    Management of innovation processes is one of the functions of local governments and, therefore, they should be the initiators and moderators of communication between research organizations and enterprises. The program formation of agglomeration innovative development involves the creation of promoting innovation body, which allows to achieve the maximum involvement degree of all the participants in the innovation process. The article is devoted to the research of urban agglomeration innovative development, the need to create a special body or center for innovation, which will form a set and interconnected, and will be integrated into the urban agglomeration and carry out innovation and technological activities as part of research and production infrastructure. The article develops a method for predicting the effectiveness of the advancement of this body through the digital space using trend models. It is expected to receive three forecasts: optimistic, realistic and pessimistic. This will accelerate the establishment of links between the players of the regional innovation market and contribute to a qualitative change in the spatial and functional structure of urban agglomerations. The development of information and communication technologies allows to create effective systems that will stimulate the agglomerations innovative development . Therefore, the communicative activities of regional governments should be carried out through the use of information and communication technologies. Thus, the urgency of developing a methodology for assessing the increase of the innovative component of agglomeration economic development is due to the low percentage of implementation research results, low science-intensive gross value added in the Ukrainian regions, the possibility of using information and communication technologies. Increasing the number of targeted visits will simplify and speed up the process of establishing links between innovation market players at the agglomeration spatial level in both the short and long term

    The purpose of this study is to develop proposals and recommendations for the implementation of a process model for the development of leadership qualities of public servants and justification of the conditions for ensuring its effectiveness in terms of digital transformation. The relevance of this study is due to the need to ensure development of the process of professionalization of the senior civil service personnel on the basis of development of leadership qualities that will contribute to the effective operation of the civil service of Ukraine, change management and successful implementation of reforms in Ukraine, taking into account the best world practices. The methodology for assessing the level of managerial competencies of public servants according to the degree of implementation of strategic (key) competencies has been developed. The assessment of managerial competencies according to the degree of their significance for civil servants, the expert group identified the most important management competencies. An approach to understanding has proposed interaction of leadership competencies with managerial competencies, a diagnostic model for assessing the leadership of public servants has been developed. To implement the model, a system of indicators has been developed - single, complex and integrated indicators of civil servants' leadership, using tools: a tree of civil servants' leadership indicators, matrices for the calculated civil servants' leadership indicator, measurement scales for the corresponding level of indicators.

    The purpose of this study is to study the indicators for evaluating the effectiveness of the implementation of investment processes on the securities market, taking into account the scientific foundations of information management systems and analysis of indicators of financial efficiency of the investment function of the securities market in Ukraine.The relevance of this study is due to the growing importance of management information systems in all sectors of the Ukrainian economy, in particular, the provision of solutions to the problems of activating investment processes in the securities market of Ukraine by analyzing and reassessing the effectiveness of investment processes at this level, taking into account the scientific basis of management information systems. A set of indicators that best reflect the implementation of the investment function of the Ukrainian securities market is proposed. A matrix of characteristics of investment processes in the securities market is proposed. It is argued why domestic and foreign investors prefer local securities market indices when making investment decisions. Through the implementation of correlation-regression models, it has been proven that, on average, 87% of changes in investments in securities are due to changes in the number of licensed entities, which on the Chedoch scale indicates a close relationship between the indicators. The results obtained using statistical inference methods indicate a high impact of both external macroeconomic factors that inhibit the development of the securities market and internal, which in turn is reflected in the indicators of assessing the effectiveness of investment processes in the securities market.

    The condition of the hotel's competitiveness is a strong brand. The introduction of digital marketing in the strategy of hotel branding creates new opportunities for hotels when interacting with guests through digital channels. The purpose of this study is to develop theoretical and practical measures to improve the effectiveness of marketing strategies in hotel branding using digital tools.To achieve the goal of the study was conducted research on targeted branding some of the largest hotel chains. The results of the analysis showed that in the process of branding at each stage the corresponding goals have achieved by means of advertising, marketing, public relations management, personnel selection, corporate culture.This study substantiates the main tools of the strategy of the Digital Marketing and Sales. The brands need to constantly monitor changes in market positions and audience sentiment using all the features and channels. The priorities should be implemented by performing key tasks, in particular such astimely measurements as far as brand experience has a positive effect on customer satisfaction and loyalty.

