    دولت یازدهم اصول و محور های سیاست خارجی دولت خود را در چارچوب تعامل سازنده با جهان معرفی نمود. این ایده در پاسخ به دیپلماسی دولت نهم و دهم اتخاذ شد. ایده تعامل سازنده دولت یازدهم دارای اصول و مولفه هایی است. در پژوهش حاضر تلاش بر آن است که ضمن بررسی ویژگی تعامل سازنده و معرفی سیاست خارجی دولت یازدهم و دوازدهم، پیامدهای سیاست خارجی دولت روحانی بر تعاملات بین المللی جمهوری اسلامی ایران مورد بررسی قرار گیرد. با توجه به موضوع، پژوهش حاضر در پی پاسخ به این پرسش است که: به کارگیری رویکرد تعامل سازنده از سوی دولت یازدهم چه پیامدهایی را بر تعاملات بین المللی جمهوری اسلامی ایران داشته است؟ یافته ها و نتایج نشان داده اند که: رویکرد های تعاملی دولت یازدهم بر تعاملات بین المللی جمهوری اسلامی ایران تاثیر و نتایجی معکوس برای جمهوری اسلامی در سیاست خارجی به همراه داشته است. پیروزی و راهیابی دونالد ترامپ به کاخ سفید و تعریف سیاست ایذا و آزار در قبال ایران و همچنین راه اندازی کارزار فشار حداکثری، خروج از برجام، یارگیری های منطقه ای در عصر ترامپ به زیان جمهوری اسلامی ایران از جمله جریان های عبری- عربی،بر قراری نظام های تحریم در قالب تحریم های ثانویه، رفتار های پاندولیسم و سینوسی اروپا در قبال تعهدات برجامی و عدم اتخاذ سیاست جامع از سوی روسیه و چین به عنوان شرکای غیر اروپایی برجام در شکل دهی این نتایج معکوس نقش داشته اند.پژوهش حاضر در رهیافت نظری خوداز الگوی نظری سازه انگاری بهره برده است.

    برجام یکی از اتفاقات حقوقی و بین المللی مهم در تاریخ روابط بین الملل محسوب میشود. این توافق بین المللی که نتیجه دو سال مذاکرات رسمی و فشرده بود، بین ایران و گروه 1+5 در شهر وین منعقد شد. در پی امضای این سند، قطعنامه 2231 شورای امنیت به تصویب رسید که براساس آن، کشورهای امضاکننده برجام، موظف به اجرای کامل تعهدات مندرج در آن شدند. اما طولی نکشید که ریاست جمهوری جدید آمریکا دونالد ترامپ ناسازگاری خود با این توافق را آشکار ساخت و از برجام خارج شد. ازاین رو این پژوهش در صدد است تا به این پرسش پاسخ دهد که دلایل خروج آمریکا از برجام چیست؟ در پاسخ به این پرسش با درنظرگرفتن سطوح مختلف تحلیل که برگرفته از رویکرد ریالیسم نیوکلاسیک است، این فرضیه مورد آزمون قرار میگیرد که خروج ترامپ از برجام را میتوان در سطوح فردی: ویژگیهای شخصیتی ترامپ، ملی: رویکرد یکجانبه گرایانه برآمده از دکترین "نخست آمریکا" و سیستمی: حمایت از متحدان منطقه ای و تحکیم موقعیت هژمونیک آمریکا مورد بررسی قرارداد. روش تحقیق در این پژوهش توصیفی-تحلیلی بوده و روش گردآوری داده ها، کتابخانه ای و اینترنتی است. همچنین استفاده از نظریه ریالیسم نیوکلاسیک برای بررسی علل خروج آمریکا از برجام، بدعت پژوهش حاضر است.

