    معرفی:

    بررسی مخارج مصرفی خانوارها و ارزیابی رفتار آن ها در هر اقتصادی از اهمیت ویژه ای برخوردار است که می تواند ضمن آشکار نمودن نتیجه اجرای سیاست های گذشته، نقشه راهی برای سیاست گذاری های دولت در سطح اقتصاد خرد باشد. با توجه به تنوع الگوی مصرف خانوارها و اهمیت چگونگی اختصاص درآمد محدود خانوار به کالاها و خدمات مختلف، بررسی رفتار مصرفی خانوارها، با استفاده از برآورد میل نهایی به مصرف فرامعیشتی و کشش های قیمتی و درآمدی، جایگاه ویژه ای در سیاست گذاری های اقتصادی دارد. لذا تحلیل تابع تقاضا و بررسی کشش های آن ضروری است. در این راستا هدف این مقاله بررسی رفتار مصرفی خانوارهای شهری و بررسی وضعیت گروه های مختلف کالایی اعم از جانشین و مکمل بودن در قبال یکدیگر می باشد.

    متدولوژی:

    این پژوهش با استفاده از اطلاعات خانوارهای شهری کشور طی سال های (1396-1376) و با بهره گیری از سیستم مخارج خطی (LES) و استفاده از تکنیک اقتصادسنجی رگرسیون به ظاهر نامرتبط (SUR) به اندازه گیری پارامترهای تابع تقاضا و محاسبه کشش های قیمتی و درآمدی تابع تقاضای مصرفی ایران به تفکیک در قالب 8 گروه کالایی پرداخته است. در دستگاه معادلات به ظاهر نامرتبط ابتدا هر یک از معادلات به روش [1]OLS برآورد شده و پس از به دست آمدن پسماندها، برآوردی از ماتریس واریانس کوواریانس جملات اختلال ساخته می شود. سپس ضرایب معادله به روش [2]GLS تخمین زده می شوند.

    یافته ها

    هر گونه رشد درآمد خانوارهای شهری، (پس از کسر مخارج حداقل معاش) ابتدا منجر به تقاضای بیشتر از گروه مسکن، سوخت و روشنایی می گردد و سپس به سایر گروه های کالایی اختصاص می یابد. بدین ترتیب، پس از گروه کالایی مسکن و انرژی به ترتیب گروه های کالایی خوراکی ها، حمل و نقل، کالاهای متفرقه، بهداشت و درمان، پوشاک، لوازم خانگی و تفریح و امور فرهنگی بیش ترین اولویت را برای اختصاص مخارج فرامعیشتی در بین خانوارهای شهری دارند. هم چنین، کم ترین سهم به گروه تفریح، امور فرهنگی و تحصیل با سهم هزینه نهایی 044/0 تعلق دارد.

    نتیجه

     نتایج پژوهش نشان می دهد که در اقتصاد ایران طی سال های 1376 تا 1396، بطور متوسط، گروه مسکن و انواع انرژی ها (آب، برق، گاز و...) با ضریب حدود 34 درصد بیش ترین میل نهایی به مصرف حداقل معاش را دارد. پس از مسکن، گروه های کالایی خوراکی ها و حمل و نقل به ترتیب با ضریب 19 و 15 درصد در اولویت های بعدی تمایل خانوارها به اختصاص یک واحد اضافی از درآمد خود به گروه های مختلف کالا و خدمات قرار دارند. بنابراین، در طول 20 سال اخیر، سه گروه کالایی مذکور بطور متوسط نزدیک به 70 درصد دغدغه (تمایل) خانوارهای شهری ایران جهت تخصیص مازاد درآمد را شکل می دهند. از آنجا که ایران به عنوان کشوری در حال توسعه شناخته می شود، لذا این نتیجه مطابق با واقعیت های اقتصاد ایران می باشد. البته باید با برنامه ریزی های صحیح و هدفمند بتوان در آینده نزدیک، با رفع یا تعدیل این دغدغه ها، این نتایج را به نفع سایر گروه های کالایی و خدماتی که از نظر توسعه و پیشرفت مهم می باشند (از جمله تحصیل و بهداشت) تغییر داد.نتایج پژوهش حاکی از منفی بودن کشش های قیمتی خودی می باشد که گویای حاکمیت قانون تقاضا بر تقاضای کالاهای مصرفی است؛ به عبارت دیگر، طبق تیوری اقتصاد خرد انتظار می رود که با افزایش قیمت کالا یا خدمت، با فرض ثابت بودن سایر شرایط، مقدار تقاضا برای آن کالا یا خدمت کاهش یابد.. نتایج کشش های متقاطع قیمتی نیز نشان می دهد که رابطه مکملی بین گروه های کالایی وجود دارد که نشا ندهنده آن استکه در سبد مصرفی خانوارهای شهری ایران در سال 1396 تنوع کالایی و خدماتی زیادی وجود ندارد تا بتوان با تغییر قیمت ها کالاها یا خدمات را جانشین یکدیگر نمایند. همچنین طبق نتایج، گروه خوراکی ها و آشامیدنی ها و گروه مسکن و انواع انرژی ها کالاهایی ضروری برای خانوار محسوب می شوند.  گروه کالایی بهداشت و درمان یک کالای نرمال می باشد و سایر گروه های کالایی جزو کالاهای لوکس می باشند.

    معرفی:

    اقتصاد سایه جزء جداییناپذیر ساختار اقتصادی هر کشور بوده که همواره در کشورهای با سطح توسعه کمتر نسبت به کشورهای توسعهیافته شایع تر است. یک اندازه نسبتا بزرگ از اقتصاد سایه آثار منفی زیادی را برای کل اقتصاد به همراه خواهد داشت زیرا منابع و نیروی کار را از اقتصاد رسمی جذب کرده، منابع عمومی را محدود میکند، اثربخشی سیاست ها را محدود کرده و باعث تحریف در آمار رسمی می شود،  همچنین رقابت ناعادلانه را علیه شرکت های رسمی که قوانین را دنبال می کنند افزایش خواهد داد. بنابراین جهت پیشگیری، شناسایی و مقابله با این پدیده دولت باید هزینه هایی متقبل شود. با توجه به اینکه افزایش مخارج نظامی نیز با امنیتی که در داخل هر کشور ایجاد میکند سبب تزریق سرمایه داخلی و خارجی به بخش های رسمی اقتصاد در کشور شده و اشتغال و تولیدناخالص داخلی را افزایش داده که درنتیجه این امنیت ناشی از افزایش هزینه در بخش نظامی، افزایش نظم اجتماعی، رونق اقتصادی، آرامش جامعه، افزایش خلاقیت و نوآوری، پیشرفت و توسعه جامعه، دسترسی به امکانات و تجهیزات مدرن و پیشرفته و درنهایت کاهش جرایم اقتصادی و فعالیت های زیرزینی و سایه ای در کشور به ارمغمان می آوردطی دوره مورد بررسی اقتصاد سایه به عنوان درصدی از تولید ناخالص داخلی در ایران دارای روندی صعودی با فراز و نشیب های نسبتا کم بوده و در طی این دوره 35 ساله میانگینی برابر با 31/19 درصد به خود اختصاص داده است  و متغیر هزینه های نظامی به عنوان درصدی از تولید ناخالص داخلی تاثیری منفی و معنی دار بر اقتصاد سایه در بازه ی زمانی مورد مطالعه دارد،  یعنی به ازای هر واحد افزایش در هزینه های نظامی 134/0 درصد اقتصاد سایه کاهش می یابد.  

    متدولوژی:

    در این پژوهش از رویکرد مدلسازی معادلات ساختاری بر پایه حداقل مربعات جزیی و الگوی شاخص های چندگانه - علل چندگانه و نرم افزار SMART PLS جهت بررسی تاثیر هزینه های نظامی بر اقتصاد سایه در ایران طی بازه ی زمانی 1360 تا 1394 استفاده شده است.الگوی شاخص های چندگانه - علل چندگانه که شامل متغیرهای مشاهده شده مدل و متغیر پنهان اقتصاد سایه است، در قالب دو معادله صورت می گیرد. در معادله نخست، رابطه تبعی اقتصاد سایه و علل آن تبیین شده و در دومین معادله، چگونگی اثرپذیری شاخص ها از حجم اقتصاد سایه تصریح شده است. بنابراین مدل شاخص چندگانه - علل چندگانه دارای دوبخش مدل ساختاری و مدل اندازه گیری است. فرمول بندی ریاضی الگو به صورت زیر است:(1) 2) η: متغیر پنهان (اقتصاد سایه)؛  X: بردار (q×1) علل در مدل ساختاری؛ Y: بردار (p×1) شاخص ها درمدل اندازه گیری؛ λ: (p×1) ماتریس ضریب در مدل اندازه گیری؛ γ: (q×1) ماتریس ضریب علل در معادله ساختاری v: خطا در مدل ساختاری و ε: یک بردار (p×1) خطای اندازه گیری در Yفرم رگرسیونی معادله ساختاری عبارت است از:فرم رگرسیونی معادله اندازه گیری نیز به شرح زیر است:(4)  همانطور که در معادله ساختاری و معادله اندازه گیری مشاهده می شود، متغیرهای هزینه های نظامی (me)، نرخ موثر مالیاتی (etax)، نرخ ارز در بازار رسمی (racmi)، نرخ ارز در بازار سیاه (unracmi)، باز بودن اقتصاد (open)، درآمد حاصل از منابع طبیعی (oilindex) و اندازه دولت (gov) به عنوان علل اندازه گیری اقتصاد سایه و همچنین متغیرهای مصرف انرژی (energy)، تقاضای پول (dmoney) و اشتغال (employ) به عنوان آثار اقتصاد سایه جهت برآورد مدل انتخاب شده است. 

