Analysis of the Factors of Immigration among Cities and Recognizing the Methods of Attracting the Elites

The main theme of the article is to Analysis the challenges and the methods of attracting the brilliants (elites) Teachers in islamic-iranian Universities. The method used to compile the index of documents and the validity of usage is based on quality development and analytical hierarchy process (A.H.P.). The results of the study show the priority of scientific factors in attracting the brilliants in comparison to other factors. The economic and organizational factors have equal importance. Management and social factors are the next priorities. The authors of the survey conclude giving importance to the brilliants and meritocracy is the best method among 12 developed methods.
