An Antecedent Model to Develop Relation Between People and State Organizations in Iran

Abstract:
This paper, based on the kind of relationship, in theory and practice, between people and state organizations, signifies developmental antecedent's factors and clarifies its relations with functional and structural components of state organizations. This is a descriptive study. The conceptual model was tested by means of questionnaire and analyzed by appropriate statistical methods. The result of the study is as follows: communicative developmental antecedents such as redefining state organizations status in society, promoting state ORGs interactions with NGOs, using elites capacities, information flow between people and ORGs, dutie's clarification, compensation of state organizations failures, delegation of authority, reducing official rules improves state service, people's satisfaction and affects structural components such as centralized decision making level and documentation in state ORGs. The rate of antecedents effects on state organization's components is also prioritized based on the relation between antecedents and structural and functional components.