    یافته ها

    با توجه به نتایج حاصل از این پژوهش، علایم ضرایب متغیرهای نرخ ارز در بازار رسمی،اندازه دولت، نرخ موثر مالیاتی، درآمد حاصل از منابع طبیعی، هزینه های نظامی و شاخص باز بودن اقتصاد در الگوی مورد بررسی، از نظر آماری معنی دار و علایم ضرایب در آنها با پیش بینی های نظری سازگار است. همچنین مقادیر برآورد شده پارامترها در الگوی مورد بررسی، نشان می دهد که در بین شاخص های منعکس کننده آثار اقتصاد سایه، اثر اقتصاد سایه بر مصرف انرژی و تقاضای پول، مثبت بوده و مطابق انتظار است. 

    نتیجه

    نتایج حاصل از تحلیل یافته ها نشان داد افزایش مخارج نظامی برای ایجاد زیرساخت های لازم جهت تولید ادوات نظامی در داخل کشور به جای خرید از خارج، ضمن کاهش وابستگی نظامی کشور به قدرت های نظامی جهان، باعث ایجاد اشتغال، رونق اقتصادی، افزایش درآمد ملی و همچنین کاهش فعالیت های غیرمتعارف و سایه ای خواهد شد. البته باید متذکر شد که اگرچه قدرت نظامی، عاملی در راستای تامین امنیت داخلی و کاهش تهدیدهای خارجی است، اما با توجه به محدودیت بودجه، افزایش غیرمتعارف مخارج نظامی و جایگزینی آن با سایر مخارج در بخش عمومی مثل آموزشی، بهداشت و... مانع از تخصیص بهینه  درآمد برای سرمایه گذاری های اقتصادی و اجتماعی شده، که عواقب نامطلوبی ایجاد خواهد کرد. علاوه بر این نرخ ارز رسمی، درآمد حاصل از منابع طبیعی، شاخص باز بودن اقتصاد، نرخ ارز در بازار سیاه، حجم دولت و نرخ موثر مالیاتی ازجمله عوامل اثرگذار بر اقتصاد سایه در ایران بوده که دراین بین متغیر درآمد حاصل از منابع طبیعی بیشترین اثر را بر گسترش اقتصاد سایه داشته است. اقتصاد سایه نیز بر مصرف انرژی، تقاضای پول و اشتغال تاثیر گذاشته که تاثیر آن بر اشتغال درمجموع بیشتر از اثر آن بر دو متغیر دیگر است. بنابراین پیشنهاد می شود:1- مسیولین با سازماندهی محیط کسب وکار با هدف هدایت فعالیت های حوزه اقتصاد غیررسمی به بخش رسمی اقتصاد و افزایش شفافیت اقتصادی 2- تبیین تاثیر هزینه های نظامی بر امنیت و زندگی شهروندان جهت ایجاد انگیزه برای پرداخت مالیات و جلوگیری از رواج اقتصاد سایه 3- کنترل و نظارت بیشتر بر بودجه، بخصوص بودجه نظامی برای جلوگیری از سوء استفاده های احتمالی  4- براساس نتایج مطالعه با افزایش نقدینگی که سبب تورم می شود و تورم نیز زمینه ای برای اقتصاد سایه است، با اجرای سیاستهای پولی مناسب و انضباط مالی می توان از گسترش تورم و آثار زیان بار آن جلوگیری نمود

    معرفی:

    در تبیین شوک های وارده بر اقتصاد، بررسی نقش بانک ها در اعمال سیاست های پولی و تامین مالی حایز اهمیت است. بانک ها از طریق ایفای نقش واسطه گری وجوه و تامین کنندگی مالی می توانند از تاثیر قابل توجهی بر شکل گیری چرخه های رونق و رکود برخوردار باشند. از طرفی جایگاه بخش مسکن در اقتصاد در کنار اهمیت تامین مالی مسکن در تغییر شرایط بازار مسکن ایجاب می نماید که به بررسی نقش مذکور در اقتصاد پرداخته شود. در این پژوهش سعی شده تا با توجه به توانایی DSGE در شبیه سازی اقتصاد و تبیین رفتار متغیرهای کلان اقتصادی در قبال شوک های وارده بر اقتصاد، به بررسی نقش تامین مالی مسکن در شکل گیری و یا تداوم ادوار تجاری ایران پرداخته شود.

    متدولوژی:

    در این پژوهش مبتنی بر متدولوژی اقتصادسنجی،  از مدل تعادل عمومی پویای تصادفی برای بررسی نقش تامین مالی مسکن بر ادوار تجاری ایران استفاده می شود. برای ارزیابی تجربی مدل طراحی شده در این پژوهش از روش مقداردهی (کالیبراسیون) استفاده گردید. همچنین برای برآورد برخی از پارامترهای مدل از روش خودرگرسیون برداری مرتبه اول (1)AR بر مبنای داده های متغیرهای اقتصاد کلان طی دوره 1386 لغایت 1397 استفاده شد.

    تصریح مدل پژوهش:

      در بازار کالاهای نهایی، شرط تعادل در اقتصاد از برابری عرضه کل و تقاضای کل به صورت زیر به دست می آید: (31) (32) (33) با فرض اینکه؛ (34) (35)(36)   حل و تقریب الگو از آنجا که الگو های تعادل عمومی پویای تصادفی عموما متشکل از معادلات غیرخطی متغیرهای درون زای الگو بوده، لازم است از طریق روش های خطی سازی به معادلات خطی تبدیل شود. برای این منظور از روش لگاریتم خطی سازی استفاده نموده و طرفین معادلات بر اساس بسط تیلور حول وضعیت پایدار متغیرها تقریب زده شد که نتایج حاصل از محاسبات مذکور در ادامه آورده می شود.مقداردهی پارامترها برای ارزیابی تجربی الگو طراحی شده در این پژوهش از روش مقداردهی (کالیبراسیون[1]) استفاده می شود. کالیبراسیون روشی است برای انتخاب پارامترهای الگو به نحوی که بیشترین شباهت و تطابق را با اقتصاد مورد مطالعه داشته باشد.

    یافته ها:

    یافته های پژوهش نشان می دهد که نوسانات اقتصاد نه تنها توسط تکانه های غیر مالی مانند تکانه های بهروه وری در بخش محصولات نهایی و مسکن و تکانه تقاضای مسکن توضیح داده می شود، بلکه ناشی از اصطکاک های مالی مانند تکانه کیفیت سرمایه بوده که با لحاظ عامل تامین مالی مسکن، این آثار تشدید می شود.

    نتیجه

     در این پژوهش با استفاده از چارچوب الگو های تعادل عمومی پویای تصادفی، به طراحی یک الگو DSGE با لحاظ تامین مالی مسکن به صورت هم زمان با سایر بخش ها پرداخته شد. با لحاظ تامین مالی مسکن که از طریق بخش بانکی صورت می پذیرد، با وارد نمودن بخش مسکن و سیستم بانکی در طراحی الگوی DSGE و برآورد آن، مشاهده گردید که تامین مالی مسکن می تواند تاثیر قابل توجهی بر چرخه های تجاری بازار مسکن و رشد و پویایی های اقتصاد ایجاد نماید. تقویت تکانه های مالی در این الگو از تامین مالی مسکن مربوط به بانک ها و خانواده های با افق نامحدود نشات می گیرد. این موارد یکدیگر را تقویت می کنند و در طول زمان به چرخه های تجاری گسترش یافته و اثر تقویتی را بر روی پویایی های متغیرهای مالی و مسکن ایجاد می کنند.وجه تمایز اصلی الگو طراحی شده در این پژوهش با سایر پژوهش های انجام شده در این زمینه، لحاظ بخش های بانکی و مسکن به صورت توام در الگو با هدف بررسی نقش تامین مالی مسکن بر ادوار تجاری با در نظر گرفتن ساختار اقتصاد ایران بوده، به طوری که با وارد کردن تکانه های جدید به الگو پایه، آثار تکانه های مورد تحت دو سناریوی وجود تامین مالی مسکن و عدم وجود عامل مذکور در الگو، مورد ارزیابی قرار گرفت. در مجموع نتایج حاصل از توابع واکنش آنی گویای موفقیت نسبی الگو در شبیه سازی اقتصاد ایران و انطباق الگو با انتظارات و واقعیات اقتصادی می باشد.

