ها، بررسی و مقایسه شده است. در پایان، نمونه ای از تجمیع همه این ساختارها در یک منطقه جغرافیایی یعنی استان اصفهان ارائه شده است.

    شبکه های همکاری به عنوان یکی از ابزارهای کارآمد برای مدیریت بهینه منابع، انتقال دانش بین عوامل، به اشتراک گذاری دارایی ها و کاهش ریسک های توسعه در عرصه اقتصاد، کسب وکار و دانش شناخته شده اند. تجربه جهانی نشانگر آن است که در حوزه هایی که رشد علم، فناوری و نوآوری با سرعت زیادی صورت می گیرد و منابع دانش به مقدار زیادی توزیع شده هستند، یک بنگاه یا سازمان به تنهایی تمام قابلیت ها و امکانات لازم برای معرفی نوآوری های اساسی به بازار را ندارد. در چنین شرایطی، شبکه ها می توانند به عنوان خاستگاه نوآوری عمل کنند. گرچه شبکه سازی رویکرد جدیدی در دنیا نیست اما با این وجود، در چند دهه اخیر توجه به شبکه ها و روابط درون آنها به شدت افزایش یافته است. دو الگوی متفاوت در دنیا برای شکل گیری اینگونه شبکه ها تجربه شده که در الگوی اول، شبکه ها به صورت خودجوش و غیررسمی (از پائین به بالا) و در الگوی دیگر شبکه ها به عنوان یک ابزار سیاستی و با مداخله یک نهاد (غالبا سیاست گذار) دولتی به صورت یک سازمان رسمی (از بالا به پائین) ایجاد شده اند. در این مقاله ابتدا ضمن معرفی شبکه و کارکردهای آن، خردمایه مداخلات دولتی در ایجاد این شبکه ها و استفاده از آنها به عنوان یک ابزار سیاستی برای پشتیبانی و توسعه علم و فناوری مورد بررسی قرار می گیرد.

    در این مقاله، علوم بنیادی به معنای ماحصل تحقیقات بنیادی، مورد مطالعه قرار گرفته است. تحقیق بنیادی به معنای پژوهشی که با هدف ایجاد فهمی بنیادی نسبت به پدیده موضوع پژوهش صورت می گیرد، واجد ویژگی هایی است که سیاست گذاران را برای تصمیم گیری با چالش روبرو می کند. مهم ترین این ویژگی ها - که البته جملگی استثناءپذیر هستند - عبارتند از: ابهام مفهومی، عدم قطعیت و ریسک بالا، امتناع پیش بینی دقیق نتایج کاربردی و ارزیابی کمی منافع حاصله، وجود واسطه و تاخیر زمانی برای تحقق نتایج کاربردی، دشواری تملک یافته ها و اهمیت در نظام ملی نوآوری. در این مقاله، مضامین اصلی پیشینه نظری تحقیقات بنیادی شامل تعریف و ویژگی ها، مبانی نظری و برخی جنبه های سیاستی با تمرکز بر سیاست علمی بازخوانی و مبتنی بر آن نیز برخی جنبه های مهم برای پژوهش های آتی ارائه شده است. یافته های کلیدی بازخوانی پیشینه نظری بدین شرح است: 1) اهمیت تحقیقات بنیادی در توسعه و لزوم حمایت دولت از تحقیقات بنیادی امری مورد اتفاق می باشد اما حدود و ثغور آن مورد بحث است. حذف کامل تحقیقات بنیادی و استفاده از نتایج تحقیقات دیگران امری مردود است. 2) انتقادات زیادی نسبت به فشار دولت ها به نهاد علم برای نشان دادن منافع حاصل از تحقیقات بنیادی مطرح است ولی در عین حال آزادی مطلق نهاد علم پذیرفته نیست. 3) منافع حاصل از تحقیقات بنیادی متنوع و ارزیابی کامل آن غیرممکن است.

    برای اینکه شرکت‏ها به سرمایه‏گذاری در تحقیق‏و‏توسعه تشویق شوند یا موانع تحقیق‏و‏توسعه از پیش پای آنها برداشته شود، علاوه بر تقویت زیرساخت‏های قانونی توسط دولت‏ها، باید ابزارهای سیاستی مختلفی نیز در حوزه های مالی و غیرمالی (منابع انسانی، اطلاعاتی و تجهیزات) مورد استفاده قرار گیرند. هر یک از این سیاست‏ها مزایا و معایب خاص خود را دارند و کشورها بر اساس ویژگی های بخش کسب‏و‏کار خود مجموعه های مختلفی از سیاست‏ها را به کار می‏بندند. کاربست سیاست‏هایی نظیر مشوق‏های مالیاتی و کمک‏های بلاعوض همچنان متداول و فراگیر است لیکن برای گروه ها و فناوری های خاص، ابزارهای هدفمندتری جایگزین ابزارهای عام شده‏اند. وجه اشتراک مهم کشورها، تغییر تمرکز سیاست‏های تحقیق وتوسعه از چارچوب علم و فناوری به چارچوب نوآوری است. بر این اساس، حرکت از ابزارهای مالی به سمت ابزارهای غیرمالی مشاهده می‏شود و دامنه اقدامات جهت بهبود شرایط چارچوبی برای تحقیق وتوسعه (نظیر اصلاحات قانونی) گسترش یافته است. همچنین در سال‏های اخیر سیاست‏های تحریک تقاضا، حمایت‏های مالی غیرمستقیم و سیاست‏های مشارکت دولتی-خصوصی برای تحقیق وتوسعه بیشتر مورد توجه سیاست گذاران قرار گرفته‏‏اند. در عین حال، توجه به مشخصات و اثربخشی هر یک از سیاست‏ها بر شاخص‏های افزونگی ورودی و همچنین خروجی تحقیق‏وتوسعه برای انتخاب مناسب‏ترین گزینه ها ضروری است.

    تغییرات سریع فناورانه و نوآوری های فراوان، حاصل تغییر دیدگاه شرکت ها و دولت ها از فعالیت های منزوی و جزیره ای به سمت همکاری ها و فعالیت های جمعی است. این رویکرد در پیشینه موضوع تحت عنوان نوآوری باز شناخته شده و توجه محققان بسیاری را به خود جلب کرده است. به منظور شناسایی این مفهوم و آشنایی با چگونگی پشتیبانی سیاست ها از آن، در این مقاله ضمن بررسی مفهوم، سابقه و روش های نوآوری باز، به شیوه های سیاست گذاری و ابزارهای سیاستی ارتقاء آن پرداخته شده است. بر این اساس یک ماتریس 3×3 مشتمل بر دو بعد برای نوآوری (درون سو، برون سو و دوسویه) و فرآیند دانش (خلق، انتشار و بهره برداری) ارائه و ابزارهای سیاستی تقویت هر یک از این ابعاد پیشنهاد شده اند. در پایان نیز شیوه همکاری فناورانه و نوآورانه در طول زنجیره ارزش داروهای زیستی در ایران، از طریق مطالعه موردی یک شرکت داروساز بررسی شده است.

    سرمایه گذاری مستقیم خارجی به عنوان یک ابزار کارآمد برای تامین منابع مالی و انتقال فناوری شناخته شده و رقابت زیادی برای جذب شرکت های چندملیتی در کشورهای در حال توسعه ایجاد شده است. اما تجارب کشورهای در حال توسعه، نشانگر آن است که تاثیرات مثبت سرمایه گذاری مستقیم خارجی (FDI) به صورت خودکار اتفاق نمی افتد و برای ارتقاء بهره وری و توسعه توانمندی های فناورانه داخلی، هماهنگی سیاست های FDI و سیاست توسعه صنعتی از طریق تعامل هدفمند مستمر و پرتراکم میان شرکت های چندملیتی و نظام های تولیدی و یادگیری نوآوری کشور میزبان ضروری است. در این مقاله ضمن بررسی سرمایه گذاری مستقیم خارجی و تحولات اخیر آن، نظریات مهم FDI که توضیح می دهند چرا بنگاه ها دست به FDI می زنند مورد بحث قرار می گیرد. برخی رویکردهای نظری جدید بیان می دارد که سرمایه گذاری خارجی نه فقط به منظور بهره برداری از توانمندی های فناورانه در دیگر کشورها بلکه به عنوان یک ابزار مهم توسعه توانمندی های فناورانه شرکت های سرمایه گذار عمل می کند. لذا کشورهای در حال توسعه تلاش می کنند سهم بیشتری از این نوع FDI که پیوندهای وسیع تری با بازیگران نظام نوآوری آنها برقرار کنند را جذب نمایند. همچنین حمایت از بین المللی شدن شرکت ها (و به بیان دیگر صدور سرمایه گذاری مستقیم خارجی) در کنار سیاست های جذب FDI بیشتر مورد توجه کشورهای در حال توسعه قرار گرفته است. در انتها نیز یکی از نمونه های مهم FDI طی سال های اخیر در کشور (شرکت ایرانسل) از منظر سیاست های مرتبط با توسعه توانمندی های فناورانه از طریق سرمایه گذاری خارجی مورد بررسی قرار گرفته است.

