Importance-Performance Analysis (IPA) Strategic Concepts of Teachers' Excellence and Presentation of Policy Recommendations for Policy-makers Institutions
Teachers are the starting point for the transition to any change in the education system. Accordingly, the present study is designed with the objective of identifying the important components of teachers' excellence and presentation of policy recommendations to policy makers, considering the gap analysis of the desired situation and the status quo. The present study is an exploratory blend type. In the qualitative stage applies the analysis method, the statements of the Supreme Leader and related upstream documents in education system and the strategic components of teachers' excellence. In the quantitative stage, utilizes the importance-performance analysis method, the desired situation versus the identified status quo from the perspective of three groups of teachers, researchers and executers which have been evaluated and compared. By analyzing the questionnaires of the three respondent groups while identifying the priority of each of the twelve components from the perspective of each of the classes, it was found that although there are differences in the assessment of the status quo of some of the components but the special position of factors related to the empowerment of teachers, after categories of livelihood and dignity, is the relative consensus of each of the three audience groups. On the other hand, the component of the development of teachers' participation has been evaluated at a level above the average, both in terms of importance and in terms of performance which reflects the attention paid to the position of the component by the authorities. All three groups assess the role of University of Cultural Professionals in improving teachers' excellence at low levels and believe that the resources allocated in this area are beyond the position and role of this component and there also is a certain waste of resources. The improvement of the reward system on the basis of specialty has been assessed as low priority from the perspective of the three groups.
