Identifying Key Success Factors and Features of Implementing Macro Policies of Islamic Republic of Iran Using Quran and Nahjolbalagheh (Case Study: Administration System Macro Policies)

Article I of the constitution of the Islamic Republic of Iran, was created based the rule of justice and truth of the Quran. Governance is solely God's right which in this system is implemented through divine laws by Shiite Twelve Imams and during the era of absence of Shiite Imams by "Vali Faqih". In this system, the policy making has been continuously done by the Supreme Leader.But one of the most complex steps in the process of macro-level policy making is implementation. The purpose of this study is to identify existing key success factors and features using content analysis method. For data collection, library studies, interviews and questionnaires have been used as research tools. Five key success factors, namely, human, physical, ideological-value, fundamental and social factors focusing on the Quran and Nahjolbalagheh were identified using a systematical approach, Shannon's entropy and the force field theory which are efficient tools. Excel and Spss software’s were used for analysis. The results showed that ideological-value, were the most effective institutional and social factors in the I.R.Iranand are in an unstable state compared to the other factors. Finally, political recommendations have been provided as pre-design or implementation step to balance current situation.