    سیاست های حداکثر استفاده از توان داخلی به طور کلی مداخلاتی دولتی هستند که هدف بلندمدت‏ آنها افزایش سهم اشتغال و یا فروش در هر یک از بخش های زنجیره ارزش در داخل کشور میزبان یک صنعت است. در چند دهه گذشته کشورهای مختلف سیاست های متفاوتی را برای توان داخلی به کار گرفته اند که برخی موفق و برخی ناموفق بوده اند. از این رو در حمایت و علیه این سیاست ها استدلال هایی مطرح شده است. افزایش ارزش افزوده، جبران شکست بازار و حمایت از اشتغال در زمره دلایل پشتیبانی از این سیاست ها و عدم‏ توازن اهداف سیاستی با ابزارها، عدم توزیع منابع و یا ناکارآمدی آنها، قوانین جهانی و چارچوب های نهادی از ادله علیه این سیاست ها هستند. در این مقاله ابتدا به مفاهیم و تاریخچه سیاست های توان داخلی پرداخته شده و سپس مولفه های چنین سیاست هایی که عبارتند از اهداف، مشوق ها یا تنبیه ها و شاخص های مناسب ارزیابی و پایش این سیاست ها شرح داده شده اند تا پس از آن بتوان بر اساس این چارچوب قوانین مربوطه در ایران را مورد بررسی و تحلیل قرار داد.

    اکتساب فناوری تنها از طریق تحقیق و توسعه، امکان پذیر و اقتصادی نبوده و از این رو انتقال فناوری به عنوان یکی از روش های میان بر برای کسب توانمندی های فناورانه مطرح می شود. مفهوم انتقال فناوری بین المللی به همکاری های فناورانه میان بنگاه ها در فضای بین المللی اطلاق می شود که کشورهای در حال توسعه در خلال آن به وسیله جذب، کاربرد و توسعه فناوری انتقال داده شده، توسعه درون زای فناوری و فعالیت های تحقیق وتوسعه خود را رقم می زنند و به این ترتیب شکاف خود با کشورهای توسعه یافته را کاهش می دهند. با توجه به اهمیت سیاست های کلان در قبال انتقال فناوری و اثرگذاری آن بر توسعه فناورانه کشور، در این مقاله با بررسی دیدگاه های رایج به مقوله انتقال فناوری بین المللی، به تبیین سیر تکاملی سیاست های این حوزه خواهیم پرداخت و نشان خواهیم داد که سیاست «جایگزینی واردات» جای خود را به سیاست «توسعه مبتنی بر صادرات» داده است.

    رشد و توسعه اقتصادی به میزان زیادی با رشد فناورانه بنگاه ها و صنایع هر کشور گره خورده به گونه ای که این دو مقوله در تعاملی دوسویه، ارتقاء جایگاه اقتصادی یک کشور را رقم می زنند. برای کشورها و بنگاه های دیرآمده، دستیابی به توسعه فناورانه، در بیشتر موارد از گذرگاه اولیه یادگیری فناورانه ممکن می شود و آنها از این طریق تلاش می کنند شکاف فناورانه و اقتصادی خود با مرزهای فناوری و پیشروان را کاهش دهند. این امر البته در سایه حمایت دولت و تدوین و اعمال سیاست های مناسب امکان پذیر می شود و از این رو، سیاست های دولتی نقش مهمی در چگونگی پیشروی یادگیری فناورانه ایفاء می کنند. در این مقاله، پس از تبیین مفهوم یادگیری فناورانه و اهمیت آن در کشورهای در حال توسعه و همچنین مفاهیم شکاف فناورانه و دیرآمدگان، تلاش شده سازوکار وقوع یادگیری فناورانه در بنگاه ها مورد بررسی قرار گیرد. پس از آن سبک ها، منابع، فرآیندها و مدل های یادگیری فناورانه ارائه و در ادامه اهمیت نقش مداخلات دولت در ارتقاء یادگیری فناورانه و همچنین مهم ترین سیاست های دولتی در این زمینه، مورد اشاره قرار می گیرد. مروری بر تجربه موفقیت آمیز یادگیری فناورانه در یکی از شرکت های ایرانی (گروه مپنا) و نقش سیاست های دولتی در حصول این موفقیت، خاتمه دهنده این مقاله خواهد بود.

    فرارسی فناورانه در معنای مرسوم، به کاهش شکاف فناوری میان کشورهای عقب تر و کشورهای پیشرو اطلاق می شود که می تواند باعث کاهش شکاف درآمد سرانه و افزایش نرخ رشد اقتصادی گردد. سیاست های دولت در زمینه های فناوری و نوآوری نقش چشم گیری در فرارسی فناورانه در کشورهای در حال توسعه و دیرآیند بازی می کنند. این موضوع ریشه در اهمیت و ضرورت هم تکاملی سیاست ها با توسعه فناوری ها در بخش های مختلف صنعتی دارد. مطالعه و بررسی تجارب اقتصادهای نوظهور در زمینه فرارسی فناورانه نشان می دهد که کشورها برای رسیدن به فرارسی، ناگزیر به حرکت از سیاست های صنعتی و تجاری به سمت سیاست های فناوری و نوآوری هستند. به بیان دیگر، با ابزارهای قدیمی مبتنی بر تعرفه و نرخ ارز نمی توان به فرارسی فناورانه رسید و دولت در این میان نیازمند مداخله فعال تر با تمرکز بر توانمندسازی بنگاه ها و سوق دادن آنها به سمت استفاده از پنجره های فرصتی است که عمدتا ناشی از تغییرات فناوری هستند. در این مقاله، پس از بررسی مفهوم فرارسی و ارائه چارچوبی مفهومی از نقش دولت در آن، تجربه صنعتی شدن کشورهای مختلف را از این زاویه بررسی خواهیم کرد. این تجربه نشان داده که در صورت عدم انسجام سیاستی و عدم توجه به پنجره فرصت های ناشی از تغییرات فناوری، اقدامات دولتها منجر به فرارسی فناوری در سطح بین المللی نخواهد شد.

    در سال های اخیر، مقررات به عنوان یکی از ابزارهای سیاست نوآوری مورد توجه زیادی قرار گرفته است. هر چند جهت و شدت اثر این ابزار، موضوع مطالعه و تردید پژوهشگران بوده اما تنوع ابزارهای مقرراتی و پرهیز از هزینه ابزارهای مالی سیاست نوآوری، سیاست گذاران را تشویق به بکارگیری این ابزار کرده است. بهره مندی از این ابزار، مستلزم شناخت مقررات و فهم چگونگی اثرگذاری آن بر نوآوری است که مقاله حاضر تلاش کرده از منظرهای گوناگون به آن بپردازد. همچنین تغییر در محیط بنگاه ها و صنایع که متاثر از رقابت های شدید و در نتیجه بروز نوآوری های گسلنده و شتایان است چارچوب های مقررات گذاری سنتی را مورد انتقاد قرار داده و از چارچوب های مقررات گذاری پویا حمایت می کند. مقاله نهایتا تلاش کرده با ارائه چگونگی کاربرد و اثر مقررات بر بنگاه های ایرانی تولید دارو، شواهدی از اثر مقررات بر نوآوری ارائه نماید.