    تعامل بازیگران غرب آسیا با قدرت های بزرگ، همواره به عنوان یکی از متغیرهای موثر بر توازن منطقه در مطالعات روابط بین الملل مورداشاره قرارگرفته است. فرانسه نیز یکی از وزنه هایی است که از دیرباز در یارگیری های فرا منطقه ای مدنظر قدرت های غرب آسیا قرار داشته است. در این میان طی دو دهه اخیر، اهرم های اقتصادی اهمیت ویژه ای در یارگیری های ژیواستراتژیک فرا منطقه ای پیداکرده اند و به عنوان ابزار سیاست خارجی مورداستفاده قرار می گیرند. بنابراین، پرسش اصلی مقاله این است که مولفه های ژیواکونومیک چگونه به سیاست خارجی فرانسه در فضای رقابت های ژیوپلیتیک غرب آسیا شکل داده و چه پیامدهایی برای روابط با ایران داشته است؟ مقاله با این فرض به بررسی موضوع پرداخته که ابزارهای ژیواکونومیک ازجمله ظرفیت های تجاری، مالی و بازارهای تسلیحاتی به اهرم مهمی برای تاثیرگذاری بر رفتار سیاست خارجی قدرت های بزرگ فرا منطقه ای تبدیل شده ازجمله اینکه در جریان جنگ سرد ایران و عربستان در قالب ابزاری برای یارگیری فرا منطقه ای مورداستفاده قرارگرفته و زمینه ی تقابل سیاست خارجی تهران-پاریس در مسایل متعدد منطقه ای را فراهم آورده است. مطالعات موجود نشان می دهد، علاوه بر فضای دوقطبی میان ایران و عربستان، دیگر بسترهای مهم ژیوپلیتیک ازجمله سرریز بحران های منطقه به اروپا و چرخش راهبردی امریکا به شرق، سه مولفه مهمی هستند که نوع مداخلات فرانسه در غرب آسیا را تحت تاثیر قرار داده اند. نتایج این پژوهش نشان می دهد که تجمیع اهرم های اقتصادی در اردوگاه رقبای منطقه ای ایران، نوعی مزیت رقابتی ژیوپلیتیک ایجاد کرده و گزینه های سیاست خارجی فرانسه در منطقه را تحت تاثیر قرار داده و به شکنندگی روابط ایران-فرانسه منتهی شده است.

    باید اذعان کردکه امروزه، قدرت مانند هواپیمایی است که می تواند در هر سرزمینی فرود آید به شرطی که امکانات و بستر سازی مناسبی برای فرود آماده و مهیا شده باشد. چین با فهم این مسئله و بستر سازی مناسب از دهه های پیش، فرود هواپیمای قدرت در سرزمین خود را پیش بینی کرده و آنچه امروزه در ادبیات روابط بین الملل تحت عنوان « انتقال قدرت از اتلانتیک به آسیا پاسیفک » مطرح شده است را می توان شاهدی بر این مدعا دانست . اما باید توجه داشت مسئله ای اساسی که باید هواپیمای قدرت چین را به جلو ببرد، مسئله انرژی و چگونگی تامین ثبات و امنیت این حوزه است. چراکه بروز هرگونه نوسانی در این حوزه، علاوه بر اینکه باعث سر باز کردن شکاف های متراکم موجود در جامعه داخلی چین می شود و رابطه نظام اجتماعی و سیاسی را از تعادل خارج میکند، در همان حال می تواند فراز و فرودهایی را برای قدرت چین و جایگاه کنونی این کشور به عنوان یک قدرت بزرگ فراهم آورد و نظم بین المللی مستقر را نیز متاثر سازد. این مقاله تلاش دارد تا جایگاه خلیج فارس و انرژی آن را در ادوار مختلف تکامل نگاه چین به امنیت انرژی مورد بحث و بررسی قرار دهد.

    در نگاه هندی، چابهار بخشی از ایده های استراتژیکی و ژیوپلیتیکی ناسیونالیسم هندی برای خیزش منطقه ای و جهانی و رقابت متوازن ژیو اکونومیکی با رقیبان سنتی و دیرینه است. در سند چشم انداز هند، بندر چابهار در کنار اهمیت امنیتی - سیاسی، اهمیت اقتصادی فراوانی دارد. در گفتمان پرستیژ و اقتدار ناسیونالیسم هندی چابهار به عنوان یک هاب فرا منطقه ای اهمیت نمادینی دارد و بر مبنای چشم انداز بلند مدت، این بندر می تواند، ارزش و اعتبار برندینگ هند را از بعد اقتصادی و سیاسی در دنیا افزایش دهد. دریچه گسترش چابهار برای هند در مرحله اول مالی - اقتصادی و در قدم دوم سیاسی- امنیتی است. هند از طریق ابزارهای دیپلماسی اقتصادی، برنامه ها و راهبردهای بلند مدتی برای چابهار دارد. با وجود شرایط غیر متعادل و بی ثبات منطقه خاورمیانه و ایران، هند با همکاری افغانستان و از طریق دیپلماسی اقتصادی تلاش کرده است که تا حد ممکن به گسترش و رشد اقتصادی و اهمیت منطقه چابهار کمک کند. مقاله حاضر با تکیه بر چشم انداز نظری دیپلماسی اقتصادی جدید ، راهبردهای آینده نگرانه هند را در زمینه چابهار تحلیل می کند. فرضیه اساسی مقاله این است که دیپلماسی اقتصادی جدید هند ارتباط ساختاری با راهبردهای سیاسی- امنیتی هند برای بندر چابهار دارد و نگاه صرفا اقتصادی و یا سیاسی محض به جایگاه بندر چابهار در سیاستگذاری هندی، نگاهی تک بعدی و اشتباه است و تحلیل جایگاه بندر چابهار در سیاست خارجی و اقتصادی هند مبتنی بر یک نگاه چند وجهی و بلند مدت است.