    معرفی:

    اقتصاددانان نهادگرا، با طرح تیوری های جدید رشد اقتصادی،  نهادها و ساختارهای مبتنی بر اقتصاد نهادی را به عنوان عوامل بنیادین رشد در نظر گرفته اند. بر همین اساس، مطالعات رو به رشدی، ضمن تحلیل نهادها و ساختارهای مربوطه، ارتباط این دسته از عوامل با رشد اقتصادی را مورد ارزیابی قرار داده اند. در این بین، مدیریت ریسک به عنوان یک ساختار انگیزشی معرف کیفیت نهادی از اهمیت و جایگاه ویژه ای برخوردار است. بر همین اساس پژوهش حاضر تلاش نموده است تا ضمن تدوین شاخصی به منظور سنجش مدیریت ریسک خانوار، به بررسی تاثیر آن بر رشد اقتصادی منتخبی از کشورهای عضو سازمان همکاری اسلامی طی دوره زمانی (2017-2005) بپردازد.

    متدولوژی:

    در این پژوهش از رهیافت داده های تابلویی پویا به منظور ارزیابی نقش مدیریت ریسک خانوار در رشد اقتصادی منتخبی از کشورهای عضو سازمان همکاری اسلامی طی دوره زمانی 2005 تا  2017 میلادی استفاده شده است. علاوه بر این، اطلاعات مورد نیاز نیز از بانک جهانی و صندوق بین المللی پول دریافت شده است. تصریح مدل پژوهش معادله زیر به منظور بررسی فرضیات پژوهش مورد استفاده قرارگرفته است:  در معادله فوق GDPG رشد تولید ناخالص داخلی، HRM شاخص مدیریت ریسک خانوار، SE خوداشتغالی،  POPGنرخ رشد جمعیت، INF شاخص قیمت مصرف کننده، K  انباشت سرمایه ناخالص و LPبهره وری نیروی کار است.

    یافته ها

    نتیجه این مطالعه نشان می دهد در کشوهای منتخب اسلامی و در بازه زمانی 2005 تا 2017 میلادی اثر مدیریت ریسک خانوار و خوداشتغالی بر رشد اقتصادی مثبت و معنادار و اثر نرخ رشد جمعیت و تورم بر رشد اقتصادی منفی و معنادار بوده است. در حقیقت افزایش دسترسی خانوار به اعتبارات از طریق سرمایه گذاری در آموزش و سلامت؛ بهبود حمایت های اجتماعی از طریق سازگاری عرضه و تقاضای نیروی کار؛ تقویت سرمایه انسانی از طریق افزایش قدرت تولیدی و در نهایت بهبود توانایی دولت در اداره امور از طریق بهبود وضع معیشتی خانوار، به عنوان پیامدهای مثبت مدیریت ریسک خانوار و افزایش فعالیت های نوآورانه نیز به عنوان پیامد مثبت خوداشتغالی، افزایش رشد اقتصادی را به همراه خواهد داشت. در این بین افزایش تورم با کاهش قدرت خرید و سرمایه گذاری و از طرفی  افزایش نرخ رشد جمعیت به دلیل وجود محدودیت منابع و ناکافی بودن زیرساخت ها، می تواند موجبات کاهش رشد اقتصادی را فراهم نماید.

    نتیجه

    مبتنی بر تاثیر مثبت و معنادار مدیریت ریسک خانوار و خوداشتغالی و از طرفی تاثیر منفی و معنادار نرخ رشد جمعیت و تورم بر رشد اقتصادی منتخبی از کشورهای عضو سازمان همکاری اسلامی در بازه زمانی مورد نظر، پیشنهادات سیاستی به شرح زیر قابل ارایه است:  دولت ها می توانند از طریق سهولت دسترسی خانوار به اعتبارات، حمایت از تشکل های کارگری، ارتقاء سیستم های آموزشی، تدوین برنامه های سلامت همگانی، تنوع بخشیدن به منابع درآمدی دولت و بهبود امکانات بهداشتی، در جهت تقویت مدیریت ریسک خانوار اقدام نمایند.اعطای وام های بلاعوض به منظور راه اندازی کسب و کارهای مبتنی بر خوداشتغالی، ایجاد شرایط مناسب برای افزایش رقابت پذیری و معافیت های مالیاتی از سوی دولت ها می تواند منجر به تحریک خوداشتغالی گردد.دولت ها می توانند از طریق مدیریت بهینه منابع، ضمن برقرای توازن میان رشد جمعیت و رشد اقتصادی، با بهره مندی از پتانسیل جمعیتی، تا حدودی اثرات منفی رشد جمعیت را خنثی نمایند.دولت ها و بانک مرکزی می توانند تا از طریق افزایش نرخ بهره، کنترل دستمزدها و همچنین کنترل عرضه پول به مقابله با تورم بپردازند.

    معرفی:

    امروزه دستیابی به رشد و توسعه اقتصادی از مهم ترین اهداف کشورها به ویژه کشورهای در حال توسعه است. یکی از منابعی که می توان توسط آن به رشد و توسعه اقتصادی دست یافت، سرمایه گذاری مستقیم خارجی است. شواهد نشان می دهد که سرمایه انسانی نقش میانجی برای تاثیر سرمایه گذاری مستقیم خارجی بر رشد اقتصادی دارد. عامل مهم دیگر که موثر بر رشد اقتصادی و رونق کشورهاست، فناوری اطلاعات و ارتباطات است. لذا هدف از پژوهش حاضر، ارایه الگوی سرمایه گذاری مستقیم خارجی و رشد اقتصادی کشورهای در حال توسعه با نقش میانجی سرمایه انسانی و فناوری اطلاعات و ارتباطات است.

    جامعه آماری، کشورهای در حال توسعه در دوره زمانی 2018-2000 هستند. جهت انجام تحقیق، کشورهای در حال توسعه در سه قاره آسیا، آفریقا و آمریکای جنوبی انتخاب شدند. سپس کشورهای مورد مطالعه جهت الگوسازی، به چهار دسته درآمد پایین، درآمد کمتر از متوسط، درآمد بالاتر از متوسط و درآمد بالا تقسیم بندی شده و مورد ارزیابی قرار گرفتند. کشورهای مورد مطالعه در تحقیق حاضر، 9 کشور آسیایی، 9 کشور آفریقایی و 9 کشور آمریکای جنوبی است. بنابراین در نهایت 27 کشور در سه قاره گفته شده به عنوان نمونه آماری انتخاب شدند. روشی که برای بررسی هدف تحقیق به کار گرفته شد، رهیافت الگوسازی چندگروهی به روش معادلات ساختاری با رویکرد حداقل مربعات جزیی (PLS) و توسط نرم افزار Smart PLS است. 

    یافته ها

    نتایج الگوی معادلات ساختاری نشان داد که تنها برای کشورهای با درآمد بالا، متغیرهای سرمایه انسانی و فناوری اطلاعات و ارتباطات در تاثیر سرمایه گذاری مستقیم خارجی بر رشد اقتصادی، نقش میانجی دارد. بدین صورت که در کشورهای با درآمد بالا، سرمایه گذاری مستقیم خارجی به میزان 609/0 بر سرمایه انسانی تاثیرگذار است و سرمایه انسانی به میزان 428/0 بر رشد اقتصادی تاثیر می گذارد و همچنین سرمایه گذاری مستقیم خارجی بر فناوری اطلاعات و ارتباطات به میزان 482/0 تاثیرگذار است و فناوری اطلاعات و ارتباطات به میزان 348/0 بر رشد اقتصادی تاثیر می گذارد. در سایر گروه های درآمدی کشورهای در حال توسعه، این دو متغیر نتوانسته اند به عنوان میانجی برای تاثیر سرمایه گذاری مستقیم خارجی بر رشد اقتصادی عمل نمایند. 

    نتیجه

    بر اساس نتایج، کشورهای با درآمد بالا دریافتند که امکان افزایش بهره وری به دلیل سطح بالای سرمایه انسانی و نیروی کار ماهر از طریق انتقال تکنولوژی های جدید و سرریز های تکنولوژی و همچنین بهبود فناوری اطلاعات و ارتباطات وجود دارد و این موضوع به عنوان عاملی مثبت در رشد اقتصادی عمل می کند.

