    به دنبال گسترش فعالیتهای اسلامگرایانه در منطقه خاورمیانه از ابتدای دهه 1980م. نظریه پردازی های فراوانی برای توصیف و تبیین این پدیده صورت گرفت. موج بعدی مطالعات در این زمینه، از اوائل دهه 1990م. و در پی دگرگونی هایی که جریانهای اسلامگرا تجربه کردند، آغاز شد. هدف تحلیلگران مسائل اسلامگرایی آن بود که چگونگی و چرایی گسترش و سپس، دگرگونی این پدیده را به ویژه در منطقه خاورمیانه و شمال آفریقا درک کنند. مقاله حاضر تلاش می کند که با شناسایی این نظریات و ویژگی های هر یک، آنها را بر اساس نوع رویکردشان دربررسی پدیده اسلامگرایی تقسیم بندی کند. بر این اساس، چهار عنوان «رویکرد اندیشه ای»، «رویکرد تاریخی و جامعه شناختی»، «رویکرد منطقه ای- بین المللی» و «رویکرد ترکیبی» پیشنهاد شده است و سپس، نوشته ها و دیدگاه های صاحب نظران این حوزه در زیر سه عنوان نخست جای گرفته اند. این مقاله گرچه حالت توصیفی دارد، می تواند مبنایی برای شناخت و تمایز نظریات موجود از یکدیگر و رابطه احتمالی آنها با یکدیگر باشد.

    دوره مشروطیت، یکی از خواندنی ترین فصول تاریخی جامعه ایران از حیث تاثیر و تاثر حوزه های فکری سنتی و مدرن به شمار می رود. انقلاب مشروطیت، در عین حالی که پاسخی به نیازها و شرایط حاکم بر ایران بود، نتیجه فرآیند تحولات فکری رو به رشدی بود که از جهان غرب وارد ایران شد و در قالبی ساختارشکنانه، منطق نوینی را بر مناسبات سیاسی و اجتماعی جامعه ایران حاکم گردانید. نسبت اندیشه دینی شیعی با نظام و اندیشه سیاسی جدید که بر شاخصهایی چون عقل گرایی، علم، قانون و حقوق اساسی و غیره تاکید می ورزید، از جمله پرسشهای مهمی بود که فراروی اندیشمندان دینی قرار گرفت. تامل در این پرسش و مانند آن، دوره ای از نواندیشی فکری و به نوعی بازآفرینی دینی را به وجود آورد. طیف وسیعی از علمای شیعه کوشیدند که راهی برای تبیین و توضیح فقهی حکومت مشروطه بیابند؛ علامه میرزای نایینی یکی از برجسته ترین آنان بود که در اثر مشهور خود کوشید به پرسشهای مختلف پیرامون مشروطیت در قالبی استدلالی پاسخ دهد. در این میان، یکی از پرسشهای مهم موضوع قانون و قانونگذاری توسط مجلس و نسبت آن با شریعت بود. مقاله حاضر سعی دارد این موضوع را از دیدگاه علامه نایینی بحث و بررسی کند.

    سه جزیره ایرانی ابوموسی، تنب بزرگ و تنب کوچک در فاصله بین سالهای 1282- 1350ش/ 1903-1971م. توسط دولت بریتانیا اشغال و در اختیار امارتهای شارجه و راس الخیمه که تحت الحمایه رسمی آن کشور بودند، قرار داده شدند. اشغال این جزایر توسط بریتانیا با توسل به برخی قواعد و اصول حقوق بین الملل به ویژه اصل حقوقی «سرزمین بلاصاحب» صورت گرفت؛ این در حالی بود که این جزایر همواره تحت تسلط دولت ایران بوده و هیچ گاه بلاصاحب نبوده اند.
    در این مقاله، به دو سؤال زیر پاسخ داده می شود: آیا اشغال جزایر مورد بحث در سال 1282ش/1903م. مشمول اصل سرزمین بلاصاحب بود؟ آیا پس از اشغال جزایر ابوموسی و تنب که در ظاهر به نام امارت شارجه ولی در عمل توسط دولت بریتانیا صورت گرفت، ایران به این امر رضایت داد و اعتراضی نکرد؟