    سیاست های نوآوری به دو دسته کلی طرف تقاضا و طرف عرضه تقسیم می شوند. سیاست های نوآوری طرف تقاضا با وجود سابقه طولانی طرح اهمیت آنها، مدت ها از کانون توجه اندیشمندان حوزه سیاست گذاری نوآوری و سیاست گذاران به دور بوده اند. تقاضا از طریق چهار سازوکار بر نوآوری اثرگذار است: تغییرات در تقاضا می تواند منجر به تحریک نوآوری های تدریجی و وابسته به مسیر شود؛ حساسیت تقاضا نسبت به نوآوری های عرضه شده توسط بازار می تواند باعث ایجاد چرخه ای از تقاضاهای جدید در آینده شود؛ تقاضای کاربران می تواند از طریق تولید مشترک نوآوری توسط کاربران و تولیدکنندگان بر ویژگی های نوآوری اثر بگذارد و نهایتا کاربران خود می توانند نوآوری های خریداری کرده را حسب نیازهای خاص خود اصلاح کنند. خردمایه سیاست گذاری نوآوری طرف تقاضا نیز به سه دسته کلی قابل تقسیم بندی است: رفع شکست های سیستمی و بازار، تحریک رشد اقتصادی و همچنین تحول در بازار به منظور تحقق اهداف اجتماعی و ملی. این سیاست ها در سه دسته جای می گیرند: سیاست های پشتیبان تقاضای عمومی و دولتی، سیاست های پشتیبان تقاضای خصوصی و نیز سیاست های دارای رویکرد سیستمی. دسته اول و مشخصا سیاست «تدارکات عمومی حامی نوآوری» یکی از پرکاربردترین و مستقیم ترین مداخلات دولت ها در طرف تقاضاست. در این سیاست، دولت ها به دنبال اهرم نمودن تقاضای بخش عمومی و دولتی به عنوان بازار پیشگام نوآوری هستند و به جای خرید محصولات و خدمات رایج، محصولات و خدمات نوآورانه و جدیدی سفارش می دهند که محرک تقاضای نوآوری باشد.

    بخش مهمی از فرآیند سیاست گذاری علم و فناوری، طراحی و انتخاب ابزارهای سیاستی است. از این رو درک صحیح ماهیت ابزارهای مختلف و منطق مداخله دولت به کمک سازوکار عملکردی آنها از اهمیت ویژه ای برخوردار است. این در حالی است که با توجه به تغییرات روزافزون، نوع نگاه به ماهیت و آثار ابزارها دائما در حال تغییر و لذا نیازمند پایش و بازبینی است. در یک نگاه کلی می توان دسته بندی ابزارها را تحت سه جریان دسته بندی مبتنی بر منطق مداخله، مبتنی بر مخاطب هدف و مبتنی بر سازوکاری که ابزار بر اساس آن مسائل نظام نوآوری را برطرف می نماید بررسی نمود. با این منطق، در این مقاله یک دسته بندی کلی برای ابزارهای سیاستی شامل چهار دسته ابزارهای متمرکز بر تحریک طرف عرضه، ابزارهای متمرکز بر تحریک طرف تقاضا، ابزارهای متمرکز بر شکل گیری روابط نظام ساز و ابزارهای متمرکز بر زیرساخت و مقررات گذاری معرفی شده است. اگر چه جریان های جدیدتر، ابزارها را بر اساس نحوه حل مسائل نظام نوآوری دسته بندی و آنها را از این جهت نظام ساز می دانند، ویژگی دسته بندی مقاله حاضر، اصالت بخشیدن به ابزارهای نظام ساز به عنوان گونه خاصی از ابزارها است که از آنها جهت ظرفیت سازی برای تعاملات و روابط میان بازیگران نظام نوآوری استفاده می شود. به عنوان مطالعه موردی، 110 برنامه حمایتی از شرکت های دانش بنیان مورد بررسی قرار گرفته و نتایج مشخص نموده که بخش عمده حمایت ها در قالب تامین مالی مستقیم طرف عرضه بوده و از میان گزینه های متنوع ابزارهای نظام ساز صرفا به تعداد کمی از آنها توجه شده است.

    پیچیدگی مسائل در نظام نوآوری از یک سو و افزایش تنوع ابزارهای سیاستی از سوی دیگر، موجب شده که تمرکز سیاست گذاران از یافتن بهترین ابزارهای سیاستی به توسعه سبدی از ابزارها که در کنار یکدیگر و در ترکیب با هم بیشترین تاثیر مثبت ممکن بر هدف سیاستی را داشته باشند تغییر کند. این تغییر تمرکز ذیل مفهوم «آمیزه سیاستی» مطرح شده است. مفهومی که به تاثیرات متقابل و وابستگی بین ابزارهای سیاستی مختلفی که میزان تحقق اهداف سیاستی را تحت تاثیر قرار می دهند اشاره دارد. طراحی آمیزه سیاستی باید به گونه ای باشد که حداکثر هم افزایی و حداقل تاثیرات متناقض بالقوه بین ابزارهای سیاستی به منظور بیشینه سازی اثربخشی آمیزه رعایت شود. استخراج دقیق تاثیرات متقابل ابزارهای سیاستی در عمل به پیاده سازی آمیزه و انجام ارزیابی های حین و پس از اجرا وابسته است. به همین دلیل طراحی آمیزه ها فرآیندی پویا و وابسته به بازخوردهای حاصل از اجرای آنهاست. این مهم در کنار تعدد گزینه های موجود، لزوم استفاده از رویکردهای نظام مند برای طراحی آمیزه های سیاستی را آشکار می سازد.

    پیچیدگی بالای مسائل حوزه علم، فناوری و نوآوری و دشواری درک نحوه تاثیر سیاست های نوآوری از یک سو و اثربخشی اندک یا اثرات نامطلوب بسیاری از برنامه های سیاستی موجود در این زمینه از سوی دیگر، لزوم دقت بیشتر در مرحله فرموله کردن و تدوین این سیاست ها و موشکافی در انتخاب هر یک از عناصر برنامه های سیاستی را مشخص می سازد. هنگام تدوین یک سیاست جدید یا در بررسی و نقد سیاست های پیشنهادشده و موجود، نیازمند چارچوبی هستیم که عناصر ضروری این برنامه ها را مشخص نماید تا امکان تحلیل تناسب این عناصر با یکدیگر فراهم شود. بر این اساس مقاله حاضر به بررسی عناصر ضروری برنامه های سیاستی پرداخته و چارچوبی برای تدوین برنامه های مذکور بر مبنای این عناصر ارائه می دهد. در انتها نیز نحوه کاربرد چارچوب پیشنهادی در نقد برنامه های موجود با بررسی برنامه ششم توسعه در بخش علم و فناوری نشان داده شده است.

    به دلیل پیچیدگی و گستردگی مسائل اجتماعی و عدم قطعیت های پیش رو، سیاست گذاری علم، فناوری و نوآوری با چالش های اساسی مواجه است که برای مواجهه با آنها، ابزارهای متعددی توسعه یافته است. یکی از این ابزارها، ره نگاری است که ابتدا به عنوان یکی از ابزارهای برنامه ریزی، در سطح بنگاهی و سازمانی به ویژه در حوزه توسعه فناوری به کار گرفته شد اما پس از آن به دلیل ویژگی های ساختاری و فرآیندی آن که امکان توجه هم زمان به ابعاد و لایه های مختلف مسئله را در ساختاری زمان مند، مشارکتی و با نگاه به آینده فراهم می کند در حوزه های دیگر نیز گسترش یافت. ره نگاشت می تواند چالش های مربوط به پیچیدگی، عدم قطعیت و ابهام موجود در راهبرد و نوآوری را نشان دهد و امروزه با تقویت ویژگی های کل نگری (توجه به مسائل اجتماعی و بسترهای اجتماعی-فنی نوآوری ها و سیاست ها)، آیندهنگری (استفاده از سناریوهای مختلف در مواجهه با آینده های مختلف) و تقویت مشارکت آگاهانه ذینفعان، به ابزار توانمندی برای سیاست گذاری علم، فناوری و نوآوری تبدیل شده است. این مقاله، ضمن معرفی ره نگاشت شامل تاریخچه و مفاهیم، ساختار، فرآیندها، کارکردها و عوامل موفقیت و کاستی های آن به بیان رویکرد ره نگاری برای طراحی و اجرای سیاست های علم، فناوری و نوآوری و ملزومات مرتبط پرداخته و سپس شاخص های ارزیابی کارآمدی ره نگاشت های سیاستی ارائه شده است.