    معرفی:

    بر اساس نظریه های رشد جدید، نقش نیروی کار بسیار ماهر و نخبه در ایجاد سرریزهای دانش و رشد اقتصادی بسیار تعیین کننده است. علاوه بر رشد اقتصادی، دست یابی به توان رقابتی بیشتر در بازارهای بین المللی نیز مستلزم به کارگیری و افزایش سرمایه انسانی است. مهاجرت نخبگان یکی از چالشهایی است که کشورهای زیادی از دیرباز با آن مواجه هستند و از آن به عنوان یکی از مسایل آسیب زا در کشورها یاد می شود. با خروج نخبگان از کشورهای در حال توسعه، توان تولید علمی و بنیه اقتصادی کشورهای مهاجرفرست تضعیف شده و مزیتهای رقابتی این کشورها کاهش می یابد. کشورهای توسعه یافته نظیر ایالات متحده آمریکا با وجود سرمایه های عظیم و دانش فنی بالا، نخبگان را به سوی خود جذب کرده و از آنها به نحو مطلوب در ارتقا فناوری خود استفاده می کنند. از اینرو کشورهای درحال توسعه و به ویژه کشورهایی که با فراوانی منابع طبیعی مواجه هستند برای از بین بردن شکاف فناوری مابین خود و کشورهای توسعه یافته باید با از بین بردن عوامل دافعه در داخل کشور شرایط را برای فعالیت موثر نخبگان فراهم کنند. الگوهای زیادی تلاش نمودند تا بتوانند عوامل موثر بر مهاجرت نخبگان را شناسایی و نحوه اثرگذاری این مولفه ها را توضیح دهند. در این میان با توجه به اینکه نخبگان در کنار انواع سرمایه ها محسوب می شوند، انتظار می رود کشورها تدابیری اولا در جهت استفاده بهینه از تمامی سرمایه ها و ثانیا سیاست هایی در جهت هدایت فعالان اقتصادی به سمت توجه بیشتر به انواع سرمایه هایی از جنس دانش از جمله نخبگان داشته باشند. با توجه به اهمیت موضوع مطالعه حاضر با بهره گیری از تکنیک های اقتصاد سنجی و روش گشتاورهای تعمیم یافته، که توسط بلوندل و باند(1998)[1] پیشنهاد شده است، و با استفاده از نرم افزار استتا 15 به بررسی تاثیر انواع سرمایه (سرمایه انسانی، سرمایه طبیعی، سرمایه خارجی و سرمایه فیزیکی) بر مهاجرت نخبگان در کشورهای منتخب صادرکننده نفت طی دوره 2017-2008 پرداخته است.

    متدولوژی:

    در این بخش با الهام از مباحث نظری و مطالعات تجربی با وارد نمودن متغیرهای سرمایه انسانی، سرمایه طبیعی، سرمایه خارجی و سرمایه فیزیکی به کنکاش پیرامون عوامل موثر بر مهاجرت نخبگان طی دوره زمانی 2017-2008 می پردازیم. بر این اساس متغیرهای مورد استفاده در الگوی اقتصادسنجی مورد بررسی به شرح زیراست:(1) BDit= f(BDi,t-1, HC it , FDI it , PCit , NCit) در ادامه به توضیح متغیر وابسته و متغیرهای توضیح دهنده پرداخته می شود.مهاجرت نخبگان[2](BD): مهاجرت نخبگان مهاجرت نیروی کار متخصص و با توانمندی بالا از کشورهای در حال توسعه به کشورهای توسعه یافته به منظور دستیابی به استانداردهای بالاتر زندگی است(Okoye, 2016). داده های مهاجرت نخبگان از سالنامه آماری مهاجرت آمریکا[3] استخراج شده است. در این مطالعه از نسبت تعداد مهاجران نخبگان به جمعیت کشور مبدا استفاده شده است. دلیل انتخاب این متغیر بجای تعداد مهاجران نخبه این است که کشورهای مورد مطالعه از نظر جمعیتی با یکدیگر شکاف قابل توجه دارند.سرمایه انسانی[4](HC): سرمایه انسانی عبارت است از دانش، مهارت ها، شایستگی ها و خصوصیات تجسم یافته در افراد که منجر به رفاه اقتصادی فرد و جامعه می شود(OECD, 2001). در این پژوهش از متغیر سرمایه انسانی سرانه استفاده شده است. و همچنین در این پژوهش از داده های متوسط سال های تحصیل به عنوان شاخصی از سرمایه انسانی، مستخرج از پایگاه آماری سازمان ملل متحد استفاده شده است. طبق مبانی نظری و مطالعات تجربی انتظار می رود تاثیر سرمایه انسانی سرانه بر مهاجرت نخبگان مثبت باشد.سرمایه گذاری مستقیم خارجی[5](FDI): سرمایه خارجی شامل سرمایه گذاری مستقیم و غیر مستقیم خارجی است. در این مطالعه از سرمایه گذاری مستقیم خارجی سرانه جهت نشان دادن تاثیر سرمایه خارجی بر مهاجرت نخبگان استفاده شده است. کنفرانس تجارت و توسعه سازمان ملل سرمایه گذاری مستقیم خارجی را سرمایه ای دانسته که متضمن مناسبات بلندمدت میان سرمایه گذار و سرمایه پذیر بوده و کنترل و منافع مستمر اشخاص حقیقی یا حقوقی مقیم یک کشور در شرکتی خارج از موطن سرمایه گذار را به همراه دارد(UNCTAD, 1996). در این مطالعه از داده های مستخرج از پایگاه آماری UNCTAD استفاده شده است. طبق مبانی نظری انتظار می رود تاثیر سرمایه گذاری مستقیم خارجی سرانه بر مهاجرت نخبگان منفی باشد. سرمایه فیزیکی[6](PC): سرمایه فیزیکی، با ایجاد تغییرات در مواد جهت شکل دادن به ابزارهایی که تولید را تسهیل می کند به وجود می آید و از جنبه ای ملموس و قابل مشاهده برخوردار است. برای برآورد سرمایه فیزیکی از رابطه کلاین[7](1962) استفاده شده است. طبق این رابطه از آنجایی که سرمایه گذاری، به صورت تغییرات ایجاد شده در ارزش سرمایه تعریف می شود، داریم:(2) I= لذا با انتگرال گیری به فرم زیر به انباشت سرمایه می توان رسید:(3) dk =Idt  k= ʃ dk = ʃIdt در رابطه فوق برای انتگرال گیری، باید یک فرم تبعی برای It  در نظر گرفت. در اینجا فرض می شود که عامل انتگرال از روی رابطه دیگری به شکل زیر قابل برآورد است:(4)Ln It= a+ bt+ et باتخمین رگرسیون فوق به روش حداقل مربعات معمولی رابطه زیر از طریق آنتی لگاریتم گرفتن به دست می آید.(5)It= I(0)  +c (6)  I(0)=    رابطه 5 را در رابطه 3 قرار می دهیم تا انباشت سرمایه به دست آید:(7)Kt=   لذا با لحاظ شرایط اولیه خواهیم داشت:(8)K0= سپس را بطه زیر را خواهیم داشت:(9)Kt= k0 + t رابطه اخیر که به فرمول کلاین (1962) معروف است، خالص سرمایه را در هر سال به دست می دهد. در این رابطه، Kt ارزش خالص سرمایه در زمان t است. K0 ارزش خالص سرمایه در سال مبنا، It ارزش سرمایه گذاری ناخالص در زمان t و Dt میزان استهلاک سرمایه های ثابت در زمان t است. در این تحقیق 5 درصد نرخ استهلاک برای سرمایه های فیزیکی در نظر گرفته شده است (Griliches, 1988).  طبق مبانی نظری تاثیر سرمایه فیزیکی بر مهاجرت نخبگان می تواند مثبت و یا منفی باشد. در این پژوهش از سرمایه فیزیکی سرانه استفاده شده است و داده های مربوط به آن از پایگاه آماری بانک جهانی داده ها و بر اساس محساسبات طبق فرمول کلاین(1962) به دست آمده است. سرمایه طبیعی[8](NC): شاخص فراوانی منابع طبیعی به صورت سهم صادرات سوخت و کانی ها به کل صادرات کالا تعریف می شود(World Bank, 2018). با توجه به اینکه کشورهای مورد بررسی در این مطالعه کشورهایی هستند که بالای 40 درصد صادراتشان مربوط به سوخت و کانی ها می باشد از فراوانی منابع طبیعی سرانه به عنوان شاخصی جهت نشان دادن تاثیر سرمایه طبیعی بر مهاجرت نخبگان استفاده شده است. با توجه به مبانی نظری انتظار می رود تاثیر سرمایه طبیعی سرانه در کشورهای مورد مطالعه بر مهاجرت نخبگان مثبت باشد. داده های این متغیر از پایگاه آماری بانک جهانی داده ها استخراج شده است. مهاجرت نخبگان با وقفه(BDi,t-1): این متغیر، متغیر وابسته با یک دوره وقفه است. از مزیت های روش GMM این است که اجازه می دهد از وقفه متغیر وابسته به عنوان ابزار مناسبی جهت کنترل درونزایی استفاده شود (Baltagi, 2008). با توجه به اینکه معادله اقتصادسنجی بصورت لگاریتمی در نظر گرفته شده است، لذا اگر معادله 1 را بصورت صریح بیان داریم. معادله زیر را خواهیم داشت:(10)lnBDit = ß1 + ß2 lnBDi,t-1+ ß3 lnHCit+ ß4 lnFDIit+ ß5 lnPCit+ ß6 lnNCit+ Ɛit + µit در معادله فوق، اندیس i و t به ترتیب معرف کشور و زمان است و عبارتµ ویژگی های خاص هر کشور در نمونه های مورد بررسی است. به بیان ساده تر، µ ضرایب مربوط به متغیرهای مجازی مقاطع و کشورها است که در صورت چشم پوشی از آنها، در جملات خطا و پسماندها (Ɛ) خود را نشان خواهند داد.

