Challenges and Difficulties of the Failure of the Strategic Metropolitan Development Plans in Traffic Management in Tehran a Focus on Education

In this Article, challenges and difficulties causing Tehran strategic metropolitan development plan to fail achieving its goals has been discussed. The study is for Tehran. The key point is that the challenges disaggregate urban development indexes and influence the human life and may cause major damages to sustainable development. Through a survey, the causes obtained from the respond of major traffic experts opinions. Best practices so far have been checked and four major types of challenges are: objective, structural, environmental and social and behavioral problems and finally ignoring principals of urban development which can be mentioned as a subcategory of behavioral problems. Based on the achievements, effect of environmental and social problems such as problems related to developing the social knowledge and social culture in traffic has been proved. This research helps urban strategists to take a better role and resolve the traffic problems with a human based point of view.
