    برنامه های توسعه راهبرد، چارچوب و الگوی حکمرانی و مدیریت سیاسی فضا را مشخص می کنند و این برنامه‏ها به ابعاد و وجوه مختلف حکمرانی می پردازند که یکی از مهمترین وجوه آن ابعاد زیست محیطی است. در این پژوهش، با هدف بررسی حکمرانی زیست محیطی گفتمان سازندگی با تاکید بر برنامه های اول و دوم توسعه نظام جمهوری اسلامی ایران و با به کارگیری روش تحلیل مضمون در قالب نکات کلیدی، کدگذاری اولیه، مضامین پایه فرعی و اصلی و نیز مضامین سازمان دهنده، ضمن ارایه تصویری کلان از ابعاد زیست محیطی گفتمان سازندگی به دنبال پاسخ به این سوال است که ابعاد زیست محیطی گفتمان سازندگی چگونه است؟ از بین جامعه آماری تحقیق (برنامه های اول و دوم توسعه) با روش نمونه گیری نظری 112 گزاره انتخاب و با کدگذاری آن ها 178 مفهوم اولیه (کد باز) شناسایی شده است. سپس با در نظر گرفتن اشتراکات محتوایی کدهای باز، 52 مضمون پایه فرعی، 14 مضمون اصلی و 9 مضمون سازمان دهنده براساس نظریه های تحقیق، محیط شناسی، نظر نخبگان و تشخیص نویسندگان تولید شده است. مضامین سازمان دهنده شامل بعد اقتصادی (مضمون اصلی اقتصاد سبز)، بعد اجتماعی (مضامین اصلی "رفاه و توسعه اجتماعی" و "تنطیم خانواده")، بعد سیاسی اداری (مضامین اصلی "حکمرانی خوب"، "تمرکززدایی" و "آمایش سرزمین")، بعد دیپلماسی (مضمون اصلی "دیپلماسی زیست محیطی")، بعد اکولوژیکی (مضامین اصلی "حفاظت و احیای محیط زیست"، "سازگاری با زیست‏بوم" و "مدیریت تغییرات اقلیمی") و بعد خدماتی (مضمون اصلی "حمل ونقل سبز")، بعد حقوقی (مضمون اصلی"حقوق زیست‏محیطی")، بعد فرهنگی (مضمون اصلی "اصلاح الگوی مصرف") و بعد امنیتی (مضمون اصلی "امنیت زیست محیطی") در قالب شبکه مضامین، ترسیم شده اند.

    کنش افراد تابعی از ادراک محیطی آنها بر بنیاد منافع و مصالح شان است. رای دهی به عنوان کنشی سیاسی از سوی واجدان حق رای نیز تابعی از ادراک محیطی آنها است که به الگویی فضایی آرا در حوزه انتخابیه جهت و معنا می دهد. در آن دست حوزه های انتخابیه که هویت های مکانی متفاوتی دارند و رقابت بین نواحی مختلف بالا است، مرز بین هویت‎ها به الگوی فضایی آرا جهت می‎دهند. حوزه انتخابیه اسفراین در استان خراسان شمالی از هویت های مکانی در قالب زبان نتیجه انتخابات و آراء نامزد پیروز را جهت می دهد. مقاله حاضر بر این فرضیه استوار است که همانندی های هویتی (زبانی) در قالب هویت‎های مکانی پایه ای ترین عامل شکل دهی به الگوی فضای آرا در این حوزه انتخابی هستند. روش شناسی حاکم بر متن ماهیتی توصیفی- تحلیلی دارد و آمار و اطلاعات مورد نیاز پژوهش به روش کتابخانه ای و میدانی (پرسش نامه) گردآوری شده سپس با بهره‎ گیری از نرم افزار spss بررسی و واکاوی شده است. نتیجه پژوهش نشان داد عناصر هویت مکانی مانند تعداد جمعیت همشهری و همزبان نامزد، قومیت، همزبانی، جمعیت قوم و همزبانان نامزد، همشهری بودن با نامزد انتخاباتی به ترتیب بیشترین تاثیر را در خلق پایگاه رای کاندیدای نمایندگی مجلس شورای اسلامی در سطح حوزه انتخابیه داشته و بالعکس تعلق کاندیدای مجلس به حزب خاص، نظر ریش سفیدان و بزرگان طوایف، تجربیات و تحصیلات و اصلح بودن کاندیدا به ترتیب اهمیت کمتری در کسب رای‎ نامزدها داشته است