    ارزیابی سیاست در تمام حوزه ها امری ضروری و مستلزم بهبود کارآمدی دولت ها و پاسخگویی آنهاست. در حوزه علم، فناوری و نوآوری نیز همسو با رشد سیاست گذاری های ملی و منطقه ای، شاهد رشد پیشینه و تجربیات ارزیابی این سیاست ها بوده ایم. در این مقاله با مرور مفاهیم و مولفه های مختلف ارزیابی سیاست شامل ابعاد و معیارها، زمان بندی، روش ها و شاخص ها، تلاش شده تمام اجزای یک فرآیند کامل ارزیابی سیاست ارائه شود. ابعاد اصلی ارزیابی شامل تناسب، کارایی و اثربخشی که شاخص های ارزیابی ذیل آنها تعیین می شوند؛ زمان بندی چهارگانه آینده نگر، هم زمان، بینابین و گذشته نگر و همچنین سطوح سه گانه سیاست، برنامه و فعالیت، به همراه روش های کمی، کیفی و نیمه کمی، مولفه های یک ارزیابی هستند که در فرآیندی نظام مند اطلاعات لازم را برای گروه های خبره فراهم می کنند تا نتایج ارزیابی علاوه بر انتشار، بازخوردهای مناسب را برای بهبود اهداف و برنامه ها در اختیار سیاست گذاران قرار دهند. مقاله همچنین به نحوه تدوین ارزیابی پذیر سیاست پرداخته و در نهایت، نمونه تجربه ارزیابی سیاست فناوری نانو در ایران ارائه می شود.

    طی دهه های اخیر، با ظهور اقتصادهای دانش بنیان، اهمیت علم، فناوری و نوآوری (STI) در توسعه کشورهای مختلف افزون شده و با توجه به ماهیت این حوزه، ارزیابی عملکرد و تخصیص بودجه در توسعه STI از طرف دولت ها ضروری تشخیص داده شده است. در این مقاله، مبانی و مدل های ارزیابی STI معرفی و بر اساس تلفیق مدل های ارزیابی عملکردمحور و ذینفعان کلیدی، مدل جدیدی برای ارزیابی STI به کار گرفته شده است. مجموعه شاخص های درون دادی، برون دادی، پیامدی و اثرگذاری مدل به تفکیک پنج حوزه تخصصی علوم (طبیعی، مهندسی، انسانی، اجتماعی و سلامت) تدوین و ارزیابی عملکرد برای چهار گروه ذینفعان اصلی مشتمل بر سیاست گذاران، پژوهشگران و فناوران، بهره برداران صنعتی و عموم مردم، به ترتیب در قالب سنجش تناسب، کارایی، اثربخشی و سودمندی، امکان پذیر می شود. نتایج نهایی نیز به صورت نمودار راداری در سطح ارزیابی مورد نظر نمایش داده می شود که در بخش پایانی مقاله نمونه ای از آن برای ارزیابی عملکرد پژوهشی دانشگاه ها و پژوهشگاه ها ارائه شده است.

    مقاله حاضر بر اساس این فرض نگارش شده که برخی عوامل شکست سیاست های نوآوری فراتر از حوزه نوآوری هستند و به نظام های سیاسی محیط این حوزه مربوطند. پس برای درک علل این شکست ها باید ساختار نظام های سیاسی حاکم را شناخت و بر اساس آن سیاست را ارزیابی کرد. برای این منظور، مقاله با پیوند زدن یک مدل ارزیابی پایه ای به الگوهای نظری ساختارهای نظام سیاسی، مدل ارزیابی پیشرفته تری می سازد که می تواند بر اساس نوع ساختار نظام سیاسی، یک سیاست را با توجه به ابعاد تناسب، فرآیند و ارزیابی نماید. لیکن این مدل، یک مدل عمومی و فاقد پشتوانه نظری است که برای ارزیابی سیاست های نوآوری به کار می رود. به همین جهت، مقاله در مرحله بعدی می کوشد مدل پیشرفته تری بسازد که بتواند در آن، رابطه مفهومی بین ساختار نظام سیاسی و کارکردهای نظام نوآوری به ویژه کارکرد هدایت تحقیق برقرار سازد و عوامل زمینه ای مشارکت پذیری سیاسی نظام (جامعه مدنی، بازار و دولت) را شناسایی و آنها را در پویایی تعامل ساختار و کارکردهای نظام نوآوری در قالب موتورهای رشد و یا انحطاط نوآوری منعکس نماید. این مدل همچنین باید نشان دهد که ضعف و یا غیبت اجزاء ساختاری کارکرد هدایت تحقیق مستقیما به ساختار نظام های سیاسی محیط بر نظام های نوآوری مرتبط هستند. مقاله در پایان مدل تلفیقی-کارکردی مذکور را در مطالعه موردی ارزیابی سیاست های توسعه سوخت های زیستی به کار می بندد.

    در سال های اخیر، اجماعی شکل گرفته مبنی بر اینکه روندهای نوینی در سیاست های نوآوری از منظر تبیینی و تجویزی در حال بروز هستند که به مراتب از انگاره های نظری رایج و غالب نئوکلاسیک و تکاملی پیچیده تر می باشند. مقاله حاضر ضمن مرور پیشینه نظریه های سیاست های نوآوری، شاخص ترین روندهای نوین را معرفی و به طور مشخص به روندی از سیاست های نوآوری می پردازد که برای تخفیف چالش های محیط زیستی ظهور کرده است. در مقایسه تطبیقی که بین این روند و مکاتب قبلی سیاست گذاری علم و فناوری انجام می گیرد وجه تمایز آنها با رویکردهای غالب قبلی مشخص و در ادامه نیز چارچوب نظری و عملی آن از نظر خردمایه سیاستی، لایه های حکمرانی، بازیگران و کنش سیاستی توضیح داده می شود. در پایان، مقاله معضل سیاست گذاری آب در ایران را بررسی و آن را با استفاده از این چارچوب به عنوان یک مورد مطالعاتی تحلیل می کند. مقاله به این نتیجه رسیده که تحلیل سیاست های آب در ایران در چارچوب نظریه های نئوکلاسیک و تکاملی که به منظور افزایش رشد اقتصادی به طراحی سیاست های نوآوری می پردازند قابل انجام نبوده و تنها در چارچوب روند جدید تحلیل سیاست و با استفاده از خردمایه شکست گذار با زیرمجموعه های شکست جهت گیری، شکست تقاضا، شکست هماهنگی و شکست تفکر بازاندیشانه و انتقادی، می توان به تحلیل آن پرداخت.

