Developing a Process Model of Competencies of Public Sector Human Resource Managers with Emphasis on General Administrative System Policies
The main purpose of the present study is to develop a process model of competencies of public sector human resource managers with emphasis on general policies of the administrative system. The present study is a mixed research exploratory study in qualitative part with expert interviews, qualitative aspects of public sector HR managers and in quantitative part with questionnaire distribution among tree model experts, or hierarchical analysis model. (AHP) research is provided. Interview and questionnaire were used for data collection. The statistical population of this study will be comprised of experts familiar with the dimensions, components and criteria of HRM. Senior managers of government agencies, public sector HR managers, and HRM experts were selected as experts using snowball sampling. Sampling continued until the theoretical saturation stage in the collected data. The results showed that four main criteria of the model were identified (individual characteristics, management skills, individual abilities, and organizational factors) and 19 indicators. Finally, a process model of competencies of public sector human resource managers with emphasis on general policies of the administrative system was presented