    دیپلماسی شهری، از ابزارهای مهم سیاست خارجی است که حکومت ها آن را در اختیار دولت های محلی، شهرها و انجمن ها قرار می دهند و نوعی از گفت وگو و همکاری های بین المللی در سطح خرد، اما با اهداف کلان سیاسی است. در این شکل از دیپلماسی زمینه توسعه و روابط صلح آمیز برای همه شهروندان فراهم می شود و یکی از جنبه های آن، ایجاد روابط خواهرخواندگی میان شهرها است. خواهرخواندگی نوعی قرارداد و تفاهم میان دو شهر در سطوح ملی و بین المللی است که زمینه روابط گسترده تر سیاسی، فرهنگی، اجتماعی و اقتصادی میان شهرها و کشورها را فراهم می سازد. بر این اساس، مقاله می کوشد تا به بررسی تاثیر شهرهای خواهرخوانده در توسعه شهری و با تاکید بر دیپلماسی شهری و توسعه ملی با مطالعه موردی کلانشهر شیراز بپردازد. روش پژوهش آمیخته و داده ها کتابخانه ای و میدانی هستند. ابزار روش میدانی، پرسشنامه و جامعه آماری آن استادان دانشگاه، خبرگان، مدیران و مهندسان شهرداری شیراز هستند. نمونه گیری نیز با روش گلوله برفی بود. یافته ها نشان داد، چهار مولفه سیاسی و امنیت پایدار، توسعه اجتماعی- فرهنگی، توسعه اقتصادی و توسعه منابع انسانی به ترتیب دارای بیشترین اهمیت هستند. همچنین شاخص های درک و آگاهی متقابل فرهنگی، دیپلماسی و همکاری های سیاسی کلان، مزایا و فرصت های اقتصادی، توسعه همکاری های سیاسی در سطح محلی، رشد و توسعه پایدار شهر و تبادل اطلاعات و تکنولوژی بیشترین اهمیت را در میان شاخص های بیست و شش گانه احصا شده در مقاله، دارا هستند

    از اوایل دهه 1970م بنیادگرایی دینی بسیار گسترده شده است. در این دوره انسان های بیشتری به گرایشات بنیادگرایی دینی پیوسته اند؛ اما صرفا نمی توان بنیادگرایی دینی را نوعی خاص گرایی فرهنگی برشمرد و تنها آن را درون مناسبات دولت-ملت ها تحلیل کرد؛ زیرا بنیادگرایی دینی می تواند روایتی مبتنی بر شبکه تعاملات اقتصاد جهانی باشد. پس مسیله از حدود دولت ها فراتر رفته و به شبکه تعاملات جهانی ارتباط پیدا می کند. بنابراین می توان بنیادگرایی دینی را پدیده ای برخاسته از نوع عملکرد مبتنی بر اقتصاد جهانی در کنار علل و عوامل داخلی برخی کشورهای ضعیف در امر توسعه اقتصادی نظیر مصر دانست. به همین منظور، هدف این مقاله بررسی تاثیرات اقتصاد جهانی بر بنیادگرایی دینی در مصر در بین سال های (1974-1985) است. برای بررسی این موضوع از روش توصیفی- تحلیلی و از منابع کتابخانه ای استفاده گردید و یافته ها نشان داد که عملکردهای اقتصاد جهانی نسبت به کشور مصر در امر توسعه اقتصادی جنبه تخریبی داشته و بسترساز شکل گیری بنیادگرایی دینی شده است. در واقع کشور مصر که تا دهه 1970 دارای دولت ملی مشروع و توسعه خواه نبوده و درگیر منازعات داخلی، بی ثباتی اقتصادی و شکاف طبقاتی بوده و با ورود نامناسب به اقتصاد جهانی نتوانسته از فرصت های حاصله توسط اقتصاد جهانی بهره ببرد و به جای آن با تضعیف و گسیختگی بیشتر روبرو شده و بستر لازم را برای شکل گیری بنیادگرایی دینی فراهم کرده است.

    شهرها به عنوان کانون های جمعیتی و مراکز اجتماعی متناسب با شرایط سیاسی و موقعیت اقتصادی، ارتباطی مسیر رشد و توسعه را پیش گرفته اند و پذیرای جمعیت از اقصی نقاط محدوده و فرامحدوده خود می شوند و همین امر توسعه فیزیکی شهر را در ادوار مختلف تاریخی دست خوش تغییر و تحولات انسانی و طبیعی نموده است، عموما با گسترده ترین دخالت های نسنجیده انسانی در محیط طبیعی از جمله ساخت و سازهای بی رویه در حریم گسل، عدم توجه به مباحث پدافند غیرعامل در برنامه ریزی شهری، فقدان و یا بی توجهی به ضوابط و استانداردهای ساخت و ساز نیز تشدید می شود. کاهش آسیب پذیری شهرها در برابر زلزله، به عنوان یکی از اهداف اصلی برنامه ریزی شهری و طراحی شهری محسوب می گردد. لذا ضرورت توجه به توسعه شهری کارآمد و لزوم توجه به اندیشه های جدید شهرسازی و برنامه ریزی دفاعی شهر، برای رسیدن به اهداف پدافند شهری بسیار مهم به نظر می رسد. نتایج ارزیابی آسیب شناسی از پهنه های لرزه خیز در فضای سرزمینی حاکی از تمرکز قابل توجهی از فضاهای سکونتی به ویژه شهرها است. از سوی دیگر تجارب مدیریت بحران ناشی از مخاطرات زلزله در کشورهای مختلف و به ویژه ایران نیز نشانگر ناکارآمدی در آسیب شناسی و حفاظت از فضاهای شهری و کاهش خسارات اقتصادی و انسانی بوده است. در بسیاری از پژوهش های اخیر موضوع کاهش خسارات ناشی از زلزله در قلمرو حوزه کالبدی_ فضایی به منظور افزایش مقاومت بنا در برابر زلزله بوده است. در حالیکه این پژوهش با شناخت مولفه های محیطی، کالبدی_ فضایی، اجتماعی، اقتصادی و شاخص های اثرگذار در هر مولفه، آسیب شناسی و پهنه های خطرپذیر ناشی از زلزله را به صورت جامع و مطلوب تعیین و بر اساس آن استراتژی های کاهش خطر را باز تعریف ساخته است. در مقاله حاضر با بررسی های بنیادی و ارایه مبانی نظری در ارتباط با موضوع و محدوده مورد مطالعه نسبت به تشکیل پایگاه اطلاعاتی مورد نیاز در محیط نرم افزاری ArcGIS اقدام گردید و سپس با هدف ارزیابی میزان آسیب پذیری مناطق شهرداری کلان شهر کرمانشاه، متناسب با شرایط محدوده مورد مطالعه پرداخته شده است که در نهایت آسیب پذیری مناطق شهرداری کلانشهر کرمانشاه با توجه به اصول پدافندغیرعامل و معیارهای کمی و کیفی با استفاده از نرم افزار ArcGIS و مدل آنتروپی شانون در شناسایی مولفه های تاثیرگذارتر و همچنین مدل تاپسیس جهت شناسایی مناطق شهرداری با آسیب پذیری بیشتر به صورت نقشه پهنه آسیب پذیر مشخص گردید و به ترتیب مناطق 8 و 4 و... دارای کمترین آسیب پذیری شناخته شدند (منطقه 8 رتبه اول، منطقه 4 در رتبه دوم، منطقه 1 در رتبه سوم، منطقه 3 و 2 به طور مشترک رتبه چهارم، منطقه 5 رتبه پنجم، منطقه 6 رتبه ششم و منطقه 7 رتبه هفتم) و در ادامه با ارایه راهکارهایی سیر توسعه ادواری شهر و جهات توسعه کالبدی کلان شهر کرمانشاه براساس موقعیت مکانی محدوده با رویکردی به ملاحظات پدافندغیرعامل بررسی و ارایه راهکار صورت پذیرفته است.