    علوم و فناوری ها به سرعت در حال پیشرفت هستند و در نتیجه جهان فردا با جهان کنونی بسیار متفاوت خواهد بود. آنچه مهم است جهت گیری ها، و مقاصد این پیشرفت ها است به گونه ای که در خدمت تکامل و رفع حاجت های بشریت باشد که تحقق این مهم تا حدی بر عهده سیاست های علم، فناوری و نوآوری است. نتایج بعضی آینده نگری ها و تحلیل روندهای علم و فناوری در حوزه های مختلف عبارتند از:1- آینده منطق فکر و فلسفه علم: منطق حاکم بر تفکر بشری، قرن ها منطق ارسطوئی و براساس صورت و شکل عبارات برای صحیح فکر کردن (چه به صورت لفظی و چه به صورت نمادهای ریاضی) بود که بر اثر غلبه علوم تجربی، منطق به روش شناسی تولید علم تغییر ماهیت داد و علوم تجربی بر فلسفه و موضوعات فکری تفوق نسبی یافت. به مرور تفکر فلسفی باز تنظیم شد و در خدمت پیشرفت علمی قرار گرفت که نتیجه آن توسعه ابرانگاره های حاکم بر علوم و دانش بشری نظیر اثبات گرایی، تفسیری-زمینه ای، انتقادی-ساختارشکن، عملگرایانه، پیچیدگی، پسامدرن و... شد و تغییر رویکردهای روش شناسی تحقیق کمی به تحقیق کیفی و ترکیبی در همین راستاست. به گمان من، بشر در آینده با پذیرش نقش خالق هستی در خلقت جهان، خود به عنوان خلیفه الهی بر روی زمین در چارچوب سنت های الهی (قوانین طبیعی و اجتماعی) و با توسعه معرفت شناسی موجود در فلسفه علم؛ خواهد توانست عقل و وحی، تجربه و عرفان را در هم آمیزد و با تلاش مستمر به عمران و آبادانی جهان و توسعه فناوری های نافع و در خدمت انسانیت بپردازد. در آینده، علوم تجربی و مهندسی بیش از پیش، بر بستر علوم انسانی و علوم اجتماعی و هنر بوده، و هر موجودی در حال حرکت جهت دار توحیدی به سمت نهایت ظرفیت وجودی خود خواهد بود. به عنوان مثال تحول ابرانگاره مکانیک نیوتنی به مکانیک کوانتومی و شکل گیری مکانیک جوهری (ماهوی) در آینده از همین منظر قابل تفسیر است.

    The current monograph is a historical record of conceptual changes regarding the role of science, technology and innovation, particularly their role in growth and development. The story begins with pioneer scholars including Adam Smith, John Stewart Mill, Karl Marx and Joseph Schumpeter, the later who pave the way for the next generation of scholars after the Second World War thinking about the new economic system and the role of STI. The history of technical changes is then envisaged based on long waves of Schumpeter that completed by Freeman and Perez. Evolution of thoughts about the role of STI in development is described in the next part in order to show the role of state in this particular. Finally, a short summary of changes in Iran is discussed that demonstrates the weakness of theory building in the domestic system.

    Philosophy of science considers science as a system including conceptual and propositional structures and as processes like explanation, problem-solving, discovery, and evaluation. It studies truth, falsehood, meaningfulness, and justification. On the other hand, science, technology, and innovation (STI) policy is a field that considers science as an economic-social-political institution and studies its relationships with economic growth, competitiveness, security, employment, and welfare. Applying documentary research and conceptual analysis, this paper investigates possible paths of collaboration between these two research fields. The main conclusion of the paper is that, despite their apparent difference and separation, these two fields could cooperate in at least four productive ways: Providing philosophical analysis about epistemic constructs and common methods in STI policy, developing concepts of innovation and economic growth to include responsible and ethical dimensions, helping to the formation of a deeper understanding of the creational aspects of innovation process borrowing from cognitive science, and lastly but not least, helping to the formation of a critical approach to technology applying resources from philosophy of technology, are four directions that sketch landscapes of collaboration between these two fields.

    The ethics of public policy is a branch of applied ethics. Having a look at policy process, it tries to provide analyses on different types of ethical challenges involved in that process and the ways that could resolve those challenges. Issues and problems discussed in the literature of the ethics of public policy are diverse and wide-ranging and a framework has not been proposed yet to systematically regulate that diversity. After providing a review on those diverse issues and themes, this paper proposes a systemic model of public policy and applies the model to regulating ethical themes and issues related to policy process. The framework developed in the paper classifies ethical problems relevant to policy into five main categories: ethical issues arising before decision-making, ethical issues arising after decision-making, ethical issues related to economic-social-institutional structures that affect policy-making, ethical problems arising from the activities of stakeholder groups, and finally, ethical issues related to ideas and normative frameworks in the minds of policy-makers.

    In this article, some aspects of the relationship between social studies and policy making in science, technology and innovation (STI) are examined. STI have been the fields of study for social science and management researchers. The juncion point of these two is policy making. science, technology and innovation Policy making (STIP) as a part of puplic policy, needs to understand the meaning of science, technology and innovation in the social, economic, political and administrative institutions of society. The use of cultural and historical information and understanding of socety in policy making is necessary because human societies are spatial and temporal. Not only the embedment of a particular policy in different societies has different conditions and consequences, but also in different times for the same society, based on historical experiences, the meaning of a particular science, technology and innovation may be different. In this way, for a society, the social aspects of STI is important, as well as the consequences of STIP. To summarize, it is necessary to study issues such as STI prioritizing, STI diffusion, relationship between STIP and democracy, and their ethical consequences for society. Prior to policy-making, these studies are needed for more intelligent policy making and then for evaluating outcomes and improving policies.

    The historical study of duality between neoclassical economics and evolutionary economics as the two main schools of economics in the field of science, technology and innovation policy (STIP) and its role in adopting different technology development strategies are the main objective of this research. Each of these schools have different analytical approaches and frameworks. On the one hand, the theoretical frameworks of neoclassical economics are articulated with fundamental assumptions such as instrumental rationality and rational choice, the possibility of achieving long-term equilibrium, existence of the science and technology market, and so on. In contrast, the evolutionary economics, which is generally viewed as a heterogeneous group of economic doctrine that have fundamental critique on neoclassical economics, in its field of science, technology and innovation, focuses on policy implications like the absence of a long-term equilibrium in science, technology And innovation and focus on topics such as absorption and learning capacity instead of the science and technology market. In this framework, the present paper, by examining the exact and historical theoretical assumptions and conceptual frameworks of these two schools of economics, has tried to examine the implications of these distinctions in the field of policy. The results of this research show that, despite the wide variations in the theoretical foundations of neoclassical economics and evolutionary economics, the policy implications of these schools in the field of technology and innovation policy have become convergent and complementary in recent years. The issue in Iran, despite the differences of opinion, can be seen to a large extent in policy making.

The common point of these approaches is paying attention to the dynamics of actors, the contexts and their impact on policy making from prioritizing an issue in the policy environment to evaluatation and feedback on the policies implemented on that issue. Based on this, the field of science, technology and innovation as one of the most important public problems that directly affects society and its national competitiveness is always influenced by government interventions either directly or indirectly. In the field of science, technology and innovation policy, the concept of governance, due to addressing the roles and interactions of role-makers that lead to policy-making, has always been at the center of the policy-making process for researchers and policymakers. This paper, while analyzing the foundations and concepts of public policy and governance, highlights the implications of these two theoretical areas in the field of science, technology and innovation, and the case study of the ICT sector portrays one of the uses of these topics.

    The present age, known as the knowledge based economy, is facing rapid and growing changes in human knowledge and in various social, economic, industrial, political and technological fields. Facing such conditions requires the intelligence and active reaction of STI policymakers to future developments, technological advancements, and their long-term effects. Strategic policy intelligence (SPI) plays an effective role in creating awareness of STI policymakers through the, process, diffuse and protect information in order to make it available to the right person at the right time. SPI has not been considered in a coherent way as a scientific concept in the literature in Iran. In order to fill this gap, this paper seeks to study this concept and its tools. In this regard, strategic intelligence (SI) relation with policy is described from three perspectives of the window of opportunity, Clarity of purpose and legitimacy of policy evidence. Then important SPI tools as foresight, technology forcasting, technology assessment and their application in various policy steps are explained. Finally, in order to emphasize the role of strategic intelligence in policy making, the Iranian case has been introduced.

    For decades, in public and private organizations, systematic plans for the future are being conducted at sectoral, regional and national levels, and in various realms of science, technology, innovation, culture, environment, etc., and, of course, the context and vision of these programs have been focused on the field of science and technology. Futures research are now an approach to public policy and private decision making in the policies of science and technology, and in many cases respond to the strategic questions of science and society in a long-term perspective. In order to improve the relationship between research in the field of the futures and policy-making, it should be explored the possibility of linking this research with policy analysis through the typology of uncertainties in order to determine what kind of future research should be undertaken? This paper introduces four levels of uncertainty including Level 1, futurology (deterministic Future), Level 2, forecasting (probable futures), Level 3, foresight (plausible futures) and Level 4, futures studies (possible futures) In the following, their definitions and logic of how to allocate methods to each of them, are described. Also, by centering on the policy cycle as the basis of the policy process, the future-oriented functions of each stage are presented, as well as the examples of methods that can be used at each stage of the policy cycle. This paper tries to introduce future-oriented research into the policy STI policy.

