Global Governance; Parameters and Instruments

Global governance and managing the process of globalization is one of the most important aspects of Globalization. In addition some of researchers believe that powerful institutions (i.e. countries, international organizations and etc) lead the process of globalization in order to their utilities. Therefore, if this supposition be accepted, the global governance gets the special position in globalization forum. The result of this view is world will be made just as the leaders want. Global governance has the historical process. As time passes the concept of this issue become complete and more consonant with human life requirements. Control participation system is the best description for the present system of global governance. This system is the last step of historical revolution from the empire, after that colonization, after that block system. Time and experiences in government shape the special system for global governance to that call Control participation system. In this manner government use some instruments to convince public opinion and to enforce weak countries. Countries should have enough power for applying the authority. It means that they should have the parameters of sovereignty. In global level parameters of sovereignty are: economic power, military and political power, ideological power. Moreover global governance needs some effective instruments. There are three groups of implements: international and global organizations, mass media, and geopolitical factors.