    فضا زیربنای تولیدهای اجتماعی- اقتصادی براساس پراگماتیسم سیاسی است که بازتاب های اقتصاد سیاسی را بروز و نمایش می دهد. فضاهای جغرافیایی زیربنای فعالیت های انسانی محسوب می شوند و این فعالیت ها بازتاب های روبنایی به فضا می بخشند. در همین راستا شهرها مصادیقی از بازتاب های اقتصاد سیاسی بر فضاهای جغرافیایی قلمداد می شوند که به طور پیوسته از الگوهای نظام های سیاسی و اقتصادی کشورها در سطوح مختلف (محلی- ملی- منطقه ای و بین المللی) تاثیر می پذیرند. این پژوهش سعی دارد که بازتاب های اقتصاد سیاسی در دوره معاصر بر فضای جغرافیایی شهر ارومیه را بررسی کند. روش پژوهش توصیفی- تحلیلی است. بازتاب های فضای جغرافیایی شهر ارومیه تحت تاثیر مولفه های اقتصاد سیاسی بر مبنای یافته های اسنادی، سنجش از دوری (GHSL & ESA) و ارزیابی نخبگان در قالب یافته های میدانی پرسشنامه مورد سنجش قرار گرفتند و یافته های پرسشنامه ای به وسیله نرم افزار Amos تجزیه و تحلیل شدند. بر پایه ارزیابی فرضیات از طریق آزمون های نرم افزار مورد نظر مشخص شد که بازتاب های اقتصاد سیاسی بر فضای جغرافیایی شهر ارومیه عبارت اند از: الف) تمرکز قدرت و ثروت در فضاهای خاص؛ ب) گردش مازاد سرمایه و ثروت در تولید فضا های جدید؛ ج) شکل گیری فضاهای فقر؛ د) کالایی سازی فضای شهر ارومیه در چرخه دوم سرمایه داری؛ و ه) گسترش و انبساط فضایی.

    هدف این پژوهش بازشناسی حق برخورداری از سواد رسانه ای از چشم انداز حوزه ی عمومی به منظور کنترل قدرت دولت می باشد. پژوهش با مداقه حق برخورداری از سواد رسانه ای در تکوین، تغییر، دوام و تثبیت افکار عمومی در حوزه عمومی، نظارت بر دولت را مورد بررسی قرار خواهد داد. این نوشتار به صورت تحلیلی_ توصیفی با روش کتابخانه ای برای پاسخ به پرسش ها و محک فرضیات انجام شده است. نتایج نشان می دهد حفظ جهان زیست به مدد ارتقای سواد رسانه ای حق شهروندان به منظور حفظ حوزه عمومی است. باز تعریف حوزه عمومی در جوامع به خواست و مطالبه گری جمعی وابسته می باشد. از ویژگی های این حوزه نظارت گری، انتقادگرایی و شفافیت تصمیمات سیاسی ناشی از نیاز عموم به دلیل آگاهی سابق یا افزایش رشد سواد فعلی جامعه می باشد. باتوجه به نتایج، پیشنهاد می گردد؛ به منظور ارتقا سطح مشارکت آگاهانه طبق نظریه پارکینسون، سطح سواد رسانه ای بهبود یابد بدین منظور آموزش سواد رسانه ای نیز محدود به آموزش های رسمی نگردد و از گذرگاه های متعدد که دارای محمل قانونی می باشند، همچون صدا و سیما و آموزش های ضمن خدمت با توجه به ظرفیت های بالقوه قانون اساسی و قانون مدیریت خدمات کشوری صورت پذیرد.

    Introduction

    Development plans define the strategy, framework and pattern of governance and political management of space, and these programs address the various dimensions and aspects of governance, one of the most important aspects of which is the environmental dimension. In this study, the environmental governance of the constructive discourse is presented with emphasis on the first and second development plans of the Islamic Republic of Iran and using the thematic analysis method in the form of statements, open coding, sub-themes, main themes, organizing themes, and a visual Macro of the environmental dimensions of the constructive discourse.