    Despite the growing expenditure of R&D caused the development of a knowledge-based approach to economic development, no country is able to research on the edge of science and technology in all areas of research, due to the increasing diversity and the nature of the interdisciplinary activities of research and innovation and thus, priority-setting has a significant role in science, technology, and innovation policy. In this research, various dimensions (definitions, types, theoretical models, process, history, challenges and methods) of STI priority-setting have been studied. Then, Smart Specialization has been introduced as the most up-to-date strategy based on the STI priority-setting, and in the end the prioritizing experience in Iran’s comprehensive scientific map has been evaluated with a critical approach. The study indicates that all mechanisms for priority-setting are used simultaniously according to the path-dependency of priority formation, the historical stickiness of institutions, and the diffrentiated rationales behind government interventions; and the problem is the combination pattern of mechanisms. However, the overall structure of priority-setting among different countries is converging to re-emphasizing on functional priorities, systematic approach to strategy and prioritization, combination of top-down and bottom-up approaches, and division of work among various actors involving in the priority-setting proccess.

    The concept of sectoral systems of innovation is rooted in studies that have been published about three decades ago. But this concept has been seriously introduced about two decades ago and has been increasingly used in diverse industries in developed and developing countries since then. Each sectoral system of innovation consists of four key components, one of which is formal institution (policies, rules, regulations, and standards) and informal institution (beliefs, norms, and values). An overview of past studies in developed and developing countries suggests that a variety of government policies, especially science, technology and innovation policies, have a significant impact on the formation and evolution of different sectoral systems of innovation. This paper shows that different sectors require a variety of policies, and policies that have positive effects in one sector do not necessarily have such effects in other sectors. In addition, at the end of the paper, the impact of various government policies on the formation and development of gas turbine industry in Iran has been investigated. The review of this experience suggests that the government has contributed to the formation and development of this sector by adopting various policies over time.

The purpose of this study is, therefore, to investigate the technological innovation system, its structures and functions and also to analyse this concept for a scheme of innovation policy and technology development. The influence of contexts and life cycles that affect the policy process are also considered.     Regional innovation system (RIS) is one of the complementary approaches to innovation systems. Due to increase of regional imbalances and inequalities, RIS have recently attracted prominent attention of policy makers. Every region has its unique characteristics that affect economic transformation and evolution. Therefore, national policy mix is not sufficient to address specific regional needs. So, policy-makers should consider socio-economic factors and institutional settings beside knowledge exploration and exploitation systems in regional level. According to innovation systems literature, this article attempts to introduce fundamental concepts of RIS, most known typologies of regions and, appropriate RIS policies. In addition, a case study of RIS in provinces of Iran is discussed in the end of this article.

    Despite its popularity among scholars, practitioners and policymakers, there is still no consensus around the term “innovation ecosystem” and related concepts. Ecosystem approach, which focuses on relationships between innovation system players and their interdependence to co-create value, role of private sector and small firms, role of digital technologies, open innovation, and market forces and demand side of innovation, can provide a complementary approach to innovation system to help augment innovation systems. In this paper, different ecosystem approaches are introduced and innovation ecosystem components, ecosystem life cycle phases, and policies to strengthen innovation ecosystems are reviewed. Since ecosystem literature is more focused on firm strategies than government policies, there is still no comprehensive framework for innovation ecosystem policies, so in this paper different innovation ecosystem policies are reviewed. Innovation ecosystems’ success depends on multiple factors, and different innovation ecosystem policies were introduced in literature, including supporting ecosystem transition, supporting shared vision creation, supporting co-evolution, supporting geographic proximity, supporting platform creation, and supporting desired ecosystem properties.     Technology transitions are fundamental shifts in sociotechnical systems, it means that they are not simply technical changes, but also changes in social, cultural, infrastructural and institutional dimensions. Since mature technologies are integrated with all these dimensions, sociotechnical systems are usually locked in, and their ruling regimes are resistant to change. Transition means getting out of "lock in" situation, so policy makers for governing such transitions needs to pay attention to all these aspects to overcome path dependency and to lead sociotechnical systems in a way that meet desirable goals of society. Different approaches are suggested in policy making in the field of technology transition, such as multi-level perspective, technological innovation systems and strategic niche management and transition management explained in paper and an example of using strategic niche management in Iran is provided.

    The purpose of this paper is to introduce and examine institutions that influence science and technology (S&T) development and policy considerations regarfing institutional failures. On this basis, present paper investigates the concept of the institution in economics and innovation studies, and categorizes institutions under physical institutions, including active organizations in STI development (such as universities, firms, government), hard institutions (such as laws, policies and standards) and soft institutions (such as interactions, routines, and norms), and defines institutions as a set of human made constraints and organizations that shape the interactions, behaviors, and performance of different actors in society. In addition, dependency of the institutions, either generally or those influence S&T development, to the economic, political and social context in which they exist is a consideration that have been emphasized. Among other aspects of institutions effects, their impact on the performance of various analytical levels, including firms, industrial sectors and the development, and on the development of STI is examined. Our findings suggest, intellectual property, education, learning and R&D routines, interactions and trust among actors are the key institutions that influence S&T development. Institutional failures that emerge from weaknesses in the functioning of existing institutions or lack of required institutions, and the need for policy interventions on this basis for promoting S&T development are also issues of importance in institutional analysis, which offer a variety of policy implication aimed at policy and decision makers.

    The The role of universities since the inception of the Bologna University in the late 11th century until the 19th century, fulfilling education function has been the concern of universities. Gradually, the increased importance of science policy in the early 20th century, universities and research institutes became responsible for research function as well. In addition to the two mentioned principal functions, some other functions have been proposed for universities and research institutes known as the third mission. Amplified significance of technology and innovation policy since the mid-20th century led to technology development efforts by universities through mechanisms such as collaboration with industry and founding spin-offs. In recent years, with the emergence of systemic view to innovation and then innovation systems, the role of universities and research institutes has also become of more salience in innovating and creating economic profits. More recently some scholars, by coining developmental universities concept, have raised the role of universities and research institutes in promoting innovation and entrepreneurship, in other words, playing a social and economic part based on the needs of their proximal communities. Along with the changes in role of universities and research institutes, policies have been designed and implemented by governments to strengthen the functions of education, research, and the third mission in different countries. In this article, various aspects of the role and influence of universities and research institutes in the system of science, technology and innovation and the course of their evolution are discussed. Two case studies of activities, especially focused on their third mission, of two universities in Iran are presented in the last section.

Policy-making on protecting and its requirements is important and policy setting, on the one hand, encouraging innovation processes for creators and entrepreneurs, and, on the other, modifying these policies in such a way that the rete of development and dissemination of knowledge overshadowed the strong regulation. These policies vary depending on the development situation of each country. Therefore, government involvement in setting innovation policy in the intellectual property system is essential issue. This intervention will be at the level of the components, namely, regulations, Institution, organizations and actors, and at the level of functions. Therefore, in this chapter, after a brief introduction, the role of intellectual property in economic growth and the scope and the role of each intellectual property protection type will be presented. Then, the necessity of government intervention will be expressed in policy making and institutional norm settings, depending on the different approaches from the perspective of the type of government intervention. In continuous, the intellectual property system will be described in terms of its structures, laws and actors, and then some policies regarding to the intellectual property infrastructure will be presented. In the end, the status of Iran in the aforementioned points will be discussed along with two examples of areas of application and significance importance.

    New Technology-based Firms play a key role in the knowledge-based economy for innovation and technology development in countries. Agility and Attention to Innovative Technologies and Solutions distinguish these firms from traditional ones. These firms have different attributes depending on the type of scope and size. So their supporting policies are different from other companies. Generally, policy support for NTBF's is divided into four categories of financing support, legal exemptions, market development support and organizational and managerial empowerment support, and then policy makers design related policies tools in one of the four categories based on the features of the NTBF's. Whatever the system of support will respond more comprehensively and more precisely to the needs of NTBF's, the possibility of achieving successful results increases. In this article, the importance and characteristics of the growth of NTBF's, along with supportive policies for the achievement of this growth and development have been addressed, and some of the supportive policies applied in Iran have been expressed.

