Strategic plan for the development of marine culture
Culture is referred to as the mental capital of society to solve and overcome problems. Accordingly, the development of culture, the quantitative and qualitative expansion of mental capital of society, such as ideas, knowledge, customs, beliefs are defined. With this approach, the development of maritime culture is considered in the sense of quantitative and qualitative expansion of the idea, belief and knowledge of exploiting the potential values of coastal and marine environments in order to ensure the national interests of the country. The present study was conducted with the aim of presenting a strategic plan for the development of the country's maritime culture.
This research is developmental-applied in terms of purpose, descriptive-analytical in terms of method and mixed in terms of approach. The statistical population of this research in the qualitative part, 15 marine experts who have been selected by purposive sampling method and in the quantitative part, 55 marine experts who have been selected in full. The data of this research were collected through strategic environment and using researcher-made questionnaires, semi-structured interviews, expert meetings, comparative study of maritime power components in Iran and the world and study of maritime development policies of selected countries.
In this study, the guiding elements of maritime culture and obstacles and challenges of maritime culture development are studied and by performing strategic environment, effective factors in maritime culture development are extracted and using internal and external evaluation tables (EFE and IFE) the four maps of this Factors in the form of weaknesses, strengths, threats and opportunities are counted and based on these maps, the country's strategic position in the development of maritime culture is identified and strategies are extracted by SOWT strategy, QSPM matrix, prioritization and strategy implementation requirements, using Expert meetings are specified.
The result of this study is to present ten strategies with the requirements for the implementation of strategies, the most important of which is a planning strategy to change people's lifestyles by emphasizing the general culture of society, through changes in people's diet to fish, development of marine cultural products, development of maritime tourism , Promoting social networks active in the field of sea, using marine symbols in expanding urban spaces and modeling the culture of resistance in sea-based defense in order to support the country's sea-based development policies.The result of this research is to present ten strategies, the most important of which is planning to change people's lifestyles by emphasizing the general culture of society, through changes in people's diet to fish, development of production and use of marine culture products, development of maritime tourism, promotion of social networks Active in the field of sea, the use of marine symbols in the expansion of cultural spaces of cities and modeling the culture of resistance in sea-based defense in order to support the country's sea-based development policies.