    Methodology

    The study of the environmental dimensions of the first and the second development plans of the Islamic Republic of Iran has been done using grounded theory. Accordingly, after studying all the development plans, 112 statements have been extracted separately for each plan. In accordance with the statements extracted from the development plans, 178 basic concepts (open coding) were identified. Then, considering the content subscriptions of the open coding, 52 sub-themes and 14 main themes were generated based on theoretical foundations, ecology refer to experts and researcher diagnosis. Organizing themes include economic, social, political-administrative, diplomacy, ecological, service, legal, and cultural and security dimensions. In addition, the network of themes for the environmental dimensions of constructive discourse has been drawn according to the main themes and organizing themes separately from the development plans.

    Results and discussion

    By reviewing the first and second development plans, the following can be mentioned in constructive discourse:The political-administrative dimension and themes of "good governance", "decentralization," and "spatial planning" have the highest frequency in the open coding. In relation to this theme, only 1 basic concept has been extracted. The social dimension, which is defined by the themes of "welfare and social development" and "family planning", has a high frequency. The sub-theme "support for vulnerable groups" has the most open coding. The economic dimension is very important in constructive discourse. The main theme of "green economy," with 24 frequencies, confirms this issue. The sub-theme "optimization of energy consumption" is the most frequent in the economic aspect of this discourse. For the ecological dimension with the main themes of "environmental protection and rehabilitation", ecology adaptation" and "climate change management", 24 basic concepts have been extracted, which shows the prominence and boldness of this dimension and its themes in the constructive discourse. The cultural dimension with the main theme of "consumption pattern improvement" and 17 basic concepts has a relatively high frequency. The dimension of diplomacy and the theme of "environmental diplomacy" have only 5 basic concepts, which shows this dimension has not been given much attention. The legal dimension with the theme of "environmental rights" and five basic concepts shows that constructive discourse has paid little attention to this theme. Regarding the theme of "environmental security," which is under the security dimension, 5 basic concepts have been extracted, which shows the unimportance of this theme. The service dimension and theme of "green transportation," with 3 basic concepts, have the least frequency.

    Conclusions

    In the constructive discourse, the emphasis on the social and political-administrative dimensions of environmental governance is more prominent than its other dimensions. Also, family planning policies and population growth management and control are themes and concepts that were raised only in the first and second development plans and during the constructive discourse. On the other hand, the theme of "environmental diplomacy" is very faint and is only assigned one basic concept in the first development plan; it is not mentioned in the second plan, and the diplomatic dimension of environmental governance is very weak in the constructive discourse. In addition, the themes of "spatial planning" and "climate change management" are only mentioned a little in the second development plan, and in the first development plan, these themes are not observed.

    Introduction

    Place is the center of geography and identity; it is the manifestation of culture in place. Parliamentary elections, as a political event, play an effective role in representing the voters' spatial identities. The interests of individuals play a decisive role in directing their work. The performance and action of humans are subject to the understanding and perception they have of the surrounding geographical environment, which gives meaning to their interests. The geographical environment is a concept mixed with social, political, economic, and natural factors whose intertwining has played a fundamental role in giving direction and meaning to human character, effort and spatial identity. Elections are the highest level of representation of local identities in heterogeneous constituencies in which local identities are  reflected. Due to its geographical location throughout history, Iran has had a wide variety of local identities, among which the elections of the Islamic Council played a role in revealing this diversity of identity and, accordingly, the diversity of spatial voting patterns. In North Khorasan, it is one of those culturally diverse areas from a linguistic point of view, and the identities arising from this diversity have played an effective role in pushing and pulling the votes of the candidates for the election of the Islamic Council. Identities and cultural contexts have sometimes led to the neglect of worthy candidates and competent representatives at the center of national decision-making.

    Methodology

    Esfarayen Constituency includes the cities of Bam, Safi Abad and Markazi, which is the third constituency in the province in terms of population. In terms of language, the residents of this area speak the Kurdish dialect of Kurmanji, Tati, Farsi, and Turkish, and religiously, they follow the Shiite religion. This constituency was a part of the constituencies of Khorasan province until the sixth term of the Islamic Council elections, and from the seventh term, with the separation of Khorasan province, this constituency was assigned to North Khorasan province. Esfarayen Constituency has a representative in the Islamic Council. The current research aims to investigate and analyze the impact of spatial identities arising from linguistic diversity on the orientation of the spatial pattern of voting in the Esfarayen constituency. The methodology governing the text has a descriptive-analytical nature, and the statistics and information needed for the research were collected by the library and field method   (questionnaire) and then analyzed using spss software.

    Conclusion

    The result of the research showed that the elements of place identity such as the number of co-citizens and co-speakers of the candidate, ethnicity, co-lingualism, ethnic population and co-speakers of the candidate being co-citizens with the election candidate, respectively, had the greatest impact in creating the voter base for the candidate representing the Islamic Council at the constituency level. On the contrary, the parliament candidate's belonging to a particular party, the opinion of religious elders and clan elders, the candidate's experience and education, and the correctness of the candidate were, respectively, less important in getting the votes of the candidates.