    ناتوانی جامعه ی بین المللی در مقابله ی جدی با نقض گسترده ی و سازمان یافته ی حقوق بشر و مشکلات مربوط به توجیه مبانی قانونی مداخله ی بشردوستانه در دهه ی 1990، موجب طرح دکترین «مسئولیت حمایت» در سال 2001 گردید. در پرتو تعدیل «اصل عدم مداخله» و تلاش برای بازتعریف مفهوم «حاکمیت ملی»، ایده اصلی دکترین این است این است که در نتیجه ی توسعه ی هنجارهای بین المللی حقوق بشر و اندیشه ی «امنیت انسانی»، حاکمیت مسئولیت اصلی حمایت از شهروندان خود را بر عهده دارد که در صورت عدم تمایل یا عدم توانایی برای اقدام، جامعه ی بین المللی مسیول خواهد بود. البته علی رغم خوش بینی های اولیه، طی دو دهه ی اخیر تردیدهایی نسبت به موفقیت این دکترین مطرح شده است. این مقاله با تمرکز بر دیدگاه های اندیشمندان روابط بین الملل و مبتنی بر یک روش توصیفی - تحلیلی، به این پرسش پاسخ می دهد که چه نقدهایی به دکترین مسئولیت حمایت وارد است؟ فرضیه ی مقاله ی پیش رو این است که تردید در مفهوم و ماهیت و نیز مبانی این دکترین، امکان استفاده ی ابزاری از آن جهت مداخله در کشورها و نیز ضعف های آن در مرحله ی اجرا، مهمترین نقدهای وارد به این دکترین است. این مقاله در پرتو بررسی این نقدها، نتیجه می گیرد که تعارضات مفهومی و چالش های اجرایی این دکترین، کارایی آن جهت ایجاد نظم بین المللی جدید و پویایی روابط بین الملل در مقابله با بحران های حقوق بشری را با تردیدهای فراوانی مواجه ساخته است.

    A constructive interaction with the world was introduced by Rouhani’s administration as the main focus, for its foreign policy. This policy was adopted in response to the diplomacy of the ninth and tenth administrations. The constructive policy of the new administration has some principles and constituents. In this study, much effort is consumed to both address the features of a constructive interaction and introduce the 11th and 12th administrations’ foreign policy and to analyze the repercussions of these administrations’ foreign policy for Iran’s international relations.Concerning the topic under study, in this argument the following question is answered: what repercussions will be brought for Iran’s international relations by Rouhani’s approach to constructive interaction in his foreign policy? The findings suggest that the outcomes of Rouhani’s constructive interaction model of foreign policy have been averse to its international relations.Donald Trump’s move into the white House, his definition of a hostile policy toward Iran and launching a maximum pressure campaign on Iran, the US’s unilateral departure from the JCPOA ( the joint comprehensive Plan of Action or “ Iran nuclear deai “ ), regional favoritistic policies of Tramp’s administration were all disadvantageous to Iran. These disadvantages include Hebro – Arabic trends, imposition of sanction regimes as secondary sanctions, the European pendulous treatment of its obligations toward the JCPOA and no comprehensive policy on the part of Russia and China as the non-European signatories to the Iran nuclear deal. In this study, a constructivist approach is a dopted as it’s theoretical framework.

    Joint Comprehensive Plan of Action (JCPOA) is one of the important legal and international events in the international relations history. This international agreement, result of two years formal and intensive negotiations, was signed between Iran and 5+1 countries, in Vienna. Following the signing of this document, the Security Council resolution 2231 legislated. According to this resolution, previous Security Council sanctions have been canceled and JCPOA signatory countries were forced to implement the commitments which were inserted on it. However, it did not take long time that the new president of America, Donald Trump, revealed his incompatibility with Iran's multilateral international nuclear agreement. Finally, the United States government officially gets out of the Joint Comprehensive Plan of Action. Therefore, this study tries to answer this question that, what are the reasons of the US withdrawal from the Joint Comprehensive Plan of Action? In order to answer this question this hypothesis examined that the US withdrawal of the Joint Comprehensive Plan of Action can be examined in individual level: Trump characteristics, national: unilateralism approach from the “First America” doctrine and systemic: supporting regional allies and consolidate America's hegemonic position. The research method in this study is descriptive-analytic and the method of data collection is library and internet. The use of neoclassical realism theory to examine the causes of America's exit of the Joint Comprehensive Plan of Action is the research innovation in the present study.