    یافته ها

    یافته های اقتصادسنجی مطالعه حاکی از آن است که تاثیر سرمایه انسانی بر مهاجرت نخبگان مثبت و معنادار بوده است. درواقع افزایش سرمایه انسانی به معنای افزایش تعداد نخبگان است و  جنانچه بسترهای لازم جهت نگه داری و بکارگیری نیروی انسانی متخصص فراهم نباشد با افزایش انباشت سرمایه انسانی، مهاجرت نخبگان افزایش می یابد. همچنین تاثیر سرمایه گذاری مستقیم خارجی بر مهاجرت نخبگان منفی و معنادار بوده است و سرمایه گذاری مستقیم خارجی از طریق تقویت نوآوری در نتیجه سرریزدانش و تحریک تغییرات ساختار تولید سبب  افزایش تقاضا برای نیروی انسانی نخبه و متخصص شده و  مهاجرت نخبگان را کاهش می دهد. همچنین طبق یافته ها، تاثیر سرمایه طبیعی بر مهاجرت نخبگان مثبت و معنادار بوده است و فراوانی منابع طبیعی در این کشورها، تولید و صادرات را به سمت استخراج منابع طبیعی و خام فروشی سوق داده است و با کاهش تقاضا نیروی کار متخصص، زمینه افزایش مهاجرت نخبگان را ایجاد کرده است و تاثیر سرمایه فیزیکی بر مهاجرت نخبگان منفی و بی معنا بوده است. در واقع نحوه تامین سرمایه فیزیکی از کانال فناوری داخلی و بکارگیری نیروی متخصص بوده است. اما در مقابل به دلیل ماهیت کشورهای مورد مطالعه، درآمدهای ارزی ناشی از منابع طبیعی منجر به نوعی رانت منابع طبیعی گردیده است که سبب سودآور تلقی شدن واردات سرمایه ای شده است. برآیند این اثرات بی معنا شدن تاثیر سرمایه فیزیکی سرانه بر مهاجرت نخبگان را به دنبال داشته است.

    نتیجه

     یکی از سوالاتی که از دیرباز در علم اقتصاد وجود داشته و نظر اندیشمندان این عرصه را به خود جلب کرده است این بوده که چرا برخی ملت ها توسعه یافته و برخی دیگر کم تر توسعه یافته اند. در پاسخ به این سوال تیوری هایی شکل گرفته اند که اختلاف در کم و کیف سرمایه انسانی کشورها را یکی از مولفه های مهم و اصلی برشمرده اند. بر این اساس، یکی از رهیافت های بهبود رشد و توسعه اقتصادی کشورهای در حال توسعه نیز سرمایه گذاری در سرمایه انسانی و متعاقب آن انباشت نخبگان تشخیص داده شده است. از این رو، سرمایه گذاری قابل توجهی برای تربیت و فراهم سازی این منابع در کشورهای در حال توسعه و توسعه یافته به عمل می آید. بر اساس نظریه های رشد جدید، نقش نیروی کار بسیار ماهر و نخبه در ایجاد سرریزهای دانش و رشد اقتصادی بسیار تعیین کننده است. علاوه بر رشد اقتصادی، دست یابی به توان رقابتی بیشتر در بازارهای بین المللی نیز مستلزم به کارگیری و افزایش سرمایه انسانی است. با وجود این، در حالی که هیچ شکی در کمیابی نیروی انسانی متخصص و ماهر در کشورهای کم تر توسعه یافته وجود ندارد، اقتصاد جهانی طی چند دهه اخیر شاهد خروج حجم زیادی از مهاجران متخصص از این کشورها بوده است. با توجه به نقش کلیدی نخبگان در بهره گیری از سرریزهای فناوری، خلق نوآوری، رشد اقتصادی، قدرت رقابت پذیری و... به ارایه توصیه های سیاستی به سیاست گذاران و تصمیم گیران اقتصادی در راستای کاهش مهاجرت نخبگان می پردازیم:اهمیت سرمایه خارجی هم به عنوان سرمایه فیزیکی و هم به عنوان عاملی که مجموعه ای از منابع مرتبط با دانش را تشکیل می دهد مطرح است. از طرفی طبق نتایج تاثیر منفی و معناداری نیز بر مهاجرت نخبگان در کشورهای منتخب نفتی دارد. در نتیجه پیشنهاد می شود، گسترش و بهبود سیاست های تشویق جذب سرمایه گذاری مستقیم خارجی مانند ایجاد ثبات سیاسی و اقتصادی از طریق ایجاد ثبات در برنامه ها، سیاست ها و تصمیمات اقتصادی به گونه ای که فعالان اقتصادی چشم انداز روشنی را در مقابل خود مشاهده کنند زمینه لازم جهت جلب اعتماد سرمایه گذاران فراهم شود.سرمایه انسانی به عنوان یک عنصر کلیدی، سبب افزایش بازدهی به مقیاس تولید شده و ظرفیت جذب در بخش سرمایه خارجی را افزایش می دهد، با توجه به تاثیر مثبت و معنادار سرمایه انسانی بر مهاجرت نخبگان در کشورهای برگزیده نفتی توصیه می شود، دولت به جای صادرات مواد اولیه و خام، تولید و صادرات محصولات با ارزش افزوده بالا را مدنظر قرار دهد و از طریق به کارگیری و استخدام سرمایه انسانی کارآمد و نخبگان در این زمینه از خروج تعداد زیادی از نخبگان علمی جلوگیری کند. با توجه به تاثیر مثبت و معنادار سرمایه طبیعی بر مهاجرت نخبگان در کشورهای برگزیده نفتی که سرشار از منابع طبیعی هستند، پیشنهاد می شود همواره بر بهبود مدیریت فراوانی منابع طبیعی تمرکز شود و دولت با سیاست های سنجیده درآمدهای ارزی حاصل از صادرات منابع طبیعی را در راستای گسترش بازار سرمایه انسانی، تقویت زیرساخت های علمی و فراهم ساختن امکانات پژوهشی و...هزینه کند تا از این طریق زمینه های کاهش مهاجرت نخبگان فراهم شود.

    معرفی:

    دولت‎ها به بهانه اصلاح موارد شکست بازار و به دلیل تامین کالاهای عمومی، بروندادها، اطلاعات نامتقارن و بازدهی فزاینده در اقتصاد دخالت می‎کنند. اما گاهی این ملاحظات منجربه پیدایش رفتار افزونه خواهی می شود. افزونه خواهی آثار سوء بسیاری دارد که می توان به کاهش خلاقیت و نوآوری، فراگیرشدن قوانین و مقررات موردی، رایج شدن رشوه دهی و رشوه ستانی و تحریف ساختار انگیزه اقتصادی، اجتماعی و زیان رفاهی اشاره کرد. از این رو شناسایی عوامل اثرگذار بر افزونه خواهی حایز اهمیت است. چرا که با بررسی و کنترل این عوامل می توان زمینه شکل گیری افزونه خواهی را کاهش و اقتصاد را به رشد و توسعه پایدار سوق داد.