    آسیب شناسی مدیریت توسعه در جمهوری اسلامی ایران از ضرورتهای شایان توجه در فرآیند جبران عقب ماندگی های کشور است. صرف نظر از انگاره های مختلف در خصوص توسعه و راهبردهای گوناگون آن که توسعه را به افسانه ای ای هام برانگیز تبدیل کرده است. آنچه حائز اهمیت جدی است، مدیریت فرآیندی است که کشور را از سطح نامطلوب و نامقبول به سطح مطلوب و قابل قبول هدایت و راهبری کند. تجارب ارزشمند کشورهای آسیای جنوب شرقی در فرآیند توسعه یافتگی حاکی از نقش حیاتی و رفیع مدیریت توسعه در فرآیند توسعه یافتگی است؛ چه اینکه واقعیت این است که توسعه نیازمند مدیریتی قوی و کارآمد است. سابقه پنج برنامه عمرانی در قبل از پیروزی انقلاب اسلامی و حدود چهار برنامه توسعه در نظام جمهوری اسلامی ایران و عدم موفقیت قابل انتظار آنها مسئله ای است که صاحب نظران مسائل توسعه کشور را به سمت آسیب شناسی علمی مدیریت توسعه رهنمون می سازد؛ در همین رابطه، نخبگان سیاسی کشور که نقش بنیادی در تصمیم گیری ها در سطوح عالی ایفا می کنند، از جایگاه ویژه ای برخوردار هستند. مقاله حاضر سعی می کند در راستای تبیین موضوعی به آسیب شناسی مدیریت توسعه در جمهوری اسلامی ایران بپردازد.

    نیل به مقاصد سیاسی، امنیتی و اقتصادی همواره از مهم ترین اهداف کشورها در تدوین و اعمال سیاست خارجی شان بوده است. برای تحصیل این مقاصد کشورها عمدتا و به طور سنتی نوعی دیپلماسی مبتنی بر رویکردها و ابزارهای سیاسی، نظامی و اقتصادی را در پیش می گیرند؛ با این همه، در سالهای نیمه دوم قرن بیستم رویکردهای نسبتا جدیدی در دیپلماسی مطرح شد که توجه افزون تر و تاکید بیشتر بر راهکارها و ابزارهای فرهنگی را به مسئولان و طراحان سیاست خارجی توصیه می کرد. این مقاله بر آن است تا با تبیین مبانی این رویکرد و ضمن استناد به شواهد تاریخی و نمونه های عملی به مطالعه این پدیده نسبتا جدید در عرصه سیاست خارجی و روابط بین الملل بپردازد و در این راستا، ابعاد گوناگون رابطه میان فرهنگ و دیپلماسی را به بحث گذارد. در این مقاله همچنین، چگونگی تاثیرگذاری عوامل فرهنگی بر دیپلماسی در دو سطح «طراحی» و «اجرا» بررسی شده و سپس، چگونگی استفاده مؤثر از «قدرت نرم» در پیشبرد دیپلماسی توسط کشورها تجزیه و تحلیل خواهد شد.

    نقد حوزه های مختلف جامعه مدرن با استخدام دو مفهوم «جهان زیست» و «سیستم»، از مؤلفه های جامعه شناختی نظریه کنش ارتباطی، مهم ترین تلاش فلسفی- اجتماعی هابرماس در دهه هفتاد میلادی است. استدلال این است که هر نظام اجتماعی به انسجام نیاز دارد و بدون آن با بحران روبه رو خواهد شد؛ اما انسجام اجتماعی، نه صرفا برآیند الزامات سیستم که امری زبانی- فرهنگی است. گسترش سیستم در حوزه های مختلف اجتماعی چنین انسجامی را متزلزل کرده است. پیام مقاله این است که با تغییراتی در نظریه فوق جامعه ایران معاصر را نیز می توان به شکلی انتقادی مطالعه کرد.