    Introduction

    Diplomacy is interaction with societies for securing benefits, increasing influence and reducing vulnerability through the least cost and efforts to prevent hostilities and increase political and economic cooperation and exchange of knowledge, art and preparation of foreign relations. Management diplomacy is a non-violent method with the aim of achieving interests and values and improving the political and economic position of a country in the world. Through official and unofficial representatives, diplomacy helps the government collect, coordinate and secures the public interests of the country. After the Treaty of Westphalia in 1648 and the emergence of nation-based government, the principles of diplomacy were established, though their history goes back to before Westphalia. Since the traditional diplomacy is only concerned with affairs between governments, the management of relations between countries, and the search for national interests, it is unable to respond to the current complexities of the world. Because after the Cold War, power has spread on a wider level [5], and the national sovereignty and the monopoly of the governments are weakening. At the beginning of the 21st century, NGOs and multinational companies played an increasing role in diplomacy. On this same basis, public diplomacy is the establishment and review of interaction between new players in the international arena beside the governments.Cities and urban institutions are international actors that have created the new concept of urban diplomacy. Relying on the increasing attention to the economy and economic activities and aligning with the process of globalization and with proper use of diplomacy, cities are trying to protect their interests against the challenges of the global economy and the expansion of the security field in the appropriate and specific area of relations, i.e., the global network of cities, to increase opportunities in the fields of Foreign capital attraction, technology transfer, export of services and expansion of foreign trade. In this way, cities want to find a superior position in the field of global decision-making. Therefore, to reduce and monitor conflicts along with peace, interaction and sustainable income for local and global citizens, urban diplomacy is a set of urban policy tools and processes, institutions and economic, political, social and cultural arrangements of urban management in the form of local governments.Urbanization is directly tied to modernization, industrialization and the wisdom-based sociological process. Today in the world, cities are more important than any issue, and as a political-social unit, they are growing in terms of power in the age of globalization. Cities are the driving force behind the development and economic growth of countries and more income, better health, and a better life; all indications of the reasons for urbanization's growth.

    researc hmethod

    The method of this research is mixed in that, according to the qualitative and quantitative data, the analysis tools and methods are inevitably qualitative and quantitative as well. The present article tried to use different tools, such as document and library fields, interviews and websites. The research is theoretical-applied and descriptive-analytical according to its nature and method. In accordance with the library data, four main components of the research were identified, and corresponding to them, indicators that can act as effective factors of sisterhood relationships in urban development were extracted.

    Research findings

    Based on the library sources and data and the background of the research conducted in the first step on the establishment of sisterhood relations between metropolises and urban development, twenty-six important indicators were identified. In the second step, these twenty-six indicators were placed into four main components, including: 1) political and sustainable security; 2) economic development; 3) development of human resources; and 4) socio-cultural development. The political component, sustainable security and human resources development have six indicators each, and the economic development and socio-cultural development components have seven indicators each.

    conclusions

    In establishing sisterhood relations, urban diplomacy and its impact on the urban development of Shiraz metropolis, the results obtained from two categories of library and field sources show some effective factors. According to the amount of research, a variety of indicators were identified in this field, which are placed and analyzed in four basic components: 1) political and sustainable security; 2) economic development; 3) human resources development; and 4) socio-cultural development. The findings showed that, compared to the past, sister city ties have had a great impact on the development of Shiraz metropolis.Expansion of the globalization process of metropolises in bilateral and multilateral arenas and in the political, economic, social and cultural fields has a significant impact on strengthening the growing international interactions, realizing foreign policy goals and securing the interests of governmental and non-governmental actors in the international arena. The communication of cities in the process of multilateral interactions of economy and global politics and bilateral political and economic cooperation emphasizes the role of local officials as vital elements in order to strengthen friendly relations, resolve international conflicts, improve inter-nation and inter-city relations, and make appropriate use of diplomacy to increase opportunities in the fields of attracting foreign capital, transferring new technologies, exporting services, expanding foreign trade, strengthening the tourism industry, getting access to global markets, and protecting human interests against global problems and challenges. Shiraz metropolis also seeks to develop diplomacy with a number of cities in other countries through the conclusion of sisterhood agreements and various memoranda of understanding. Despite the opportunities and necessities that Shiraz has for the presence and promotion of productivity in the field of urban diplomacy, due to numerous obstacles, it does not have a suitable position in the field of urban diplomacy. Considering the obstacles of foreign relations and sanctions at the international level, paying attention to Shiraz's active role in the field of urban diplomacy is a double necessity. In this regard, goal-setting and macro-policy, as well as institution-building, planning and capacity-building with the aim of Shiraz cooperation in the field of urban diplomacy and playing an active role on international scientific, professional and specialized forums, are accessible due to its high capacity. The urban management complex, i.e., councils and municipalities and other service organizations, can benefit from seeking participation and maximum Participation by using the tools of active urban diplomacy in international urban organizations and, through each other's successful experiences, actively participating in global and local governance.

