Proposing a Model to Monitor the Provincial Land Use Plans (Case Study: Qazvin Province)
According to the agenda provided by the office of spatial planning and regional development of Iran in 1390, it has become necessary to establish a system for monitoring of the provincial land use plans. Nevertheless, no study has been thus far completed to monitor the land use plans in Iran. In the current study, we developed a methodology for monitoring of land use plans, and then proposed a monitoring system to evaluate the land use plan of Qazvin Province. Qazvin Province has eight townships or regions and monitoring of land use planning can be achieved through defining indicators to assess the realization of the programs in each of these townships. Quantification of the implementation level of land use plans in each of the eight regions can be realized by standardizing and weighting indicators in a hierarchical structure. We performed land use monitoring for Alamut region of the province as an example. Regarding the framework provided in this study, to achieve fulfillment of the provincial monitoring system, development of monitoring indicators is essential for the spatial planning organization of each province, which will lead to the completion of geospatial data.