    توماس آکویناس پس از آگوستین بانی اصلی کلام در جهان مسیحیت است که آموزه های وی در این حوزه، منبع اصلی حل و فصل مناقشات کلامی در میان کاتولیکهاست و قرنها فیلسوف و الهی دان رسمی مسیحیت کاتولیک بوده است؛ مواجهه وی با عقلانیت ابن رشدی و دلبستگی به مسیحیت از وی شخصیتی ساخته است که شناخت آن، می تواند امروزه پیرامون نسبت دین و عقل و سیاست پاسخگو باشد؛ گرچه در مقایسه با دوران مدرنیته اندیشه وی سنتی به شمار می آید، وی را باید از پیشگامان نهضت نوزایی اول اروپا و الهام بخش اندیشمندانی دانست که به ظهور عقلانیت مدرن یاری رساندند؛ به بیان دیگر، بهره گیری توماس از نظریه عقل ارسطو، وی را در توجیه برخی آموزه های مسیحی کامیاب می سازد؛ البته، این رویکرد به استفاده ابزاری از عقل محدود نمی شود و در مواجهه وی با دوگانگی های مسیحیت (از جمله عقل و ایمان/ جامعه معنوی و جامعه مدنی) وی را به جایی می رساند که نقشی، هرچند اندک، برای عقلانیت عرفی قائل شود؛ با این همه، علی رغم آنکه نقطه شروع نظریه عقل توماس کتاب «درباره نفس» ارسطوست، اما وی همت اصلی خود را در تدوین کلام مسیحی می گمارد و در اندک نوشته های سیاسی خود، تاکید بر عقل را فرع بر ایمان و وحی، اما مهم ارزیابی می کند و سرانجام، ساختار دوگانه جامعه از دیدگاه وی واقع گرا بودن و نگرش درجه دو به عقل در مقایسه با ابن رشد/ آکویناس را شرع گرا و ایمان گرا معرفی می کند، هرچند وی در پی هماهنگی عقل و وحی بود و سعادت را غایت جامعه سیاسی می شمرد و بر اهمیت عقل بر اخلاق فردی و سیاسی پای می فشرد. نوشتار حاضر به واکاوی خردورزی در دو حوزه مبادی (معرفت شناسی و وجودشناسی) و نیز غایات و اهداف جامعه سیاسی در نظریه سیاسی توماس می پردازد.

    Owing to the expansion of Islamist activities in the Middle East since early 1980s, numerous theorizations were made toward the description and explanation of this phenomenon. The next course of studies in this field started in early 1990s following the developments in Islamist currents. The aim of analysts in studies concerning Islamism was to understand the hows and wherefores of the expansion and then the development of this phenomenon, particularly in the Middle East and North Africa.Identifying these theories and their characteristics, the present article seeks to classify them based on their typical approach toward the study of the phenomenon of Islamism. Hence, four different approaches are suggested: the thought approach, the historical and sociological approach, the regional-international approach, and the synthetic one. Then the materials and views of experts in this field are raised under the first three headings. Although this article has a descriptive nature, it can be an introduction to recognition of the existing theories, distinction of one from the others, and probable relations among them.

    The constitutional era is one of the most interesting chapters in the history of the Iranian society as to the interaction of the traditional and modern thought fields. Although the constitutional revolution was a response to the needs and conditions governing Iran, it was also the result of the ever-growing thought developments that entered Iran from the western world, and made a new logic rule over the political and social relations of the Iranian society in an ultrastractural framework. The relation between the Shiite religious thought with the new political system and thought-which emphasizes the indices such as rationalism, science, law, constitutional law, etc. – was one of the important questions facing religious thinkers. Contemplation on this question and the like created a period of thought reformation and religious reconstruction. A large spectrum of Shiite scholars did their best to find a way into the Islamic legal formulation and explanation of the constitutional government. Allamah Mirza Naini was one of the most outstanding of this groups who made every attempt-in his famous work-to respond to the various questions on constitutionalism in an argumentative framework.One of the major questions in this regard is that of law and legislation by Majlis (the Consutative Assembly) and its relation with Shariah. The present article seeks to survey this issue from Allamah Naini,s perspective.

