Introduction of one approach for identifying poor districts and unofficialresidence, Case study: Karaj’s unofficial habitations
Although inconsistency and anarchy of habitation have been rooted in history of ourhomeland, its emergence in the forms of suburbia, unofficial residence, car parking, illegaland unusual residence as result of novel conditions of urbanization hasn’t lasted long in ourcountry. The present article shows selection and prioritization of districts and it would be anew approach in identifying unofficial districts. In this article, after conducting basicresearches and theoretical studies and methodology, defining the scope of urban poverty fromsocial and economic and physical perspectives will be determined, after integrating of resultsof this phase, poor scopes were identified and after carrying out social, cultural andenvironmental studies and study of ownership and land tenure and structure and context ofthese scopes and approximately 20 poor districts identified and unofficial inhabited districtwere located and were prioritized. Finally, after grading and ranking, three districts as targetdistricts were introduced in order to provide development plans. Suffering severe conditionsas well as the need to devise a plan, the aim of selection of these districts was to implementplans for other districts and therefore variety of districts is taken into account. In this researchanalytical hierarchy process and Delphi method for classification and selection of criteria andthen prioritization of choices in different phases and also application of GIS and other cases(supplemental software such as spatial analysis and use of MAP Calculator function) in dataanalysis and overlapping of different layers are applied.
