Managers and Leadership Desirable Behaviors in Successful Employee Performance Management implementation in Public Organization

In recent years, public organizations have embarked new public management approaches to employing employee management, but not all of them were successful enough to take advantage of it. Paying attention to the behavioral factors is most important in the successful use of employee performance management. However, most organizations face difficulties due to insufficient attention to behavioral dimensions. The purpose of this study is identify the desirable behaviors of managers and Leadership in the successful implementation of employee performance management in public sector. We use qualitative research method and do 16 Semi-structured interviews in the Ministry of Energy headquarter. Interviewees were selected by snowball sampling method. As a result of thematic analysis, the framework of desirable managerial behaviors is classified in 109 concepts in the form of 14 sub themes and 4 main themes included "manifestation of managerial capabilities in behaviors, positive attitudes, commitment and action orientation in performance management system". Also Leadership desirable Behaviors Framework is categorized in 57 concepts in the form of 10 sub themes and 3 main themes included "Psychological Empowerment of Employees, Social Influence and Individual-Based Leadership". Evaluation and enforcing these dimensions will help public organizations to solve the executive problems of this system.
