Abstract:
Background and purpose

The present research is in the field of public policy. The purpose of this research is to design and present a model of citizen participation in the first stage of public policy (public affairs identification). This research is exploratory in terms of purpose.

Method

The methodology is a combination of qualitative and quantitative methods (Exploratory mix). In the first stage, through qualitative method of content analysis, information was collected from written and electronic sources in the field of research and secondly, in order to determine the dimensions, components and indicators of citizen participation in the first stage of public policy making. , Delphi technique was used.

Findings and Conclusion

Data analysis was analyzed using spss24 and smart pls software. And the structure of the pattern was confirmed according to the analysis. In sum, this research has introduced a new model for citizen participation in the first phase of public policy (public policy identification).
