Regarding the non-normalization of the data, the Friedman test was used to determine the preference of different approaches to knowledge management among respondents. The statistical population consisted of 55 ministries experts and some of its affiliated organizations in strategic affairs and knowledge management, 47 of them responded to the questionnaire, which conformed to the standard set out in the Cochrane Table. The findings of the research show that, from the respondents' point of view, the "humanistic approach" has a greater effect on the factors and strategic control system than the "technology-oriented approach". This implies the role and importance of tacit knowledge and the ability to absorb and analyze individual and organizational performance in a more strategic control system.