    The purpose of this study is the development of IT-consulting in the system of foreign economic activity of the Black Sea region. The relevance of this study is due to the need to address the development of consulting services in the system of foreign economic activity of the agro-industrial complex in the region. It is established that today many companies are interested in reducing the risks associated with running their own business. This has led to a rapid growth of consulting companies. The most popular are IT consulting services, market research, financial consulting and auditing with the largest market share, while environmental consulting is only gaining momentum. Institutional priorities of IT-consulting services in the system of foreign economic development of agro-food production of the region are established. The mechanism of development of the system of regional IT-consulting for stimulation of foreign economic activity of agro-food sphere is offered. The basic elements of development and functioning of the international infrastructure of regulation and self-regulation of IT-consulting services are investigated. It is determined that in the long run the services will be developed on the basis of innovative concepts and management tools to ensure the strategic competitiveness of customers. The consumers served are metallurgy, energy, construction, telecommunications, chemical industry, food industry, trade and distribution, media companies and the financial sector. In general, the consulting industry in Ukraine has some space, and domestic consulting companies also have a significant share of reserves in the market of consulting services. The estimated value of exports of the Black Sea region according to the models in 2022 is projected at the level of 2989.242 million dollars, and in 2023 - at the level of 3146.893 million dollars. It is proved that for further intensification of foreign economic activity of enterprises two main problems should be solved: to overcome excessive dependence on export of plant products (and other products with low added value) and to intensify export capacities of Kherson region.

    The purpose of this study is to develop proposals for the introduction of ecological, digital, professional, innovation and social public procurements in the national strategy on E-Public Procurement Reform and the strategy of procurements on the company-customer level. The relevance of this study is due to the need to ensure the development of “smart”, sustainable, inclusive economy, which will help reduce unemployment, poverty, facilitate access for people with disabilities to work, create opportunities for the education of young people and adults, stimulate innovations, meet expectations of citizens, solve environmental problems, carry out digital transformations taking into consideration the best world practices. The share of public procurements in expenditures of the state budget and gross domestic product of Ukraine, the dynamics of the procurement’s participants in the B2G segment is evaluated. In Ukraine, the largest share of expenditures falls on security and social protection, however, the prosperity index in these categories is critical (“red” zone). In order to form The E-Public Procurement Strategy, the best world practices of introducing innovative, environmental and social procurement criteria should be considered. Strategic directions of public procurement, namely – ecological, digital, professional, innovation and social, which provide sustainable and inclusive development of economy, are proposed.

    With the development of a new stage of the industrial revolution, the importance of digitalization of business development tools is growing. The purpose of this article is to study the applied aspects of digital marketing tools usage for business development in the B2C market. To achieve the purpose and objectives of the study general and special methods are used: comparative analysis of the results of economic and statistical surveys; method of expert assessments by questionnaires using a 5-point Likert scale. The concordance coefficient was used to determine the consistency of the experts' opinions taking into account the related ranks in method of expert assessments. According to the results of the research, it is established that the Ukrainian business of the B2C sector was actively mastering digital marketing tools. The analysis of penetration level of digital technologies in the development of trade business showed the emergence of basic conditions for updating marketing tools to influence the B2C market. There is a rapid coverage rate of multi-purpose use of the Internet among consumers and businesses; gradual growth of digital skills among practitioners; positive dynamics of development of interactive services in the trade sphere. However, the level of use of the retail businesses websites remains low in many spheres of customer service. An important trend of the current development stage of the consumer market is the usage of business Internet platforms designed for mass dissemination of information. Effective marketing channels of interaction with consumers include social media (social networks, blogs or microblogs, websites with multimedia content, knowledge sharing tools), websites, e-shops, and sales via mobile devices. According to the results of expert evaluation, foreground digital technologies, which are able to bring business to a qualitatively new level of interaction with consumers and the provision of trade services have been identified. These are artificial intelligence and cognitive technologies, BigData, Internet of Things (IoT), and cloud computing. The structural and logical scheme of research of digital marketing tools is used for business development which includes two stages is offered. In the first stage, trendwatching, benchmarking and evaluation of internal opportunities for the use of digital marketing tools are performed. In the second stage, three components of digital readiness of business are defined: technological; competence; institutional. The obtained results form the basis of further research to determine the priorities of adaptive digital business behavior for the productive use of existing digital opportunities.