    Technology development and commercialization process is a capital intensive activity. Innovative firms’ financing methods vary in different stages of the company life cycle; from personal resources to banking resources, venture capital, crowdfunding, and stock markets. Different actors use different financing methods and together shape the Innovation Financing System (IFS). In this paper we first introduce financing sources for innovative companies at different stages of their life cycle and then explore the players of innovation financing system. Then, while reviewing the global trends of innovation financing and financing trends in developing countries, an institutional map of Iran's innovation financing system is presented.

    In the neoclassical and evolutionary economics, the emphasis is placed on the importance of proximity to facilitate the innovation process. Neoclassical economics with the focus on the aggregation advantages, such as cost savings and economy of scale and the evolutionary economics with the emphasis on the benefits of firms’ proximity such as knowledge spillovers, emply the necessity of designing policies and tools based on the geographical proximity. In the geographical proximity structures, teams, technological firms, startups and industrial companies are located together. The teams and companies located in these structures, while having a joint infrastructure at a lower cost, benefit from the knowledge and technology spillovers. In this chapter, the importance of geographical proximity in innovation is presented from different theories’ perspective, and then various structures based on geographical proximity, including accelerator, incubator, science and technology park, science and technology town, technology town and industrial estate commensurate with different stages of the firms’ life cycle, are reviewed and compared. Finally, an example of aggregation of these structures in a geographical region, i.e. Isfahan province has been presented.

    Collaborative networks have been acknowledged as an efficient tool for the optimized management of resources, knowledge transfer between entities, sharing of assets and reduction of development risks in the industrial, technologic, business and economic sectors. The global experience indicates that a single firm or organization does not have all the necessary capabilities and assets for introducing fundamental innovations to the market in fast-growing areas of science and technology. Under these circumstances, networks can act as the origin of innovation. Networking is not a new approach in the world. However, over the last few decades, attention has grown considerably over networks and the relationships among agents within them. There are two patterns for establishing science and technology networks. Beside bottom-up networks created spontaneously by individuals or organizations, there is another type of collaborative networks, which governmental organizations often establish them as formal planned, top-bottom entities. These networks are formed as governmental policy tools for pursuing certain national or regional goals. In this paper, firstly, we introduce the network concept and its functions. Then there is a discussion about the rationale of government interventions in establishing the formal S&T networks particularly in a developing country like Iran. We also elaborate on how these networks are used as policy tools for the support and development of science and technology.

    In this paper, basic science regarded as the output of basic research has been the subject of investigation. Basic research, i.e. research undertaken with the aim of developing a fundamental understanding of the phonamonon under investigation, has properties that make policy decisions about it challenging. The most important of these properties, all of which could have exceptions, are: conceptual ambiguity, uncertainty and high risk, impossibility of a comprehensive prediction of practical ends and precise quantitative assessment of the benefits gained, the mediums and time lags for realization of the practical ends, difficulties in approapriation of the findings and importance in the national innovation system. In this paper, the main themes in the scientific and policy literature on basic research, including the definition and characteristics, theoretical foundations, and some policy aspects, with an emphasis on a sciece policy perspective is reviewed and based on that, some lines for future research is proposed. The literature reviewed yields the following key
    findings
    1) there is a consensus on the importance of basic research in development and the necessity that governments support it; the debate is on the limits; total elimination of basic research and using the findings of others is a rejected hypotheis; 2) there are sever criticisms about the governmental pressures on the scientific institution to represent the benefits gained from basic research; however, the absolute freedom of the scientific institution is not accepted as well; 3) the benefits from basic research are diverse and complete assessment of them is not possible.

    Various policy instruments including financial or non-financial ones (e.g. instruments for providing human capital, information or equipment) in addition to the reinforcement of legal framework are needed to remove impediments and encourage the businesses to invest on R&D. Each tool has its own advantages and disadvantages and the countries use different sets of instruments in terms of their business sector's characteristics. Using tax incentives and grants is still common and generic instruments have been more replaced by technology-targeted or population-targeted instruments. The focus of R&D policies is shifting from the science and technology framework to the innovation framework. As a result, there is a shift from financial instruments to non-financial ones. The policy measures for improving framework conditions (such as, legal reforms) in addition to the demand-side policies, indirect financial supports, and public-private partnerships are applied more. In parallel, paying attention to the instruments' impact on the input additionality and output additionality indices is necessary to choose the best alternatives.

    Rapid technological changes and profuse innovations are the result of moving from isolated efforts to collaboration for creation of new sources of value among firms and governments. Such approach toward innovation has been known as open innovation in the literature and many researchers have studied its different aspects. In order to introduce this concept and investigate how policies could support it, this study tries to present the concept, its history and modes and policy tools to promote it among firms. Based on the literature review, a 3×3 matrix with two dimensions including Innovation Direction (Inbound, Outbound, and Coupled) and Knowledge process (Creation, Diffusion and Exploitation) is proposed in order to categorize the policy tools. Finally, a case of open innovation affairs among Iranian biopharmaceutical firms is studied to recognize the gaps in public policies to boost open innovation in the industry.

    Foreign direct investment has been known as one of the most effective tools for financing and technology transfer and so there is a huge competition for attracting multinational companies among developing countries. However, the current situation indicates that the positive effects of FDI do not automatically occur. To enhance the productivity and development of domestic technology capabilities, FDI policies should be aligned with national industrial policies. A continuous and targeted engagement between multinational corporations and the manufacturing and learning systems of host country are essential. In this paper, while exploring recent literature of FDI, main FDI theories that explain why it takes place are discussed. Some new theoretical approaches state that foreign investment not only serves the purpose of exploiting technological capabilities in other countries, but also serves as an important tool for developing the technological capabilities of foreign investors; so developing countries try to attract more share from this kind of FDI which sets wider linkages with their innovation system. Also, internationalization policies (Outward FDI) has recently received more attention from developing countries. Finally, one of the important recent cases of FDI in the country (Irancell Company) has been examined from the perspective of policies related to the development of technological capabilities by foreign investment.

    Local Content policies (LCPs) are generally government interventions whose long-term goal is to increase the share of employment or sales in each of the value chain segments within the host country. In the last few decades, different countries have used different policies for Locoal Content, some of them are successful and some unsuccessful.     Research and development (R&D) is not the only technology acquisition method as, in some cases, R&D is not feasible and economic. Thus, technology transfer is considered as one of the efficient and shortcut ways for acquiring technological capabilities. The concept of international technology transfer refers to the technological cooperation between firms in the international atmosphere in which developing countries are able to internalize transferred technologies through absorption, application and development of transferred technology. With respect to the importance of national policies in relation to technology transfer and its impact on technological development, this paper, by reviewing the current perspectives, explains the evolutionary trends of the international technology transfer policies. We show import substitution policy has been already replaced by export-led policy.

    Economic growth and development is highly tied to the technological development of the firms and industries of each country, thus determining the enhancement of the economic position in a mutual interaction. In most cases, achieving technological development for latecomer firms and countries, becomes possible through the primary pathway of technological learning, through which latecomers try to reduce their technological and economic gap with technological frontiers and pioneers. This becomes possible with the help of government’s support and formulating and implementing proper policies; Therefore government policies plays an important role in how technological learning progresses. Accordingly, after explaining the concept of technological learning and its importance in developing countries as well as the concepts of technological gap and latecomers, this paper investigates the mechanism by which the technological learning takes place in firms. Next, technological learning modes, resources, processes and models are explained. This section is followed by pointing out the importance of governmental interventions in technological learning improvement and also the most important government policies in this field. Finally, this paper concludes with reviewing the successful experience of technological learning in an Iranian company, i.e. the MAPNA Group, and investigating the role of government policies in this achievement.