    متدولوژی:

    این مقاله به بررسی عوامل تاثیرگذار بر افزونه خواهی در دو گروه کشورهای منتخب صادرکننده نفت (اوپک) و کشورهای منتخب عضو سازمان همکاری و توسعه اقتصادی از سال 1996تا 2017 می پردازد. بدین منظور، از رگرسیون داده های پانل استفاده می گردد. در ابتدا، با استفاده از آزمون مانایی هادری-رایو (آزمونی معتبر با وجود شکست ساختاری)، وضعیت مانایی داده ها بررسی می شود و نیز سایر آزمون های پیش از تخمین انجام می گردد. سپس، به دلیل وجود وابستگی مقطعی، ناهمسانی واریانس و خود همبستگی بین جملات اخلال در هر دو گروه کشورهای منتخب صادرکننده نفت و کشورهای منتخب سازمان همکاری و توسعه اقتصادی، الگوهای مدنظر با استفاده از روش دریسکول - کرای تخمین زده می شود.

    یافته

    یافته های تجربی این مقاله حاکی از آن است که در هر دو گروه مذکور، حقوق مالکیت، دموکراسی و تولید ناخالص داخلی سرانه اثر منفی و معنادار و نظامی گری و تورم، اثر مثبت و معناداری بر فعالیت های افزونه خواهی دارند. نتایج همچنین نشان می دهد که در کشورهای منتخب سازمان همکاری و توسعه اقتصادی، با افزایش تحصیلات، افزونه خواهی کاهش می یابد. این در حالی است که افزایش تحصیلات، تاثیر معنادار و مثبتی بر افزونه خواهی در کشورهای صادرکننده نفت می گذارد. همچنین در کشورهای صادرکننده نفت، رانت نفتی اثر مثبت و معناداری بر افزونه خواهی دارد. این نتیجه بدین معنی است که، با افزایش رانت نفتی در این کشورها، انگیزه افراد در انجام کارهای مولد کمتر شده و بیشتر به سمت فعالیت های توزیعی روی می آورند.

    نتیجه

    نتایج این مطالعه نشان می دهد حقوق مالکیت تاثیر منفی و معناداری بر زمینه شکل گیری افزونه خواهی در هر دو گروه دارد. با افزایش 1 واحدی حقوق مالکیت زمینه شکل گیری فعالیت افزونه خواهی در کشورهای صادر کننده نفت 0.06 واحد و در کشورهای عضو سازمان همکاری و توسعه اقتصادی 152/0 واحد کاهش می یابد. نظامی گری در هر دو دسته از کشورها تاثیر مثبت ومعناداری بر افزونه خواهی دارد. با افزایش 1 واحد نظامی گری زمینه شکل گیری افزونه خواهی در OPEC  معادل 938/0 واحد و در OECD برابر با 374/0 واحد افزایش می یابد.همچنین افزایش 1 واحدی دموکراسی به ترتیب باعث کاهش 911/0 و 197/0 واحدی افزونه خواهی در گروه OPEC وOECD  می شود و اثر معناداری دارد. متغیر بعدی که مورد بررسی قرار می گیرد تحصیلات است. در کشورهای صادرکننده نفت تحصیلات تاثیر مثبت و معناداری بر افزونه خواهی دارد و در صورت افزایش ا واحدی تحصیلات زمینه شکل گیری افزونه خواهی 119/0 واحد افزایش می یابد. اما در کشورهای OECD تحصیلات تاثیر منفی و معناداری بر زمینه شکل گیری افزونه خواهی دارد و با افزایش 1 واحدی تحصیلات، افزونه خواهی 1/0 واحد کم می شود. عامل بعدی تولید ناخالص داخلی سرانه است که با افزایش 1 واحدی آن باعث می شود افزونه خواهی در کشورهای OPEC و OECD هر دو معادل 0001/0 واحد کاهش یابد و این تاثیر معنادار است.علاوه بر این رانت نفتی در کشورهای OPEC تاثیر مثبت و معناداری بر زمینه شکل گیری افزونه خواهی دارد. در صورت افزایش 1 واحدی رانت نفتی زمینه شکل گیری افزونه خواهی 146/0 واحد زیاد می گردد. در نهایت تورم در هر دو دسته از کشورها تاثیر مثبت و معناداری بر افزونه خواهی دارد. زمانی که تورم 1 واحد زیاد شود افزونه خواهی در OPEC وOECD به ترتیب 101/0 و 264/0 واحد افزایش می یابد.

    Examining houshold consumption expenditures and evaluating their behavior in any economy has spcial importance which in addition to revealing the result of the implementation of past policies,  can be a roadmap for government policies at the microeconomic level. Due to the diversification of households' consumption and importance of how allocating the limited income of household to different goods and services, so, investigating the consumer behavior of households by estimating marginal propensity to over-subsistence consumption for differentgoods and services and estimating income and price elasticities, have special position in economic policies. Therefore it is necessary to know the analysis of demand function and its elasticities. In this regard, the purpose of this paper is to invesigate the consumption behavior of urban households and examining the status of different groups of goods, includind substitutes and complements to each other.

    METHODOLOGY

    This research has been paid to estimate demand curve parameters and calculating income and price elasticities of the Iranian consumption demand in eight commodity groups by applying Linear Expenditure System (LES) and using econometrics method Seemingly Unrelated Regression (SUR)  during the years 1376 to 1396. In this system equations(SUR), first each equation is estimated by OLS method and after obtaining residuals, is made an estimate of variance-covariance matrix. Then the coefficients of the equation are estimated by GLS method.

    FINDINGS

    Any increase in the income of urban households(after deducting the minimum wage expenses) first leads to a higher demand for housing, fuel and lighting, and then is allocated to other groups. In this way after the housing and energy product groups, in order, the product groups of foods, transportation, other goods, health care, clothing, home appliances,  recreation and cultural affaires have the highest priority for allocating the expenditures above the minimum wage among urban households. Also the lowest share belongs to the group of recreation, cultural affairs and education with the marginal cost share of 44%.

    CONCLUSION

    The results show that in the Iranian economy during the years 1376 to 1396, on average, building group and types of energy(water, electricity, gas, etc) with a coefficient of about %34 has the highest marginal propensity to consume of minimum wage. After building group, commodity groups of food and transportation with a coefficient of %19 and %15 respectively, are allocated in the next priorities of propensity of households to allocate an additional unit of their income to different groups of goods and services. So over the last 20 years, these three commidity groups, contains about %70 of the propensity of Iranian urban households to allocate surplus income. Because Iran is known as a developing country, therefore this result is in accordance with the realities of Iran s economy. Of course, with proper and purposeful planning, it should be possible in the future, by resolving or modifying these concerns, these results shifted in favor of other commodity and service groups that are important for development and progress (including education and health).The results indicate that own-price elasticities are negative which representing the governance of demand law on consumer goods' demand. In other words, according to microeconomic theory by increasing the price of good or service, assuming other conditions are constant, the amount of demand for the good or service decreases. The results of cross-price elasticities show that there is complementary relationship between commodity groups which indicates that in the consumption basket of urban households in Iran in 1396, there is not much variety of goods and services so that goods or services can be substituted by changing prices. Also, according to the results, food and drink, and building and different energies groups are considered as essential goods for urban households. Healthcare commodity group is a normal goods and other commodity groups are luxury goods.

    INTRODUCTION

    shadow economy is an integral part of the economic structure of any country, which is always more common in countries with lower levels of development than in developedones. A relatively large size of shadow economy will have many negative effects on the economy as a whole because it absorbs resources and labor from the formal economy, limits public resourcesandthe effectiveness of policies, and distorts official statistics, as well as competition. It will increase unfair competition against official companies that follow the rules. Therefore, in order to prevent, identify and deal with this phenomenon, the government must bear the costs. Considering that increasing military expenditures with the security it creates inside each country causes the injection of domestic and foreign capital into official sectors of the economy and increases employment and GDP, as a result of the security caused by increased costs in the military sector social order, economic prosperity, peace of society, increasing creativity and innovation, progress and development of society, access to modern and advanced facilities and equipment, and finally reducing economic crime and underground and shadow activities in the country will happen.During the period under review, shadow economy as a percentage of GDP in Iran has an upward trend with relatively low ups and downs and during this 35-year period has an average of 19.31 percent and the variable of military spending as Percentage of GDP has a negative and significant effect on the shadow economy in the period under study, ie for each unit of increase in military spending shadow economy decreases by 0.134 percent.

    METHODOLOGY

    In this research, the structural equation modeling approach based on partial least squares and multiple index pattern - multiple causes and SMART PLS software has been used to investigate the effect of military spending on shadow economy in Iran during the period 1981 to 2015.Multiple Index Pattern - Multiple causes, which include observed model variables and latent shadow economy variable, take the form of two equations. In the first equation, the relational relationship of shadow economy and its causes are explained and in the second equation, how the indicators are affected by the volume of shadow economy is specified. Therefore, the multiple index model - multiple causes has two parts: structural model and measurement model.     FINDINGS

    According to the results of this study, the signs of coefficients of exchange rate variables in the formal market, government size, effective tax rate, income from natural resources, military expenditures and the openness index of the economy in the study model are statistically significant and coefficient signs are consistent with theoretical predictions. Also, the estimated values of parameters in the studied model show that among the indicators reflecting the effects of shadow economy, the effect of shadow economy on energy consumption and money demand is positive and is as expected. 