    As IR scholars have long recognized, the alignment with foreign actors has been particularly relevant for regional balance in the West Asian power relations and in the same way, France is among the powers that has always been taken into consideration in the West Asian extra-regional alliance strategies. Besides that, over the past two decades, economic leverages has gained momentum in IR including in cross-regional Geostrategic alignments and are employed as an important foreign policy tool. So the main question of this article is how the Geo-economics have shaped French foreign policy within the context of West Asian geopolitical rivalry and what have been the consequences for Iran? Supposing that the region's vast commercial, financial and arms market have been evolved into Geo-economic leverages, ready to influence the foreign policy behavior of major trans-regional powers, this paper examines the use of these leverages in the context of Saudi-Iranian cold war and demonstrates that how this trend has paved the way for Franco-Iranian foreign policy confrontation on multiple regional issues.Current studies suggest that, in addition to the bipolar atmosphere surged from Saudi- Iranian conflicts, the Spillover of the region's crises into Europe and the US “Pivot to Asia” strategy, among others, are major contextual components determining France interventions in West Asia. The results of this study indicate that the aggregation of economic levers in the camp of Iran's regional rivals has conferred certain competitive geopolitical advantages and has affected French foreign policy options while adding to the fragility of Franco-Iranian relations.

    Nowadays, it seems power is the airplane that can descends in all lands for which infrastructures and facilities have been provided. Understanding this feature of power and providing appropriate infrastructures from earlier decades, China has anticipated the landing of power’s airplane in its territory. In the literature of International Relations what is called ‘the power shift from the Atlantic to the Asia-Pacific’ can be an evidence for this claim. However, the crucial issue which must fuel china power’s airplane is the energy supplies and how to provide the stability and security of energy. Any fluctuation in the field of energy could enflame the problems accumulated inside Chinese society and destabilize the relationship between societal and political systems. It could challenge the china power and its status as a great power and affect actual international order as well. This article attempts to study the effect of Persian Gulf region as energy supplier on China energy security in several periods and the evolution of Chinese view about the Persian Gulf region.

    In the Indian view, Chabahar is part of the strategic and geopolitical ideas of Indian nationalism for regional and global upheaval and balanced geoeconomic competition with traditional and longtime rivals. In India's futuristic outlook document, Chabahar port is a hub of economic importance along with its security-political importance. In the Discourse of Prestige and the Authority of Indian Nationalism, Chabahar has symbolic importance as a trans-regional hub and, based on the long-term vision, this oceanic port could enhance the value and credibility of India's branding across the world economically and politically. Chabahar's perspective for India's foreign policy is in two phases, the first phase - financial-economic and second - political - security. India has long-term plans and strategies for Chabahar through the tools of economic diplomacy. Despite the unbalanced and unstable conditions in the Middle East and Iran, India has worked with Afghanistan through economic diplomacy to help as much as possible to improve the economic development and importance of the Chabahar region. Drawing on the theoretical perspective of new economic diplomacy, the present paper analyzes India's future strategies in the Chabahar port. The main hypothesis of the paper is that the new Indian economic diplomacy is structurally related to India's political-security strategies for Chabahar port and the purely economic or political view on Chabahar port in Indian policymaking (India's foreign policy) is one-dimensional and mistaken analyzes. India's foreign and economic policy in Chabahar is based on a multi-faceted, long-term perspective.

    The inability of the international community to face seriously with Widespread and organized human rights violations as well as difficulties in and justifying the legal foundations of humanitarian intervention triggered a doctrine of "Responsibility to Protect" doctrine. In the light of the modification of the "principle of non-interference" and the attempt to redefine the concept of "national sovereignty", the main idea of this doctrine is that as a result of the development of international human rights norms and the idea of "Human Security", sovereignty assumes the primary responsibility of protecting its citizens that in the event of unwillingness or inability to act, the international community is responsible. This article from the perspective of international relations and based on a descriptive-analytical method, answers the question that what challenges does the effectiveness of the doctrine of protectionist responsibility face? the responsibility to protect doctrine? The hypothesis of the present article is that doubts about the meaning and nature of this doctrine, the possibility of using it as a tool to intervene in states, as well as its weaknesses in the implementation phase, are the most important challenges of the doctrine of responsibility to protect. In the light of this critique, this article concludes that the complexities and conceptual conflicts, as well as the practical challenges of implementing this doctrine, have cast doubt on its effectiveness in establishing a new international order and the dynamics of international relations in the face of human rights crises.
