Identifying the Factors Affecting IT Governance, Quantum Skills and Knowledge Engineering in Iran Public Libraries Foundation
Organizations' dependence on information technology is increasing day by day and the dominance of information technology is recognized as an important factor in achieving the goals of the organization by using information through the use of technology. In today's complex world, traditional management skills alone are no longer the response, so perhaps the principles of quantum physics can provide a set of skills that are more appropriate to respond to the complexities of the quantum age. Quantum skills have the capability to lead to increased effectiveness and organizational development. On the other hand, today knowledge is recognized as a source of innovation, the productivity of human sources, and organizational growth. Knowledge engineering helps people to have a suitable understanding of the phenomena and knowledge related to them.Therefore, given the rapid and comprehensive changes in information technology over the range of activities and services of libraries and information centers which are effective on user satisfaction and the motivation of human sources, it is important to use information technology, knowledge engineering, and quantum skills and highlight the need of identifying their dimensions. Therefore, the present study was conducted to identify the factors affecting the dominance of information technology, quantum skills, and knowledge engineering in the public libraries of the country.
The research method is qualitative and exploratory in terms of purpose and based on semi-structured interviews. The statistical population of the study consisted of executive experts who were fully acquainted with the public libraries of the country, and 15 professors of the departments of information science and information technology and managers of public libraries were selected by snowball sampling method. Theme analysis was used to identify the factors.
A review of the research findings showed that the main themes affecting the IT governance, structural indicators, and internal indicators include 4 sub-themes. Also, the main themes affecting quantum skills are creative thinking, systems thinking and contingency thinking, and situationism, and the main themes affecting knowledge engineering are knowledge quality, structure design, testing to validate the laws of knowledge organization, documentation, and knowledge retention. The order consists of 8 and 16 sub-themes.
Little research has been done in the areas of IT governance, quantum skills, and knowledge engineering. Therefore, identifying the factors affecting IT governance, quantum skills, and knowledge engineering is used in the public libraries of the country. Identifying factors can also lead to comprehensive planning to develop IT governance, increase quantum skills, and enhance knowledge engineering.
