    فساد مانعی برای توسعه و حکمرانی خوب است. این مسئله به ویژه در کشورهای کمتر توسعه یافته و اقتصادهای درحال ظهور و توسعه ای نمود بیشتری دارد. محافل دانشگاهی از چند دهه گذشته توجه فراوانی به آن نشان داده اند. در این عصر اطلاعات مدرن، فناوری اطلاعات و ارتباطات در زندگی روزمره تقریبا به امری اجتناب ناپذیر تبدیل شده است. حکمرانی الکترونیک از محصولات فرعی فناوری اطلاعات و ارتباطات است. مقاله حاضر بر آن است که حکمرانی الکترونیک را به عنوان ابزاری برای مبارزه با فساد درنظر گیرد. مواردی از کره جنوبی یعنی سامانه بهبود رویه های برخط و سیستم تدارکات الکترونیک دولتی آن مورد تحلیل قرار خواهد گرفت. در این مقاله، بازیگران و عوامل موفقیت کره جنوبی شناسایی خواهند شد و توضیح می دهیم که چگونه حکمرانی الکترونیک موجبات مهار فساد را ممکن می سازد.

    فساد یکی از چالش های اصلی دولت در کشورهای درحال توسعه است و به عنوان یکی از شایع ترین و مقاوم ترین موانع در پیشرفت رشد اقتصادی و افزایش کیفیت زندگی شهروندان در سراسر جهان محسوب می شود. فساد نه تنها مانع از رشد اقتصادی می شود بلکه تهدیدی برای حکمرانی خوب هم محسوب می گردد. از دولت الکترونیک برای بهبود شفافیت و مبارزه با فساد استفاده می شود. هدف از این مقاله درک بهتر رابطه میان دولت الکترونیک و فساد از دیدگاه شهروندان در یک کشور نمونه یعنی یمن است. این مقاله با استفاده از رویکرد تحلیلی توصیفی در کنار استفاده از یک روش کمی در قالب پرسشنامه ساختار یافته به اهداف خود دست یافت. نمونه های تحقیق شامل 120 شهروند هستند که درحال استفاده از خدمات نهادهای دولتی می باشند. نتایج این تحقیق نشان می دهد که استفاده از فناوری ارتباطات و اطلاعات در قالب دولت الکترونیک می تواند تاثیر زیادی در کاهش فساد داشته باشد.

    دولت الکترونیک به عنوان ابزاری برای بهبود شفافیت در بخش عمومی و مبارزه با فساد شناخته می شود. درک رابطه بین توسعه دولت الکترونیک و سطح فساد، انجام موثرتر پروژ ه های ضدفساد را میسر می سازد. این مقاله به بررسی تاثیر توسعه دولت الکترونیک بر سطح فساد از دیدگاه اقتصادی می پردازد. برخلاف مطالعات قبلی، این رابطه تجربی براساس ابعاد درنظر گرفته شده شاخص های مربوط بین سال های 2002 تا 2016 اندازه گیری شده است. نتایج نشان می دهد که سطح بالاتر توسعه دولت الکترونیک با سطح پایی نتر فساد ارتباط دارد. سه بعد یا زیرشاخص مهم در این زمینه شامل بعد محیط، بعد استفاده و بعد زیرساخت ارتباطات مخابراتی است. زیرشاخص محیط میزان حمایت شرایط بازار و چارچوب قانونی کشور از کارآفرینی، نوآوری و توسعه فناوری اطلاعات و ارتباطات را مورد ارزیابی قرار می دهد، زیرشاخص استفاده سطح انطباق فناوری اطلاعات و ارتباطات با ذ ینفعان اصلی جامعه را ارزیابی می کند و زیرشاخص زیربنای ارتباطات مخابراتی ظرفیت زیر ساخت های فناوری اطلاعات کشورها را اندازه گیری می کند. به پیروی از این یافته ها، راه های خاص تاثیرگذاری بر سطح فساد را ازطریق تقویت ابعاد دقیق تر توسعه دولت الکترونیک می توان طراحی کرد. این موضوع به ویژه در زمان بحران مالی و پیامدهای حاصل از آن اهمیت دارد که در این مقاله نیز موردبحث قرار گرفته است.