    CONCLUSION

    The results of the analysis showed that increasing military spending to create the necessary infrastructure for the production of military equipment in the country instead of buying it from abroad, while reducing the country's military dependence on the world military powers, creates employmentand economic prosperity, increases national income and reduces unconventional and shady activities. Of course, it should be noted that although military power is a factor in ensuring internal security and reducing external threats, due to budget constraints, unconventional increase in military spending and replacing it with other public sectors spending such as education, health, etc. is an obstacleFor Optimal allocation of income to economic and social investments, which will have adverse consequences. In addition, official exchange rate, income from natural resources, economy openness index, black market exchange rate, government volume and effective tax rate are among the factors affecting shadow economy in Iran, among which the variable of income from natural resources has the most effecton the expansion of shadow economy. shadow economy has also affected energy consumption, money demand and employment, which have a greater impact on employment as a whole than on the other two variables. Therefore it is suggested:1- Organizing a business environment with the aim of directing activities in the field of informal economy to the formal sector of the economy and increasing economic transparency 2- Explaining the effect of military spending on security and life of citizens to motivate tax payments and prevent the spread of shadow economy.3- More control on the budget, especially the military budget to prevent possible abuses. 4-Based on results, increasing liquidity results in inflation which itself brings forth shadow economy. Implementing appropriate monetary policies as well as financial order can prevent inflation and its detrimental consequences.

    INTRODUCTION

    In explaining the shocks to the economy, it is important to examine the role of banks in implementing monetary and financing policies. Banks can have a significant impact on the formation of boom and bust cycles by playing the role of intermediary funds and financiers. On the other hand, the position of the housing sector in the economy, along with the importance of housing financing in changing the housing market conditions, requires that the mentioned role in the economy be examined. In this study, considering the ability of DSGE in simulating the economy and explaining the behavior of macroeconomic variables in the face of shocks to the economy, the role of housing financing in the formation or continuation of Iranian business cycles has been investigated.

    METHODOLOGY

    In this study based on econometric methodology, a stochastic dynamic general equilibrium model is used to investigate the role of housing financing on Iranian business cycles. To quantify the model designed in this study, the method of calibration was used. Also, to estimate some of the model parameters, the first-order vector autoregression (AR) method was used based on data from macroeconomic variables during the period 2007 to 2019.Specify the model In the final goods market, the equilibrium condition in the economy is obtained from the equality of total supply and total demand as follows:(31) (32) (33assuming that؛ (34) (35)  (36)  Solve and approximate the patternSince stochastic dynamic general equilibrium patterns generally consist of nonlinear equations of the endogenous variables of the pattern, it is necessary to convert them to linear equations through linearization methods. Calibration is a method for selecting model parameters in a way that is most similar to and compatible with the economy under study (Heidari& Malabahrami, 2016).

    FINDINGS

    Findings show that economic fluctuations are not only explained by non-financial shocks such as productivity shocks in the final products and housing and housing demand shocks, but also due to financial frictions such as capital quality shocks that in terms of housing financing factor, these effects Intensifies.

    CONCLUSION

    In this study, using the framework of stochastic dynamic general equilibrium models, a DSGE model was designed in terms of housing financing simultaneously with other sectors. In terms of housing financing through the banking sector, by including the housing sector and the banking system in the design of the DSGE model and its estimation, it was observed that housing financing can have a significant impact on the business cycles of the housing market and growth and dynamics. Create the economy. The strengthening of financial shocks in this model stems from the financing of housing for banks and families with unlimited horizons. These reinforce each other and expand into business cycles over time, creating a reinforcing effect on the dynamics of financial and housing variables.The main difference between the model designed in this study and other studies in this field, in terms of banking and housing sectors in the model with the aim of examining the role of housing financing on business cycles, taking into account the structure of the Iranian economy. Bringing new impulses to the base model, the effects of the impulses under the two scenarios of the existence of housing financing and the absence of the factor mentioned in the model were evaluated. In general, the results obtained from the instantaneous reaction functions indicate the relative success of the model in simulating the Iranian economy and the adaptation of the model to economic expectations and realities.

    INTRODUCTION

    Institutional economists have considered institutions and institution-based structures as the fundamental factors of the growth in new theories of economic growth. Accordingly, an increasing number of studies, besides analyzing the relevant institutions and structures, have investigated the relationship between these factors and economic growth. Risk management, as an institutional economics-based motivating structure, has a significant and special position. Accordingly, this research attempts to formulate an indicator to measure household risk management and investigate its impact on the economic growth of selected countries of the Organization of Islamic Cooperation (OIC) for the period 2005-2017.

    METHODOLOGY

    In this study, a dynamic panel data approach has been used to evaluate the role of household risk management in the economic growth of selected countries of the Organization of Islamic Cooperation during the period 2005-2017. In addition, the required information has been received from the World Bank and the International Monetary Fund. Specifying research model To investigate the study’s hypotheses following equations were used: (1)In these equation GDPG, HRM, SE, POPG, INF, K and LP refer respectively to gross domestic product growth, household risk management, self-employment, population growth rate, inflation, gross capital formation and labor productivity.

    FINDINGS

    The results of this study show that in selected Islamic countries and in the period 2005 to 2017, the effect of household risk management and self-employment on economic growth was positive and significant and the effect of population growth rate and inflation on economic growth was negative and significant. In fact, increasing household access to credit by investing in education and health; Improving social support through adaptation of labor supply and demand; Strengthening human capital by increasing productive power and ultimately improving the state capacity by improving household livelihoods as positive consequences of household risk management and increasing innovative activities as a positive consequence of self-employment will increase economic growth. . Meanwhile, increasing inflation by reducing the purchasing power and investment, and on the other hand, increasing the population growth rate due to limited resources and insufficient infrastructure, can reduce economic growth.

    CONCLUSION

    Based on the positive and significant effects of household risk management and self-employment and negative and significant effects of population growth rate and inflation on the economic growth of selected OIC member countries in the desired period, these policy recommendations can be suggested:

    INTRODUCTION

    One of the most important goals of the countries, especially developing countries, is economic growth and development. One of the sources that can retrieve the lack of capital in the developing countries and lead to economic growth is foreign direct investment. Some evidence shows the human capital plays a mediating role in the impact of foreign direct investment on economic growth. The other important factor that can affect economic growth and the prosperity of countries, is the information and communication technology. Thus, the current research aim is to present a foreign direct investment model and economic growth in developing countries with the mediating role of human capital and information and communication technology.

    METHODOLOGY

    The study populations are the developing countries between 2000-2018. In this research, the developing countries in three continents of Asia, Africa, and Southern America have been selected. Then, the countries are divided into four different income groups: developing countries with high-income, developing countries with higher than medium income, developing countries with lower than medium income, and developing countries with low-income. Thus, in the end, 27 countries in three continents have been chosen as the statistical sample. The method used in this study is the multi-group modeling approach with the structural models with partial least square (PLS) approach.

    FINDINGS

    The results showed that only in the developing countries with high income, the human capital and information and communication technology have a mediating role on the impact of foreign direct investment on economic growth. Thus in high income countries, foreign direct investment affects human capital by 0.609 and human capital affects economic growth by 0.428. Foreign direct investment affects information and communication technology by 0.482 and information and communication technology by 0.348 affects economic growth. In the other income groups in developing countries, these two variables couldn’t have any impact on foreign direct investment on economic growth as a mediator.

    CONCLUSION

    Based on the results, it is recommended for developing countries to implement human capital, information and communication technology in foreign direct investment and increase economic growth by using these factors.

    INTRODUCTION

    According to new growth theories, the role of highly skilled and elite workforce is very decisive in creating knowledge spillovers and economic growth. In addition to economic growth, achieving greater competitiveness in international markets also requires the use and increase of human capital. The migration of elites is one of the challenges that many countries have been facing for a long time and it is mentioned as one of the traumatic issues in the countries. With the departure of the elites from the developing countries, the scientific production capacity and the economic base of the immigrant-first countries are weakened and the competitive advantages of these countries are reduced. Developed countries such as the United States of America, despite their huge capital and high technical knowledge, attract elites and use them favorably in improving their technology. Therefore, in order to eliminate the technological gap between themselves and developed countries, developing countries and especially countries that are faced with an abundance of natural resources must provide the conditions for the effective activity of elites by eliminating the repulsive factors inside the country. Many models tried to be able to identify the factors affecting the migration of elites and to explain the effect of these components. In the meantime, considering that the elites are considered next to all kinds of capital, it is expected that the countries first take measures for the optimal use of all capitals and secondly, policies to guide economic activists to pay more attention to all kinds of capitals. have knowledge including elites. Considering the importance of the subject of the present study, by using econometric techniques and the method of generalized moments, which was proposed by Blundel and Bond (1998), and using Stata 15 software, to investigate the effect of different types of capital (human capital, natural capital, foreign capital and physical capital) has studied the migration of elites in selected oil exporting countries during the period of 2008-2017.

