An Assessment of Iran's Science and Technological System in comparison with other Regional Countries

The aim of this research is studying and evaluating Iran's science and technology in compare with other regional countries (Southwest Asia, Ghafgaz, Middle of Asia, Middle East and Arab Countries) from the viewpoints of experts and managers of companies. In this way, Iran's science and technology system is evaluated on the basis of evaluation model of social technical infra-structures.The research has been done with descriptive-analytical method and by selecting views of various experts in the fields of sciences.The data was collected via field study and questionnaire. The findings show that the average mean for protection of acquisition, participation, development and reservation of knowledge in Iran was 2.61 of 5.Also, technological information was 2.59 of 5, effectiveness of leadership and management of science and technology was 2.31 of 5, job compensation, rewards and motivation was 2.21 of 5, effectiveness of structure and communication was 2.37 of 5, effectiveness of researchers moral was 2.60 of 5, and finally effectiveness of organizational culture was 2.55 of 5. The analysis of the data and information shows that the main challenges and problems of Iran's science and technology with regards to regional countries are: intervention and participation of top managers of country in development of knowledge, science and technology, domination of hardware thinking instead of software and socio-cultural view toward the development of science and technology, importance of reconstruction of knowledge, skills, and attitudes of staff and managers who are in charge with development of Iran's science and technology, reengineering of job structure of country toward using new technology, providing infra-structure by government and access to new technologies
