Construction and validity checking of questionnaires measuring police human capital

The purpose of present research is construction and validity checking of questionnaires measuring police human capital. Therefore using classified random sampling, 670 commanders and police managers from all over the country were selected and answered the questionnaire. The data was analyzed using LI SREL and SPSS software. Internal homogeneity results using alpha chronbach coefficient showed that the reliability of all factors except allocation or training (skill and adequacy) were confirmed which were equal to 0.62 which was good and satisfactory. Reliability of other factors fluctuated between 0.70 to 0.89.the number of factors of police human capital determined using confirmatory factorial analysis. The results indicated as predicated that the tools for measuring police human capital are consisted of: 1-training (skill and adequacy) 2-ethic and belief 3-protection 4-phisical 5-displinary 6-health 7 -organization.it is worth mentioning that health factor is consisted of two sub factors of the extent of physical disease prevalence and psychological disease prevalence and organization factor is consisted of four sub factors of displacement ,productivity ,work force attitude and work force profile. The results of confirmatory factorial analysis indicated that all factors have satisfactory factorial load for measuring human capital. The results of fitness index also showed that the fitness is relatively suitable to model and the data. Finally, regarding objectivity, easy implementation, easy ranking, easy interpretation, time suitability for responding, implementation capability for individual and group, practical and suitable validity and reliability have yielded the results that the questionnaires measuring police human capital are suitable tools for studying police human capital.