    METHODOLOGY

    In this section, inspired by theoretical discussions and empirical studies, by introducing the variables of human capital, natural capital, foreign capital and physical capital, we explore the factors affecting the migration of elites during the period of 2008-2017. Elite immigration data is extracted from the American Statistical Yearbook of Immigration. In this study, the ratio of the number of elite immigrants to the population of the country of origin is used. The reason for choosing this variable instead of the number of elite immigrants is that the studied countries have a significant gap with each other in terms of population.Human capital (HC): Human capital is the knowledge, skills, competencies and characteristics embodied in people that lead to the economic well-being of the individual and society (OECD, 2001). In this research, the per capita human capital variable has been used. Also, in this research, the data of the average years of education has been used as an indicator of human capital, extracted from the United Nations statistical database. According to theoretical foundations and empirical studies, it is expected that the impact of per capita human capital on elite immigration is positive. Foreign Direct Investment (FDI): Foreign capital includes direct and indirect foreign investment. In this study, foreign direct investment per capita is used to show the effect of foreign capital on elite migration. The United Nations Conference on Trade and Development considers foreign direct investment as capital that implies long-term relations between the investor and the investee and brings the continuous control and interests of natural or legal persons residing in a country in a company outside the investor's home country (UNCTAD). , 1996). In this study, data extracted from the UNCTAD statistical database was used. According to theoretical bases, it is expected that the impact of foreign direct investment per capita on elite migration is negative. Physical capital (PC): Physical capital is created by making changes in materials to shape tools that facilitate production and has a tangible and visible aspect. in this study, Klein's relation (1962) was used to estimate physical capital. In this research, 5% depreciation rate is considered for physical assets (Griliches, 1988). According to theoretical foundations, the effect of physical capital on elite migration can be positive or negative. In this research, per capita physical capital has been used, and the data related to it has been obtained from the statistical database of the World Data Bank and based on considerations according to Klein's formula (1962). Natural capital (NC): The abundance index of natural resources is defined as the share of fuel and mineral exports to the total export of goods (World Bank, 2018). Due to the fact that the countries investigated in this study are countries that have more than 40% of their exports related to fuel and minerals, the abundance of natural resources per capita has been used as an indicator to show the effect of natural capital on elite migration. According to the theoretical foundations, it is expected that the effect of natural capital per capita in the studied countries on the migration of elites is positive. The data of this variable was extracted from the statistical database of the World Data Bank. Intermittent elite migration (BDi,t-1): This variable is a dependent variable with an interruption period. One of the advantages of the GMM method is that it allows the dependent variable interval to be used as a suitable tool to control endogeneity (Baltagi, 2008). Considering that the econometric equation is considered logarithmically, so if we express equation 1 explicitly.     FINDINGS

    The econometric findings of the study indicate that the impact of human capital on elite migration has been positive and significant. In fact, an increase in human capital means an increase in the number of elites, and if the necessary platforms for maintaining and employing specialized human resources are not provided, with the increase in the accumulation of human capital, the migration of elites will increase. Also, the effect of foreign direct investment on the migration of elites has been negative and significant, and through strengthening innovation as a result of knowledge spillover and stimulating changes in the production structure, foreign direct investment increases the demand for elite and specialized manpower and reduces the migration of elites. Also, according to the findings, the effect of natural capital on the migration of elites has been positive and significant, and the abundance of natural resources in these countries has led production and export to the extraction of natural resources and the sale of raw materials, and with the decrease in the demand for specialized labor, the grounds for increased migration It has created elites, and the effect of physical capital on the migration of elites has been negative and meaningless. In fact, the way to provide physical capital was through the internal technology channel and the use of expert personnel. But on the other hand, due to the nature of the studied countries, the foreign currency income from natural resources has led to a kind of rent of natural resources, which has caused capital import to be considered profitable. As a result of these effects, the effect of per capita physical capital on elite migration has been meaningless.

    CONCLUSION

    One of the questions that has existed in economics for a long time and has attracted the attention of thinkers in this field is why some nations are developed and others are less developed. In response to this question, theories have been formed that consider the difference in quality and quantity of human capital of countries as one of the important and main components. Accordingly, one ofThe approaches to improve the growth and economic development of developing countries have also been identified as investment in human capital and the subsequent accumulation of elites. therefore,A significant investment is made to train and provide these resources in developing and developed countries. As a result, it is suggested to expand and improve policies to encourage foreign direct investment, such as creating political and economic stability through creating stability inPlans, policies and economic decisions in such a way that economic activists see a clear vision in front of them, the necessary ground to gain the trust of investors is provided.Human capital, as a key element, increases the efficiency to the scale of production and increases the absorption capacity in the foreign capital sector, considering the positive and significant effect of human capital on the migration of elites in selected oil countries, it is recommended that the government Instead of exporting primary and raw materials, consider the production and export of products with high added value and prevent the departure of a large number of scientific elites through the use and employment of efficient human capital and elites in this field.Considering the positive and significant effect of natural capital on the migration of elites in selected oil countries that are rich in natural resources, it is suggested to always focus on improving the management of the abundance of natural resources and the government with well-considered policies to increase the foreign exchange earnings from the export of natural resources.     INTRODUCTION

    Governments intervene in the economy because of correcting market failures and providing public goods, externalities, asymmetric information and increasing efficiency. But sometimes these intervention lead to the emergence of rent-seeking behavior. Rent-seeking has many bad effects, For example reducing creativity and innovation, spreading the individual rules and regulations, Prevalence of bribery and bribery, and distorting the structure of economic and social motivation and welfare loss. Therefore, it is important to identify the factors that influence the rent-seeking. By investigating and controlling these factors, it is possible to reduce the formation of rent-seeking and lead the economic growth and development.

    METHODOLOGY

    This article investigates the influencing factors on rent-seeking in two groups of selected oil exporting countries (OPEC) and selected countries from the Organization for Economic Cooperation and Development from 1996 to 2017. For this purpose, panel data regression is used. At first, by using Hadri-Rao test (a valid test that is including structural failure), the stationary of the data is checked and other pre-estimation tests are performed. Then, due to cross-sectional dependence, heterogeneity of variance and autocorrelation between the disturbance term in both groups of selected oil exporting countries and selected countries of Organization for Economic Cooperation and Development, the considered patterns are estimated using the Driscoll-Cray method.

    FINDINGS

    The empirical findings of this article indicates that in both mentioned groups, property rights, democracy and GDP per capita have a negative and significant effect, and military and inflation have a positive and significant effect on rent-seeking. The results also show that in the selected countries of the Organization for Economic Cooperation and Development, with the increase in education, the rent-seeking decreases. In addition, the increase in education has a significant and positive effect on rent-seeking exporting countries. Also, in oil exporting countries, oil rent has a positive and significant effect on rent-seeking. This result means that, with the increase of oil rent in these countries, people's motivation to do productive work decreases and they do more distribution activities.

    CONCLUSION

    The results of this study shows that property rights have a negative and significant effect on the formation of rent-seeking in both groups. With an increase of 1 unit in property rights, the formation of rent-seeking activities in Petroleum Exporting Countries decreases by 0.06 units and in the Economic Cooperation and Development countries , it decreases by 0.152 units. Military has a positive and significant effect on rent-seeking in both categories. With the increase of 1 unit in military, the possibility of rent-seeking in OPEC increases by 0.938 units and in OECD by 0.374 units.Also, an increase of 1 unit of democracy decreases of 0.911 and 0.197 units of rent-seeking in the OPEC and OECD groups, respectively, and has a significant effect. The next variable is education. In oil-exporting countries, education has a positive and significant effect on rent-seeking, and if one unit of education increase, rent-seeking increases by 0.119 units. But in OECD countries, education has a negative and significant effect on the formation of rent-seeking, and with an increase of 1 unit of education, rent-seeking decreases by 0.1 unit. The next factor is GDP per capita, which increases by 1 unit and it causes rent-seeking in both OPEC and OECD countries increase by 0.0001 units, and this effect is significant. In addition, oil rent in OPEC countries has a positive and significant effects on formation of rent-seeking. If the oil rent increases by 1 unit, the formation of rent-seeking increases by 0.146 units. Finally, inflation in both categories of countries has a positive and significant effect on rent-seeking. When the inflation increases by 1 unit, rent-seeking is increased in OPEC and OECD by 0.101 and 0.264, respectively.