    Introduction

    Since the early 1970s, religious fundamentalism has become very widespread. From this time, different researchers have applied a single approach, namely the "cultural" approach to religious fundamentalism. But this approach with a one-dimensional view, in addition to hiding many angles of religious fundamentalism, has resulted in an intangible and domineering downward view. But on the other hand, the economic approach, as the approach of this article, away from issues such as identity, ideology, has focused on a more objective level, which is the economic level, and has replaced a global view with a limited and regional view.Therefore, in this research, the flow of religious fundamentalism is investigated and studied with an economic approach, focused on the performance and role of the global economy in relation to countries. Of course, two broad views have been proposed regarding the performance of the global economy. The first point of view is called the convergence point of view, which believes that the global economy will definitely bring relative prosperity and development to the world, and the supporters of this point of view have a completely positive view of the performance of the global economy. The second point of view is known as the divergence point of view. The supporters of this point of view emphasize the inequality that the global economy creates deep economic gaps between the two parts of the world, the poor and the rich, and consequently provides the basis for religious fundamentalism. Of course, in addition to these two views, the global economy can be examined from anotherperspective. That is, the performance and role of the global economy are not absolutely positive or negative; rather, the performance of the world economy in different countries has different effects and results, and the indicators of the world economy, according to the typeof economic and development structure of the countries, have different effects. In fact, the effects of the global economy in economically underdeveloped countries can provide the necessary platform for the formation of religious fundamentalism.With these premises, this research seeks to show that due to the mutual dependence of economies on each other and the necessity of the convergence of the national economy in the global economic system, governments, especially weak governments in terms of economic development, have entered international markets to advance their development strategies and engaged in participation and competition, and they are forced to join other national governments and establish a new order of transnational government in order to restore power in the world; But the inappropriate entry of these governments into the global economy has led to their inability to control some of the negative results and effects in their national economy; Because in the new conditions, power is no longer concentrated in the institution of the nation state, but has been spread and transformed in the global networks of wealth and information. This new power is placed in the codes of information and in representational images, but it has moved in the direction of conflict with the dominant logic of the networked world and has been involved in defensive and offensive conflicts of resistance at individual, national and transnational levels, leading to the formation of religious fundamentalism. In other words, the process of the global economy has gained extraordinary momentum and a current with such a huge scope has had many effects in various societies, especially underdeveloped societies, and has provided many reactions, such as the growth of religious fundamentalist currents. For this purpose, this research seeks to investigate religious fundamentalism in Egypt by focusing on the economic approach because, so far, previous research and sources have used the cultural approach to investigate religious fundamentalism in Egypt and by focusing on issues such as identity, nationality, etc. have investigated this issue. But with a global view, this thesis deals with the more objective level of life, which is the economic level. What effect has the global economy had on the establishment of religious fundamentalism in Egypt between the years (1974-1985)?

    Methodology

    This research has used the descriptive-analytical method and library sources to investigate this issue.

    Results

    The findings showed that the performance of the world economy in relation to Egypt's economic development had a destructive aspect and became a platform for the formation of religious fundamentalism. In fact, Egypt, which did not have a legitimate and developmental national government until the 1970s, was involved in internal conflicts, economic instability, and class divisions. In such a situation, the national government of Egypt enters the world economy under the title of opening policy to improve its status, but it becomes weaker than in the past because the indicators of the global economy, on the one hand, lead to the decline of the legitimacy and authority of the government and, on the other hand, lead to the disillusionment and dissatisfaction of the people with the economic situation of their country, which consequently provides a suitable platform for the presence and expansion of religious fundamentalism.

    Introduction

    Cities, as the most complex man-made structures, face a wide range of risks, both due to a wide range of hazards and due to their multiple vulnerabilities. Urban vulnerabilities are felt everywhere, from infrastructure and buildings to telecommunications, transportation and energy lines, and it should be kept in mind that reducing vulnerabilities on the scale of a city is not simply reinforcing buildings and single buildings. The disasters that have happened in recent years show that societies and individuals have become more and more vulnerable, and the risks and hazards have also increased. Risk is a combination of danger and vulnerability. However, reducing risk and vulnerability is often ignored until after accidents occur. Based on the predictions made, by 2030, about 6 billion people out of the 8.1 billion population of the planet will live in cities, and about two-thirds of them will live in metropolises.

    Methodology

    The current research is applied and is descriptive-analytic in terms of implementation method. The statistical population of this research consists of experts and professors according to the subject, 30 people among them have been selected as the sample size using the personal estimation method. It was done in the 8th region by using some models (Topsis, Shannon Entropy) and finally GIS software was used to draw the maps. Statistical sources and documents were prepared for this purpose, and required maps were collected from related organizations and departments. In general, maps: 1. Map of municipal areas 2. Periodic development 3. Earthquake lines 4. Rivers, etc. were used in the analysis of this article. It should be noted that many of the maps were incomplete, and the authors completed and edited them. After editing the required maps, a new output was obtained, which was considered the final urban development map of Kermanshah metropolis.This article is trying to explain and use the integration of physical, social and natural components by using quantitative models and also considering the necessary indexing (fundamental studies). Also, solutions that can be implemented (operational methods) have been considered. In this article, purposes such as providing the zoning of vulnerability and the risk map for facilitating the identification of the critical regions of the Kermanshah metropolis, etc., according to the data and results of this research and determining the favorite directions for the physical-spatial development of the Kermanshah metropolis in the future with consideration of the earthquake risk zone and compliance with Passive defense considerations are followed. The results of the research and the favorite directions for the physical-spatial development of Kermanshah metropolis in the future, taking into account the earthquake risk zone, are followed. This process is displayed in the TOPSIS model by using the opinions of the respondents and the physical and spatial development of the city. According to the principles of Passive defense and research objectives, the research method has become operational. The article is practical in terms of its purpose and descriptive-analytical in terms of its application. To conduct this research, 4 economic, social, physical and natural components were chosen, along with their indicators.

