Citizenship is the basis of a political and spiritual relationship that connects the individual to a state, and his or her fundamental rights and duties are meaningful within that relationship. Accordingly, the citizen is given duties and responsibilities in exchange for his rights before the government. In recent decades, this issue has been recognized as one of the most complex political, social and legal issues of human societies and has been emphasized by many lawyers and politicians. Therefore, it is very clear that along with the discussion of the rights of citizens, at the beginning, we must examine the basic concepts such as the duties and responsibilities of citizens that are necessary for the realization of their rights. Therefore, in the present study, using the descriptive-analytical method and the use of library tools, we answer the main research question, what should be the rights and duties of the people and the government during the protests? The hypothesis states that protest, as a kind of political fight, should be done while maintaining the legitimacy of the political system and as a struggle within the government and not a struggle against the government, with the aim of creating reforms and in the direction of homogeneity.
