Abstract:

 Today, urban management has been transformed, and cities are being managed for the sake of greater prosperity for citizens. Therefore, localism in the province of Tehran as a strategy with the aim of delegating power and resources to local managers and far from central control can create democratic communities and communities in order to achieve a minimum level within the agreed framework between the central government and the local government.
