Strategies for Armed Forces Participation in Natural Disasters

Natural Disasters itself does not cause loss of human beings, but it is the vulnerability of communities which threats human beings. Actual injury depends on two factors of being exposed to danger and characteristics of the receiving unit of danger. Today, most of the countries are trying to achieve sustainable development and natural disasters are threats to these efforts. So, adopting strategies to sustain the living environment against inevitable threats is essential. The dominant approach in this research is analytical – descriptive. At first, through documentary and field study, it has been tried to determine the criteria of vulnerability, and then with the software like Excel, SPSS, and Expert Choice, based on SWOT analysis model and the Analytical Hierarchy Process (AHP), and it has been attempted to prioritize strategies for incorporating the capabilities of the armed forces in natural disasters. Based on the hierarchical analysis, promoting natural and sustainable defense in site selection, completing defense cycle and interacting with active and passive defense, and using country's media capabilities for informing the public are respectively important.