    در ادبیات تحقیق، مواردی بیش از یک پژوهش، پیوند میان دولت الکترونیک و فساد اداری را تصریح کرده اند اما تصریحی که از شواهد تجربی چشم پوشیده است. این مقاله می کوشد تا ضمن ارزیابی پیشینه تحقیق، فهم بهتر از شیوه مبارزه دولت الکترونیک با فساد اداری و فراهم آوردن سنج های به زبان عربی برای اندازه گیری ابعاد اصلی فساد و نحوه ارتباط آنها با دولت الکترونیک، ادراک مردم اردن درباره این پدیده را نیز بکاود. نمونه تحقیق شامل 390 پرسشنامه قابل بهره برداری است که در آن سه بعد مهمی که در مبارزه با فساد اداری سهیم هستند مورد کندوکاو قرار گرفته است. نتایج با سطح بالای ادراک، بر اهمیت تمام موارد تاکید دارند و اعتبار ابعاد پیشنهادی را تایید می کنند. بخش جمع بندی و نتیجه گیری پژوهش، تحلیل ها و دستاوردها را بیان می کند و پژوهش های آتی در پایان مقاله گنجانده شده است.

    قزاقستان در مسئله توسعه اقتصادی و اجتماعی پیشرفت کرده، اما درگیر مبارزه با فساد نظام مند می باشد و رهبری این کشور عمق مشکل را تایید کرده است. در قزاقستان برنامه بلند پروازانه دولت الکترونیک که برای ساده سازی فرایندها، کاهش اسناد و مدارک، حذف صفها و محدود کردن تعاملات میان شهروندان و مقامات که فرصتی برای رشوه خواری را فراهم می کند، طراحی شده است. اگرچه هنوز برای اندازه گیری تاثیر کامل این نوآوری، زود است ولی ما همایش های برخط، پوشش اخبار و گزارش های شخص ثالث را برای ارائه قضاوت اولیه به آزمون کشیده ایم. یافته ها نشان می دهد که دولت الکترونیک، فساد خرد را کاهش می دهد، اما ضروری است که این برنامه، بخشی از یک بسته بزر گتر از اقدامات ضدفساد باشد.

    دولت الکترونیک در سال های اخیر در بسیاری از کشورها با استفاده از فناوری ارتباطات و اطلاعات (ICT) برای مدرن سازی دولت، افزایش بهره وری و بهبود خدمات عمومی محبوبیت فراوانی یافته است. به عنوان یک مزیت جانبی، انتظار می رود با ترویج شفافیت، بازکردن اطلاعات حکومت برای نظارت عمومی و خودکارسازی فرایندهای دولتی، محدود کردن اختیار مقامات و محدود کردن تعامل شهروندان با مسئولان برای دسترسی به خدمات کلیدی، فساد نیز کاهش یابد. با وجود این انتظارات بالا و سرمایه گذار ی های کلانی که درزمینه دولت الکترونیک شده است، شواهد تاثیر به دلیل عوامل محیطی و نوع مداخلات ICT ، متفاوت و محدود است و نرخ های بالایی برای پروژه های شکست خورده دولت الکترونیک وجود دارد. این نوشتار کمک می کند تا یک مرور کلی از ادبیات اخیر درمورد نقش فناوری اطلاعات و ارتباطات و دولت برای مبارزه با فساد در فرایندهای کلیدی دولتی نظیر تهیه و تدارکات، مالیات، مدیریت منابع انسانی، داده های باز و خدمات ارائه شود.

    Corruption is an impediment for development and good governance. It is more than true especially in the least developed countries(LDC), and emerging and development economies (EDE). Academics have given strong attention on corruption since last couple of decades. In this modern information age Information and Communication Technology (ICT) becomes almost compulsory in daily life. E-governance is the by-product of ICT. Effort of this study is to see e-governance as an anti corruption tool. Cases of Republic of Korea i.e., the OPEN system and the GePS will be analyzed as example. This article will identify the successful actors and factors of Republic of Korea emphasizing on stakeholder mapping through explain how e-governance help to curb corruption.