    Discussion and results

    The process of periodical development can be defined as the physical expansion of settlements (both urban and rural) that are registered in approved urban development plans or managed under the political-administrative rule of a specific organization, such as the municipality, at different historical periods. Also, from the digitization of aerial and satellite images, etc., by identifying the trends and mentioning the time of physical expansion, their authority depends on the continuous growth (interlacing or joining) of each period of time in a circular or sectional manner to the period before it (none from special exceptions, such as municipal management of a specific town in its immediate territory). Considering the map of the physical development of the metropolis of Kermanshah, it can be acknowledged in the historical ages that the periodic development process of Kermanshah was intertwined with the urban defense system, and in a way, the physical growth of Kermanshah was also a product of the defense factor. Also, the cause of the imposed war and the migration of provincial war veterans, etc., have been among the factors in this unbridled growth. This unbridled population pressure is so evident that the informal settlements and the injection of residential settlements outside the pre-planned development plans have broken the scope of the plan, and these factors, together with economic poverty and a lack of strict monitoring, have made many of the topics of meaningful Vulnerability according to the 45 components and indicators to such an extent that a meaningful relationship between the socio-economic base, like many of Iran's cities have a physical-spatial structure, gave the City a shape in the form of a socio-economic base. The socio-economic base, special neighborhoods and areas were chosen for settlement and the horizontal and scattered development of the City due to these separations spread beyond the original borders (before 1330) and areas 7 and 5 are near and along the mountain. Taq Bostan, and regions 8 and 4 in the heights and Mahor hills of Koh Sefid and regions 3, 2, 6 and 1 in the Kermanshah plain and parallel to the river continued to expand. Undoubtedly, this process of physical development and growth is inevitable in opposition to the scattered fault lines on the surface. The City is located, and it should be considered and paid attention by city managers by creating multipurpose uses and increasing open and green spaces per capita, preventing desertification, emphasizing strengthening, etc., the balanced and horizontal growth of the City in development plans. In the present article, with basic studies and theoretical foundations related to the subject and the study area, the required database in the ArcGIS software environment was formed, and then the vulnerability of the areas was assessed according to the conditions of the study area. Finally, the vulnerability of Kermanshah metropolis according to the principles of Passive defense and quantitative and qualitative criteria using ArcGIS software and the TOPSIS model in the form of a vulnerable zone map and the periodic development of the City and City development directions based on the location of Passive defense.

    Conclusions

    Cities are moving towards becoming networked and systemic, and the systemic approach is manifested in the system of cities, which contains all the localities and regions of the urban system. Therefore, we should not forget that threats are a living and serious element that has always existed in all human activities and man-made infrastructures. What is taken from the article as results is certain: this is that the distinction between the base and the socio-economic position in the analysis of urban vulnerability has shown its real expression in the more vulnerable zones 5, 7 and 6 and the zones 8, 4, 1, 2 and 3 with less vulnerability, which have emerged from the heart of the metropolis of Kermanshah. Because informal settlements, hieratical, inefficient and worn-out urban neighborhoods are generally located in areas with high Vulnerability (except for the historical context of the City on the border of zones 8, 4, 3 and 2), skeletal, resistant, open-space buildings, etc. are located in areas with less vulnerability. In conclusion, what is evident is that the circular growth and development of the City until 1330 and after that, the linear growth of the City from Sarab Taq Bostan in the northern side to Sarab Qanbar in the southern side was dominant until 1350, and the City, from this date until now, has spread all over and the physical growth of the City has dominated on the western and eastern sides of the City by the construction of industrial towns and the creation of residential areas in these sides with the aim of development programs and helping development and construction. The aspects of physical-spatial development will face problems practically in some regions. This requires concentration and attention to the various faults in the north and south of the city, along with the Qarasu river, which apply principles and considerations of Passive defense in urban development, increasing per capita green uses, relief, etc., using resistant materials, preventing desertification, and creating new multipurpose uses.

    Introduction

    Space is the basis of socio-economic production based on political pragmatism, which reflects the political economy. Geographical spaces are the basis of human activities, and these activities give superstructure reflections to the space. The production and transformation of the geographical spaces of cities are the result of decisions made by powerful and rich political-economic individuals and organizations. In this regard, cities are examples of political economy reflections on geographical spaces, which are continuously influenced by the patterns of political and economic systems of countries at different levels (local, national, regional and international). Governments, as the most important players in the political organization of space, have the duty of formulating policies and planning the best for space development. Governments in most countries directly and indirectly interfere in space usage; by allocating funds and investing in space to build urban facilities such as universities, power plants, stadiums, schools, etc., they develop spatially. Therefore, today, cities have not only become the space of political power but also the center of all economic activities. Therefore, the space of urban environments, as a phenomenon that has been colonized and commoditized, is bought and sold, created and destroyed, used and abused, and the stock market plays on it. This research tries to investigate the reflections of political economy in the contemporary period on the geographical space of Urmia City.

    Methodology

    The research method is descriptive-analytical. The reflections of the geographical space of Urmia city were measured under the influence of political economy components based on documentary findings, remote sensing (GHSL & ESA) and evaluation of elites in the form of questionnaire field findings, and questionnaire findings were analyzed by Amos software, and were analyzed.