    Three Iranian islands of Abu Musa, and the two tunbs were occupied in a period between 1903A.D and 1971 A.D by the British state and were put under the control of Sharjeh and Rasul – Khaymah which were official protectorates of that state. Occupation of these islands by Britian came about through resorting to certain rules and principles of international law, particulary the legal principle of “No Man,s land”. It happened while these islands have always been under the sovereignty of Iranian state and have never been considered as No Man,s Land.This article responds to two questions: 1. Was the occupation of the islands in question subject to the principle of “No Man,s Land”? 2. Did Iran declare its satisfaction with the case raising no objection after the occupation of the Islands Abu Musa and Tunb apparently by Sharjeh Emirates and virtually by Britain?

    The pathology of the management of development in the Islamic Republic of Iran is among the noteworthy necessities in the process of the recovery of backwardedness in our country. Regardless of different suppositions concerning "development" and its various strategies leading to the ambiguity of the term, what seriously matters today is the management of the process which turns the country from an undesirable and unacceptable level to a desirable and acceptable standard.The valuable experience of South East Asian contries in the process of development suggests the vital and significant role of the management of development in the process of development. Indeed, development requires a powerful and effective management. The history of five reconstructive plans prior to the victory of the Islamic revolution, and almost four development plans in the government of the Islamic republic of Iran and their failure in expected goals is a problem which directs the experts on the country,s development issues toward a scientific pathology of the management of development. In this regard, the political elite of the country that play a fundamental role in high level decision-makings enjoy an outstanding place. The present article seeks to study the pathology of management in the Islamic Republic of Iran.

    To achieve some specific political, security and economic goals have always been a great objective of states in planning and implementing of their foreign policy. In order to gain this goal, different governments have been basically using a traditional style of diplomacy based on a political, military, and economic approach. However throughout the years of twenty first century, a new approach emerged putting more emphasis on cultural aspects advising the policy makers to pay greater attention to soft power and its role in foreign policy. It is the intention of this article to explore and explain the theoretical principles of this new approach and to study its chance of success in practice by examining some examples as case-study. This article will also investigate the interaction between culture and cultural means with diplomacy analysing the scope and impact of using soft power in foreign policy.

    Evaluation of different aspects of modern society by using two concepts of “lifeworld” and “system” is one of the most important social-philosophical efforts made by Jürgen Habermas during 1970s. The main argument here is the fact that every social system needs a minimum of cohesion without which it will face crisis.However this social cohesion is not merely a product of system requirements. It also must be regarded as a language-culture phenomenon in which language and culture play a role. Expanding of the system in a variety of social spheres has shaken the foundations for such a cohesion. The article suggests that with a few modifications too this theory one can study the current Iranian society.

    Thomas Aquinas is the principal founder of theology in the christian world after Saint Augustine. His teachings in this field are the primary source of settling theological disputes among catholics. He has been the official philosopher and theologian in the Catholic Christianity. His interaction with Ibn Rushd,s rationality and his attachment to Christianity has given him a character whose recognition may contribute to solving the issue of the relation between faith, reason, and politics. Although Aquinas thought, comparing to the modrn age, thinkers, is considered traditional, he must be regarded as one of the pioneers of the first Renaissance in Europe, and an inspirer of scholars who contributed to the emergence of modern rationality. In other words, benefiting from Aristotelian theory of intellect, Thomas Aquinas could succeed in the justification of certain christian teachings.Of course, this approach is not limited to the instrumental use of intellect. So his confrontation with Christian dichotomies (including that of reason and faith, and of spiritual society and civil society) led him to the point of considering a role, although insignificant, for common sense. Although, the starting poing of the theory of intellect of Thomas Aquinas is Aristotle,s book “de Anima”, he has made formulation of Christian theology as his major concern. In his few political writings, he considers performance of intellect subsidiary to faith and revelation, and yet significant. Finally, dichotomous structure of society from his perspective, his realism and second - order attitude toward intellect comparing to Ibn Rushd, introduce Aquinas as religionist and fedist. Nevertheless, Thomas Aquinas was seekiny harmony between faith and reason, considered happiness the final goal of the political society, and emphasized the importance of reason in individual and political ethics. The present article deals with the reexamination of rationalization in the two fields of elements (epistemology and ontology) and goals or objectives of a political society in the political theory of Thomas Aquinas.