    The cybersecurity in the modern world has become global, and cyber attacks are becoming more complex and large-scale. In the system of civil and criminal justice, computer forensics helps to ensure the integrity of digital evidence presented in court cases. The purpose of this study is to develop scientifically sound proposals and recommendations for the implementation of tools for forensic research of computer tools and systems in the fight against cybercrime. The relevance of this study is due to the need to implement active ways to protect and combat cybercrime. To achieve the goal of the study, methodological principles and approaches of legal science were used. It is proposed to use computer forensic methods more widely research in the fight against cybercrime.This study identifies the types of computer forensics: forensics database; electronic forensics; malware forensics; criminology of memory; mobile forensics; network forensics. The authors foundlack of a regulatory mechanism to regulate cybersecurity, capture and use of digital evidence and the regulatory framework for international cooperation. To brought need in strengthening international cooperation and in developing appropriate policies and legislative initiatives of security and network and information systems, improvement legislation in the field countering cybercrime.

    The article examines the nature of the relationship between environmental pollution and economic growth in Ukraine. An Data intelligence analysis of the dependence of pollutant emissions on GDP per capita and other factors of Ukraine's economy for the period from 1996 to 2018. The results of the econometric analysis confirm the theory of the Environmental Kuznets Curve. To prevent environmental and economic catastrophes, it is necessary to increase the gross regional product per capita, and this should be done by diversifying the economy, investing in clean production, and modernized equipment.

    The financial potential of agricultural enterprises has important for the development of the domestic economy. Violation of positive dynamics of the development of the country's economic system highlighted the urgent problems and existing prospects for the development of the domestic economy. A special role in this process belongs to the agrarian sector, therefore it is advisable to analyze the state of the financial potential of the agrarian sector enterprises in the context of modern development of the domestic economic system. In the article we have analyzed indicators that characterize the level of enterprises development in the agricultural sector of Ukraine. The article defines the main strategic orientationsIncreasing the financial potential of an agricultural enterprise should be the effective implementation and use of information technologies, ensuring financial security, financial independence and financial stability. The main sources of financial potential of agricultural enterprises are determined. It has been proven that the use of information technologies allows to speed up and simplify the process of providing financial services to agricultural enterprises, optimize the cost structure and improve their management. It has been proved that such changes are a confirmation of the need to strengthen the financial potential of agricultural enterprises by increasing the shares of additional and reserve capital. It was established that the financial potential of agricultural enterprises is high, but it is characterized with descending dynamics. The financial stability of the enterprise is determined relatively its functioning and possible development prospects. It is considered as the system's ability to maintain planned development despite changes in internal and external factors of influence and their forms of manifestation. Ignoring obstacles and the possibility of overcoming them along with the preservation of internal ones of characteristics is an important property of countering obstacles. A certain set of obstacles and prerequisites for the development of the financial potential of agricultural enterprises allowed to identify the most urgent problem areas, to update and focus attention on the main problems of the potential of enterprises. Definitely problematic the range of questions made it possible to identify the main areas of solution problems of formation and development of the financial potential of enterprises, the formation of a system of its tools, to justify the need to create a concept of support and development of the financial potential of agrarian enterprises.

    Background

    The article proposes a methodical procedure for assessing the risk of implementing the diversification strategy of an industrial enterprise based on of management information technologies. The result of which was the improvement of the solution of practical tasks of the diversification strategy with the help of economic and statistical modeling.

    Methods

    the article proposes a methodology for assessing the risk of implementing a diversification strategy, which is based on modeling a portfolio of strategies using economic and statistical indicators: mathematical expectation; dispersions; covariances.

    Results

    As a result of the approbation of the methodical approach, the issue of optimization of complex diversification plans of enterprises in the conditions of the implementation of information technologies was considered. This approach is based on achieving such a structure of diversification of the enterprise, when the expected efficiency will be the maximum possible, and the expected risk will be the lowest. The solution to this problem was realized on the example of product diversification, when the enterprise decides to open the production of several heterogeneous goods.

    Conclusions

    It was concluded that combinations of key success factors distinguish one segment from another, then there are always factors that are part of several or many areas. The obtained calculations showed the possibility of using this methodical approach when assessing the risk of implementing a diversification strategy in the conditions of the introduction of information technologies. The possibility of its use in the context of justifying the choice of a variant of a diversified production portfolio of an enterprise organized on the basis of management information technologies is considered.