    Result and Discussion

    The analysis of documentary findings shows that the functions of the dominant economic-political system model in Urmia city are integrated and under the influence of "national rentier economy and national rentier government", so that there is a kind of duality in productive relations and productive forces. The spatial reflection is also the presentation of a different spatial organization with the emergence of external and internal conflicts. The construction of the artificial environment not only requires some local economic actors, such as architects, builders and contractors, but also some discourses, political processes and elite rotation procedures, especially in city council elections. A wide range of actors in political economy are involved, from the production and sale of construction inputs to the stages of building construction and sale, pricing, etc. The findings also indicate the existence of a vertical relationship between the national level government and the city government. The discourses and macro-policies of the national government in Iran have had an impact on the production performance of Urmia municipality. These two institutions, through economic policies, exert their will to produce an artificial environment in the city with an emphasis on reproduction and accumulation of capital, meeting the needs of market demand, organizing the urban space, etc. Of course, the examination of the visual reflections of the city of Urmia shows that in periods when both the national and local governments had the two roles of agent and policymaker in cases such as the production of artificial environments, spatial management and organization of capital, and administrative-executive organization of the city in line with the model of political economy, economic enterprises, by investing in line with the economic policies of the government, have used neglected places and old neighborhoods and vacant lands suitable for construction projects in order to reproduce capital. They turn excess into physical forms to produce new spaces.

    Conclusions

    The economic policies of the government (national and local) in the urban construction sector have been accompanied by extremes, to the extent that the government has gradually turned from a policymaking position to an agency. In the atmosphere of the city, those actors of political economy who have political power can take over economic power through lobbies or applying their wishes to legal instructions. On the one hand, they spread the phenomenon of rent-seeking, and on the other hand, they push the nature of the reflection of the geographical space of the city towards rent-oriented. The most obvious examples of political economy reflections on the geographical space of Urmia are: a) concentration of power and wealth in certain areas; b) circulation of excess capital and wealth in the production of new spaces; c) formation of poverty areas; d) commodification of Urmia city space in the second cycle of capitalism; and e) expansion and spatial expansion.

    Introduction

    Media literacy leads to public rights discourse. The discourse of public law is effective in monitoring the government through the qualitative and quantitative expansion of the demanding element. People are more persistent in insisting on the rights they are sure they have the right to have. In all societies, the interested people with the power of influence in the field of media turn society into an unequal campaign. The way to deal with this is to expand the right to media literacy. In addition, in advertisements that aim to show reality and distort it deliberately and biasedly, if the audience does not have enough knowledge and is deprived of many sources to benefit from information, it will not result in a distortion of reality or an inorganic change of public opinion. The action of the government in promoting media literacy, in addition to fulfilling one of the human rights, is a smart action that is effective in the field of public participation. If citizens benefit from the right to media literacy, we are faced with a controlling power that relies on collective wisdom. The present article is trying to find a universal solution through theory in order to have a micro-oriented government by relying on the processing citizens.

    Methodology

    The method of carrying out library research is analytical-descriptive. In this regard, in order to answer the questions and test the assumptions, the method of content analysis has been used.The information has been collected by the library method and by extracting vouchers from reliable sources. After collecting information and laws in the fields of freedom of expression, freedom of information, media rights, public opinion and the right to education, the issue has been analyzed. In order to benefit from the role of interactive media, attention has been paid to the recent laws of the parliament and the amount of use of keywords related to those laws in the virtual space before they were approved in the public forum of the parliament. The findings indicate the approval of some recent laws based on public opinion, especially regarding the country's annual budget.     Results and discussion

    Media literacy guarantees the exchange of correct information and rational media filtering by using public wisdom. Media literacy significantly reduces the level of political indifference, a crisis facing modern society. The level of sudden arousal of motions by the media is less observed in societies that have a favorable level of media literacy. In addition to monitoring the government's power, increasing media literacy will increase the psychological security of society. The prerequisites for mastering the skill of selection are awareness and freedom. Strengthening and understanding the world of life by guaranteeing fundamental rights lead to the evolutionary evaluation of justice by citizens. The supervisory function of interactive media plays a critical role in increasing responsibility and accountability in various social fields. The regulatory role of the media is directly related to the recognition and guarantee of the public domain. The government is obliged to protect the public domain. The exchange of information in the public sphere is considered a part of the new freedoms and the continuation of the right to freedom of expression. People are trying to achieve mutual understanding in their interactions, and the active and interpretive presence of elites in the public domain plays a key role in promoting media literacy. In interactive media, where it is possible to benefit from collective wisdom through public opinion, and in social media, where content is produced by the public, it finds symmetry with Habermas' concept of the world of life. The active presence of citizens in the public domain requires guaranteeing freedom of expression and the right to access information. In this regard, changes in the laws related to the right to teach media literacy are inevitable.

    Conclusions

    In the modern government, with the development and growth of the media, the need for media literacy has become an inseparable part of the lives of the citizens of the modern government. The government is obliged to continuously review the laws and regulations in line with media innovations and create the evolutionary course of society through deregulation and policymaking based on needs. The power of cognition, the power of judgment, and data analysis are the fundamental foundations of media literacy education. Media literacy provides the power of understanding, the power of judgment, and the possibility of participating in collective discussions. In modern government, media literacy is the most important platform for the formation of the public sphere. By improving media literacy, the level of conscious participation improves. The public pays more attention to public domain issues. Operational solution: knowing the laws related to the theoretical field and making demands is based on the principle of the rule of law. In the laws and regulations of the Islamic Republic of Iran—the second paragraph of the third article, the third paragraph of the forty-third article of the Constitution, Article 26 and Clause 8 of Article 8 of the Civil Service Management Law—all of them have implicitly mentioned the need to promote media literacy as one of the duties of governance.