    Corruption is one of the main challenges in government in developing countries. , it has been considered as one of the most prevalent and persistent Obstacles in improving economic growth and enhancing the quality of life of citizens across the globe. Not only the corruption hinders economic growth, but it also threatens good governance. E-government is growingly being used to improver transparency, and combating corruption. The objective of this paper is to attain a better understanding about the relationship of e-government and corruption from the point of view of citizens. This paper achieved its objectives by adopting the descriptive analytical approach in addition to using a quantitative method in the form of structured questionnaire. The research samples consisted of 120 of citizens who are using the government bodies’ services. The results of this research suggest that the use of ICT in the form of e-government can make important headway to reduce corruption.

    E-government is recognized as a tool for improving transparency and openness in the public sector and for combating corruption. Understanding the relationship between e-government development and the level of corruption would allow for a more effective leveraging of related projects in anti-corruption efforts. This paper examines the impact of e-government development on the level of corruption in the context of economic perspective. In contrast to previous studies, this empirical relationship is measured across sub-indices (dimensions) of related indices between 2002 and 2016. The results show that higher levels of e-government development are related to lower levels of corruption. The three most important dimensions found are the environment sub-index, which assesses the extent to which a country’s market conditions and regulatory framework support entrepreneurship, innovation, and ICT development; the usage sub-index, which assesses the level of ICT adoption by a society’s main stakeholders; and the telecommunication infrastructure sub-index measuring a country’s ICT infrastructure capacity. Following these findings, certain ways of influencing of the level of corruption by a stimulation of concrete e-government development dimensions can be drawn. This is important especially in the time of a financial crisis and its consequences, which are also discussed in this paper.

    Corruption is a threat to the stability and security of societies. It can undermine the values of democracy, ethical values, and justice. It always works against sustainable development and the rule of law of a country, breeds social, economic and political crisis, distorts national and international trade. It traps millions of people in poverty and misery. Many local and international reports support mountain level corruption in Bangladesh. Bangladesh government launched the Support to ICT Task force (SICT) in 2003 aiming to establish egovernance for increasing the dynamism and efficiency. But immense efforts have been in vain. In this paper we want to study and explore the factors and actors that make corruption pervasive in Bangladesh. We also study the problems and prospects of establishing e-governance in Bangladesh and how it can be a success pillar to reduce corruption.

    In this paper, the theoretical analysis of administrative corruption has been systematically reviewed. It begins with a brief history of administrative corruption in the world and Iran. Subsequently, the conceptual, definitions and types of administrative corruption as well as the classification of administrative corruption are schematically discussed. Finally, according to the researches and available literature, the factors generating administrative corruption including formation and resonance factors are summarized in six main factors. Then, the set of these factors are explained by some theories in three macro-level such as anomie theory, mid-level theories, and their stress on factors affecting the rise of corruption in the three sectors of economy, government and organization, and micro-level theories such as the wickedness of corruption or the culture of corruption. The claim theoretical of this paper is that the aforementioned theories are highly capable of explaining the problem of administrative corruption in Iran.

    Kazakhstan has made progress in economic and social development, but it struggles with systemic corruption. Its leadership has acknowledged the depth of the problem. An ambitious e-government program is underway that is designed to simplify processes, reduce documentation, eliminate queues, and limit interactions between citizens and officials that create opportunities for bribery. Although the initiative is still too new to gauge its full impact, we examine online forums, news coverage, and third-party reports to offer a preliminary judgment. Indications are that e-government is reducing petty corruption, but it needs to be part of a larger package of anti corruption measures.

    Mahdavifar E-governance has gained popularity in recent years, with many countries resorting to information communications technology (ICTs) to modernise government, increase efficiency and improve public service delivery. As an additional benefit, ICTs are also expected to reduce corruption by promoting transparency, opening government data to public scrutiny, and by automating government processes, restricting discretion of officials and limiting citizens’ interaction with gatekeepers to access key services. Despite these high expectations and massive investments in e-government, evidence of impact is mixed and limited and there is a high rate of failure of e-government projects, due to contextual factors as well as the type of the ICT interventions. This Helpdesk answer provides an overview of recent literature on the role of ICTs and government to combat corruption in key government processes such as procurement, taxation, human resource management, open data and service delivery.
