Analyzing the Role of hire-purchase housing in satisfying the needs of target groups in Alborz Province

Housing and provision of housing for low-income urban groups has always been one of the most important issues of urban management. Accordingly, it is necessary to apply policies to meet current and future needs of housing.However, due to mismatch with the economic and social conditions of low-income urban classes of society, it seems that policies applied in this context were non- remedial. So this study intends to evaluate the implementation of Hire-purchase policy in Alborz province (Karaj city) and its role in providing quantitative and qualitative needs of the target groups.The research method is quantitative–analytical with survey method. The data were collected through library studies and survey method. Data gathering tools were questionnaire and interview. After extracting, data were analyzed by SPSS statistical software by descriptive and inferential (one sample t test and two independent t test) methods.The results generally show hire-purchase housing policy failed to meet the required quantitative and qualitative needs of applicants in understudy area and the residents are not satisfied with the construction quality and physical access to facilities and utilities. The only case of relative satisfaction announced by the applicants was due to accessible security services.