    Technological catch-up refers to the process of closing the technological gap between a latecomer and an advanced country. It is argued that this process is an antecedent for boosting economic growth. Technology and innovation policies are pivotal in the success of technological cath-up as there is a constant need for adapting policies with technical changes. The experience of successful countries demonstrate an important transition from industrial/trade policies to technology/innovation policies. It means that trade protection and currency exchange policies are not suffice for enhancing technological capabilities in the domestic industries, therefore, states have to play an active role in finding and exploiting the windows of oppurtunities mainly arise from technological disruptions. The paper tries to provide a framework for analyzing the role of government in this respect. Intriguingly, the historical record shows that the Iranian government did not adopt such a transition. Recent efforts to use technology and innovation policy tools were also brought limited success because those policies were not designed based on windows of oppurtunities.

    Many scholars emphasis on regulation as a one of innovation policy instrument, recently. The variety of regulation and increasing cost of financial innovation policy instruments justify the design and usage of regulation, however, direction and stringency of its effect is a crucial matter for policymakers. It is a necessity to understand why/how/what regulation take effects on innovation. Hence, this paper aims to clarify this effect mechanism from government intervention, economic theories, value chain, and cost compliance perspectives. Also, traditional regulatory frameworks are criticized by the changing environment of firms and industries that are affected by increasing competition and, consequently, emerging disruptive innovation. The dynamic regulation frameworks are the developing response to these criticisms that I describe their important features. Finally, this research tries to provide evidence of the effect of regulations on innovation by presenting how the rules and regulations apply to pharmaceutical firms in Iran.

    Innovation policies are in general categorised into demand-side and supply-side. Despite a long tradition of discussing their importance, demand-side innovation policies have been out of the focus of innovation policy scholars and policy-makers. Demand affects innovation through four mechanisms: Changes in demand can spur gradual and path-dependent innovations; Sensitivity of demand to innovations triggered from the supply-side could ultimately stimulate cycles of new demands; Demand of users can impact innovation features through cooperative production of innovation by users and producers; and Users may modify purchased innovations according to their specific needs. Rationales for demand-side policymaking could be categorised into three: Overcoming market and system failures; Spurring economic growth; and Market transformation for societal goals. In a taxonomy, these policies are classified as: Supporting public and governmental demand; Supporting private demand; and Systemic approaches. The first category and specifically the policy of Public Procurement of Innovation (PPI) are one of the most direct and used policies in the demand side. In this policy, states act as a lead market, leverage public demand and procure innovative products and services instead of routine ones to stimulate further innovation demand.

    Design and choice of policy instruments are considered as key factors in STI policy-making process. Therefore, it is crucial to understand the nature of policy instruments and the logic of government intervention in the innovation system, based on these instruments’ mechanisms. In addition, considering ongoing changes in STI policy-making environment, the approaches to the instruments and their effects are evolving and because of that, there is a need to review and revise our point of view. There are three major trends for classification of the instruments based on intervention logic, target groups, and the mechanism through that the instruments solve the problems of innovation systems. Respecting that, a focus-based classification is suggested in this paper which classifies the policy instruments into four main categories consist of instruments focused on stimulating the innovation supply-side, instruments focused on stimulating the innovation demand-side, instruments focused on the formation of systemic relations, and instruments focused on infrastructures and regulation. Although the more recent studies have a systemic approach to the policy instruments based on their potential for solving the problems of innovation systems, in this paper, we title a specific type of instruments as systemic instruments which their focus is on capacity building for more interactions and communications between different actors of the system. Eventually “110 Programs for Supporting Knowledge-based Companies in Iran” is reviewed as a case study and the results indicate that a major part of these programs is direct financial support. In addition, amongst different types of systemic instruments, few choices are considered in these programs.

    The complexity of innovation system problems and the diversity of policy instruments have changed the focus of policy-makers from finding the best instruments to formulating instruments packages. The packages envelope instruments which together and in combination have the most positive impact on the policy objectives. This change has been accompanied by the "policy mix" concept which refers to the interactions and interdependencies between policy instruments influencing the level of policy goal achievement. The design of a policy mix has to maximize the synergies and minimize potential contradictions between the instruments in order to maximize the effectiveness. Examining the exact interactions between policy tools needs the implementation of the policy mix, monitoring and its ex-post evaluating. Therefore, designing a policy mix is a dynamic process and depends on the feedbacks from implementation process, which in parallel with the multiplicity of the available alternatives necessitates the application of systematic approaches to design a policy mix.

    STI policies face many challenges in societies including ambiguities and uncertainties toward the future. To tackle with challenges, many instruments are developed. Roadmapping as one of these instruments initially is used as a planning tool at the firm level in technology development, but during the last years, national science, technology and innovation (STI) policy makers have become aware of the potential roadmapping offers for strategic technology and innovation management and begun applying it in the context of STI policy and priority setting in this context especially. Recently, to meet the need of STI policies, some of roadmap features have been strengthened, including: holistic (attention to social issues and the social context of innovations and policies), alternative futures (use of different scenarios toward different perspectives), and participation and active learning. In this way, it has become a powerful instrument of STI policy. This paper introduces the roadmapping concept history, structure, and processes, and designing and implementing the STI policies, and finally, lists the STI's performance indicators.

    Policy evaluation is essential for governments to improving effectiveness and accountability. In science, technology, and innovation (STI) domain in line with the growth of national and regional policymaking, the literature and experiences of policy evaluation have been developed. In this paper, after reviewing concepts and various components of policy evaluation including criteria, timing, methodologies, and indicators a complete evaluation process with its all modules is presented. The main criteria including appropriateness, efficiency, and effectiveness with their indicators, quadruple timing including ex-ante, real-time, intermediate, and ex-post evaluation, triple levels of aggregation including policy, program, and activity as well as quantitative, qualitative, and semiquantitative methodologies are mentioned as evaluation components that prepare necessary information for evaluation expert groups in a systematic process. The results of policy evaluation are always published and provide feedback to policymakers for improving the goals and programs. The paper also discusses the evaluability of policies and at the end presents an evaluation experience for nanotechnology policies in Iran.

    Recently, with the advent of knowledge-based economies, the importance of science, technology and innovation (STI) have grown in different countries development. Therefore, the performance evaluation of STI activities recognized as a necessity. In this paper, the STI evaluation concepts and models introduce and a new evaluation model has been proposed based on the integration of performance-based and key stakeholders-based evaluation approaches. The pool of input, output, outcome and impact indicators have classified into five specialized fields including natural sciences, engineering sciences, human sciences, social sciences, and health sciences. Then, performance evaluation is feasible in terms of relevance, efficiency, effectiveness, and usefulness for the four main stakeholders including policymakers, researchers and technicians, industrial beneficiaries, and the public. The final results presented in the form of a radar chart which we showed one sample performance evaluation of universities and research institutes.

    This paper holds this conviction that some failures of innovation policy can be attributed to the political context hosting that innovation system. Accordingly, to understand the root causes of these failures, researchers have to step out of the innovation system approaches and study the political system structure and evaluate the policies based on this study. The paper, then, build an eclectic model by bridging between the stakeholder model of public policy evaluation and the three archetypes of political system structure. The paper argues that the new and eclectic model can be applied to evaluate the general public policies by its process, content and the political according to MCconnel’s theory. However, this model has some shortcomings because it is not backed by innovation theories. That is why, in the second phase, another and more developed model; the eclectic –functional model was built based on the components of innovation system, especially the function 4, the guidance of the research. It shows how the imbalance of political system structure, among the civil society and market and the State reflects on the dynamism of interactions among the structure and functional components of an innovation system and gridlocks the related innovation policies. The paper concludes with a case study on biofuel policy failure in Iran.

    In the recent years, there have been a consensus formed over the new trends of innovation policy in the making which are more complex and extensive compared to neo-classic and evolutionary schools. This paper aims to review some of these trends in the context of STI policy theories, and more specifically, to focus on one of them which is set to bring forth new theoretical paradigm to meet environmental challenges. In a comparative studies, the common and distinct characteristics of the new paradigm are pointed out and then, the paper proceeds to explain its policy rationale, governance layers, actors and policy actions. And finally, it conducts the application of this framework on the case of study of water policy in Iran. The paper concludes the neoclassic and evolutionary paradigms designing STI policy with the aim of economic growth cannot be suitable for the framework by which the water policy analysis and the water policy needs the new paradigm of transition failure within which the directionality, demand, coordination and reflexive failure are the rationales for policy making.
