The Requirements and Considerations of Monitoring and Control at the Stage of Formulating the General Policies
The general policies of the system are the general framework for the legislative, executive and supervisory processes of the system. The main concern of the system in recent years has been the extent and manner of implementation of general policies and monitoring their implementation. In the process models of monitoring and controlling the implementation of policies, which include the stages before implementation (formulation), during implementation and after implementation, a priori monitoring and control is as important as posterior monitoring and evaluation. In the formulation and policy-making stage, paying attention to the "desirable characteristics" and "considerations" necessary for a general policy in terms of feasibility and controllability, has been the main issue of the present research, which is based on a mixed research method (quantitative and qualitative). These features and considerations have been identified and explained. Content analysis method was used to analyze and interpret qualitative data (interviews) and inferential statistical tests (structural equations) were used to analyze quantitative stage data (questionnaire). As a result of the present study, 15 components in the dimension of "characteristics" and 4 components in the dimension of "considerations" of general policy formulation, identification and sub-components of each of them have been explained.
